Viola Miller presented a letter from N . Stanton , Zoning Officer to the

Housing Authority with regard to Woodsedge and existing violations there .

Viola Miller mentioned that Lou En2mick , Town Board member , requested
that someone from the Planning Board contact Sam McNeil ( Assemblyman )
about the fire and building codes . She did so this morning ( 12 / 1 /81 ) .
Mr . McNeil informed her that the Town did not have to accept all of the
codes as suggested at the Regional Planning and Zoning Meetings . He
feels that the Board may be interpreting the law wrong and suggested
that. Jack Miller be asked to come and talk to the members . The Town
has until 1984 to enact the codes . He suggested that the Board write
out a law suitable for Lansing and send it to him for reactions from
others .
R. Briggs reported that he and H . Ley met with Phil Munson on 11 / 30/ 81 .
Mr . Munson felt that the Planning Board snould set up something . suita-
, ble for the Town and it would be accepted . V . Miller asked R . Bri1gs
and H .. Ley to work on that project and they agreed to do so .
S . Cleveland quickly reviewed his plan for this evening ' s joint meeting
with the Town Board and the Board of Zoning Appeals .
T . Kick presented the following bills for the Board ' s approval :
V . Miller - expenses incurred while attending the
Regional Planning and Zoning Meetings - $ 228 . 22
C . Montague - secretarial fees and postage - $ 22 . 49
Ithaca Journal - Public Meeting Notice ( O ' Rear ) - 3 21 . 42
MOTION : D . Hardie moved that the bills be paid . L . Hirvonen seconded ,
carried unanimously .

V . Miller opened the meeting by asking all pvesent to keep an open mind
when it comes to the Town of Lansing . She then introduced the mem -
bers of the Planning Board and turned the meeting over to S . Cleveland .
S . Cleveland welcomed all present to the meeting and asked them to listen
to the results of over twenty work sessions of the Planning Board with
the assistance of T . Niederkorn . He listed the objectives he waisted
to cover at this meeting :
# 1 .: - He would like the members of the Town Board and the Board of
Zoning Appeals to leave the meeting with an understanding of
the preliminary proposal for Land Use Management for Lansing .
# 2 . - He stressed the need for : everyone to understand the maps and
_ concepts . He asked for input and. their concerns . He said
that there was still much work to be done . .
III # 3 . - He said that the Planning Board felt that it was the right
time for all three boards to work together for an equitable
growth in Lansing . He knew that they would need time to go
over the ideas presented at this evening ' s meeting .
S . Cleveland then introduced T . Niederkorn to the group .
T . Niederkorn started his presentation by saying that it was a thirty
year projection for Lansing . The community would either like it or
prefer a different direction . He noted that ten years ago when the
development policy for Lansing was started , much happened that was
not predicted such as the southern end of the Town leaving and be -
coming the Village of Lansing .
He listed the four basic parts of . the plan ' s format :
# 1 . - BASIC DATA - this . was information for the Planning Board to
look over with regard to the community , what ' s there and what
, might be in the future , includes population trends . He noted
that there are more people now in the Town ( without the
southern end ) then in 1970 . The Village of Lansing is forcing
development out by their tight policy and into the Town .
Sewers , water , soils are all important issues to consider .
# 2 . •- DEVELOPMENT POLICY - He stressed the importance of having
things written down for reference .
# 3 . - FUTURE POLICY - Shows the use of the land in the Town in twenty
or thirty years. , possibly never . The Planning Board envisions
the best type of community . These are general recommendations ,
could be shifted , enlarged or shrunken .
# 4 . - IMPLEMENTATI0N OF ' OLICY - This is something that is used daily
whether enacting laws .or spending money . Manag ;: mont plan , sub - ,
division review , environmental assessment , other regulations -

put together all four and they become the basic tools for the
0 . Master Plan ,
T . Niederkorn informed those present that the end product will be con-
tained in a loose leaf type folder suitable for adding or removing
things when applicable .
T . Niederkorn then went on to explain in detail the Future Land Use Map
and its ten areas designated on it . He gave the Planning Board ' s
reasoning for each area . They are :
# 1 . - housing - medium density
• ## 2 . - housing - low density
# 3 . - agriculture
# 4 . - . conservation , - preservation
# 5 . - lake - upland
• # 6 .. - recreation - existing
- # 7 . - recreation - future
# 8 .. - commercial .
# 9. . - industrial
##10 . - institutional
T . Niederkorn explained that the Land Use Management Map showed the
present areas in the Town . They are listed as :
RA - rural agriculture
R1 - residential - lake upland
R2 - residential - one and two family
R3 - residential - multiple family
LS - lakeshore
C - commercial
• • I - industrial - research
T. . Niederkorn summed up his presentation by saying that the Planning
Board will give a thorough review , possibly hold public meetings and
then present it to the Town Board for accepting it or adopting it .
This should satisfy the need for the Town for the next fifteen years .
S . Cleveland complimented T . Niederkorn on his achievements on working
on this project . he then opened the discussion to all those present .

