Montague moved to approve the minutes , R . Briggs seconded , carried unanimously . December 1 , 1981 Unofficial meeting . II .. Officers ' Reports L . Hirvonen - Corresponding Secretary - no report at this time . D . Hardie m absent T . Kick - absent - V . Miller - Chairman - V . Miller expressed her gratitude to S . Cleveland for chairing the joint meeting with the Town Beard and the Bard of Zoning Appeals on December 1 , 1981 . III . Committee Reports L . Montague - Subdivisions - no reportatthis time . IV .. Peter Towbridge - Cathy ' Grupp Landscape Project S . Clelland introduced Peter Towbridge , Professor of Landscape Architecture from Cornell and Cathy Grupp , Landscape. Architec - ture Student from Cornell to the members of the Board. P . Towbridge outlined a format used by students in community pro - jects . 'He listed 'many cities using this service . The \intent , he said , is to aid the cities and communities in their design endeavor . Each project must have a basis for educational merit . This can be done on a large or on a small scale . The student works through the Board as a laison . He stressed that this Spring may see the end ofavailablemoney due to "Regalia/cies . " H . Ley Hew much would this run , for summer work ? P . Towbridge - $1 , 600 . . work study . $ 400 . from the community . This makes for fairly cheap help for the community . L . Montague - Does the , student pick the project ? P . Towbridge - No , the community does , it can be large or small . We have done wholecounties in the past and are now doing so . The faculty works as critics through the whole project . - 1 . : Hirvonen . - When a community requests a work study program , is that a statement of intent or for future development ? P . Towbridge - Both ways , it ' s a fairly safe and relatively inex- pensive way to go . S . Cleveland questioned the members to see if there was sufficient interestin having a student intern working with the Board . He mentioned that the Land Use Management Plait was almost ready . P . Towbridge - Updating , changing wording of sign ordinances , possi- I/0 bilities where a student would help . Also , checking the legal issues . We prefer not a verbal agreement alone . V . Miller - What do you see that we could use for Lansing ? Our lakeshore is unique , we are having problems on how to proceed there . P . Towbridge - One of our students worked in Wappinger Falls , gave - le Landscape Project - continued . the Board there some options to consider . Looking over five . other communities of comparable size proved to be helpful . AO L . - Monta a _ - Whatever ha ened to that pp project dace by that ° Student from Australia? He worked on soil raps for Lansing .. '' ° L . Hirvenea - That ' s at Cornell . It was lovely , but no one un- dereteod it . P . Towbridge - Sometimes the form can be a problem . Difficult to read , often not read . Plans that are over-laid , trans- parent are helpful and very much used . S . Cleveland - I ' m thinking of an area requiring this type of attention as being the lakeshore area , private and public • facilities , a possible future park in the north end of the Town . I recognize the value of a student working with a community . . R . Briggs - I think coordination of projects is what we need . L . Hirvoaea - Does our time schedule permit this ? P . Towbridge - I ' m talking about starting January 1st . We need a . g© ed with gesture on your part , we can then o back with . . a proposal . R . Briggs! - We do have a professional planner , Tom Niederkorn . We need his input . V . Miller - There was a request from Jim Preston at our last meeting about the maps . He would like to see them be alike , put them together . P . Towbridge - Reacaliag maps would be a formidable job . . S . Cleveland then thanked both P . Towbridge and C . Grupp for coming to tie meeting to present their ideas . He will ; et back to them Ilitomorrow , December 15th . They then left the meeting . R . Briggs - I ' m concerned about the timing , this could slow down the momentum . V . Miller - Ne, too . This could take six to fourteen weeks depending on the study we might pick . Do we want to wait that long to incorporate their work? 114 . Le LeI thought Neville was a landscape project for this area . V . Miller - Yes , it was . My experience is that we can always use • more ground work and planning . Their work could be a great help . L . Hirvonen - I can see the resealing project , won ' t interfer with our work . V . Miller asked S . Cleveland to give P . Towbridge our sincere thanks for coming but that the Board cannot use their services at this time . V . Permitted Uses L . Hirvenen was to lead a discussion on permitted uses in designated districts but it was decided to wait on this for the next meeting . V . Miller felt that zoning should be considered for the whole town . She felt that the industrial zone was shown as going to far north on Warren Road . R . Briggs told tie members that he had had a - meeting with T . Nie - 40 - derkorn that - day ( 12 / 14 / 81 ) and presented two maps from T . . Nie - derkorn .. He remarked that T . Niederkorn wanted the Board members to consider 'industrial development in the flight zone of the air- port . He called it Industrial -Multifamily and Research Area . T . Niederkorn senses opposition ( from the last joist meeting ) to housing being in there . 2 - } 1 ... rs ai- Permitted Uses - continued . V . Miller brought up the fact that Alex Cima ' s area has ne guide lines . She noted that he has never come in to ' talk to 410 ., the Board . R . Briggs , after much discussion with the members present , narked T . Nie erkorn ' s map in pencil to include an area of over one huaa- Bred acres for industrial development . - The area was described as follows : running along the South boundary of Morse Chain , West to Bush Lane , " north up Bush Lane to Cherry Road , West , again.. on Cherry Read to the bridge ( culvert ) , approximately 700 ' to 800 ' West of Cherry Road , diagonally Northwest aeress the Cornell University land to a paint somewhere east of. North Triphammer Road , continuing Berth on North Triphammer Itoaa to the Cigna development line , ' tken due East to Hillcrest Road , South joining up to the starting point of the enclosure . VI. . Rear Business Nominating Committee - V . Miller appointed L . Hirronen to work : ae ,C*air eam . and . she .isis make up her : committee members . V . Miller reported that she had spoken with P . Munson whether the ` P1 : sing Beard should continue to elect their own Chair- max and he . said yes , they should . He will put it in the Ten Board ' s January meeting minutes . New York Planning Federation: - V . Miller suggested that the Bard join this organization as they put out very worthwhile Julie - tins . The dues would run about $ 35 . 00 annually and each mea- ber of the Board would receive copies of theirplanning news . di - MOTION : L . Hirvonen moved that the Lansing Town Planning Board join the New York Planning Federation . R . Briggs seconded , carried unanimously . Meeting Adjourned : 9 : 15 P . M .