P . Munson - The approach to the airport , I feel is not suitable for homes
as indicated on the map and I wonder if it were suitable for industry .
G . Stevens - Are there any regulations on this ?
T . Niederkorn - There are height regulations into air space . The land
is good for housing , but not concentrated housing .
L . Emmick - Industry ?
T . Niederkorn - Okay , if n tided .
N. . Stanton - The Town ordinance does not allow areas for public assembly
in airport hazard zones .
T . Niederkorn - The key to any development is water and sewers .
J . . Preston - What is - the potential for water and sewers ?
T . Niederkorn - The areas where sewers might come in could collect more
® development .. The cost factors change dramatically with sewers if
needed to be pumped up .
B . Hilliard - I ' m concerned about the approach to the airport where most
accidents occur seconds before landing or taking off . I don ' t feel
that there should be any homes allowed in that area .
T . Niederkorn - I doubt development could be legally restricted . Farming
could be allowed .

B . Hilliard - What about ag land and what was it to be preserved from?
$: T . Niederkorn - Non- agricultural use . It will take care of . itself .,
Farmers are aware of the value of their land .
P . Munson - Rules , local laws , working in an ag district ? Is it
• exempt from those ?
T . Niederkorn - No . You can show whet you want to . You cannot mit in
obstacles . to farming . Utilities cannot increase the value of the
land . There is a penalty for changing ag into non- ag uses .
L . Emmick - Ii' changed into mobile home park , don ' t they have to come
to the Planning Hoard first ?
T . Niederkorn - Yes .
G . Stevens - It ' s difficult to read through our current regulations ,
- there is a lack of maps . 'We have adopted sort of a Land Use Manage -
ment map . I would like a third one to compare with .
M . McElwee - You have extended the lake - up14:..nd area .
G . Stevens - What do you mean in terms of ordinance restrictions ? A
label is one thing but an . ordinance is something different .
P . Munson - Problem in ag district - give reasonable amount of protection
from the little pocket slums you find . '' This needs tightening up .
T . Niederkorn - A lot of that depends on what the community wants .
M . McElwee - We have . been mostly fortunate in this .
✓ . -Miller - We welcome su gestions a,bcut controls in there . Don ' t want
to take away freedom from people , but some areas are truly bad .
L . Emmick - We have fire hails , set up meetings in each area for the
people to ' cone , could Lind out what they want .
✓ . Miller - We do have plans for that . ;; o commercial ventures ;,: os.sbily
in the Town without the Planning Board ' s approval ?
P . Munson - Could this be passed as a local law?
illbT . Niederkorn - Could be .
B . Hilliard - I have looked at neighboring towns with zoning and they
still have messy problems , nothing is done about it . What has hap -
pened there ?
L . Eminick - You have to tell the Zo ninL Officer to police it .
P . Munson - Ours tries , but he cannot always catch up with the violators .
✓ . Miller - Possibly there are not enough restrictions . Jim ( Preston )
did basic work on this years ago .
S . Cleveland - There is another part , per_ raitted uses , to be presented at
another meeting with you . When this is completed we will want your
input to come to a point 'of closure to present to the Town Board and
then a. series of meetings with the people . We need to complete the
total package first .
N . McElwee: - It should be a precise package . Land Use Management freezes
some people , others are all for it . I think Tom ' s ( Niederkorn ) pre -
sentation was splendid .
G . Stevens - There are three things to consider :

B'. . Hilliard - very fine but a couple of things stick in my crop , why
did the hospital Let built over there and what about the octopus mess ?
Where was the planning; then ? Better watch it for Lansing .

T . Miller - Am I right that public buildings supersede ordinances ?
" S. Niederkorn - Ironically, yes .
S. . . Cleveland Good point Bert ( Hilliard ) we want an equitable package .

ti £ n .f: derkorn), One point I don ' t understand , water and sewers , not twenty
years . off You might want to change some areas on your map .

on I : don ' t ,. know . Money costs will have a big say in that .

if sewers and water come in .
T Niederkorn - Back to Jim ( Preston ) , many reasons for directions of
sewers ,. . If you decide future land use makes sense , an engineer can
look . at the reap and make chines too .
'- S'.. � Cleveland . - One final . comment , I ' d 'like to hear from N . Stanton .
N Stanton : One general question , over the years the legislature in
Albany has handed the towns different packages for the safety of people .
The . towns were to enforce them . it seems to me . that they pass the job
;t on . without finishing it . The fire ucde situation and multiple
residents for instance , the Town wards are not too impressed . These
` • things . put the Zoning Officer into a disadvantage , the flood plain.
zone is a good example of this . It ' s better for the people to come
to rye not for me to go to them . Why can ' t this be put through by the
Town Board to request the legislature to help with insurance and the
banks?
nn . 1n . Niederkorn - Could be done .
S : Cleveland - I want to thank all of you for your attentiveness at this
meeting . . Wewill establish . a date for a future meeting , probably in.
date` January or February .
Emmick . - One thing might chance your work is the building; ordinance ,
' could become' the law oi' the land. soon . Land Use Management doesn ' t
: worry - too many people .
