Cleveland moved to accept the minutes . H . Ley seconded , carried unanimously . . II . Officers ' Reports ' • T . Kick - Treasurer - T . Kick passed out copies of the treasurer ' s report. for 1981 , the proposed budget for 1982 and a letter to P . Munson for members of the Planning hoard ' s approval . It was noted that. there will be funds available for some representatives of the Planning Board to attend the Planning and Zoning Institute in October . There will be sufficient funds to keep T . Niederkorn on a retainer basis as a consultant . HLa MOTION.: L . Hirvonen moved to accept. . T . Kick ' s treasurer ' s report , • the proposed budget for 1982 and the letter to P . - Munson . S . Cleveland seconded , carried unanimously . MOTION : R . Briggs moved to approve payment to T . Niederkorn for • services rendered to 8 / 24 / 81 in the amount of $ 630 . 00 . H . Ley seconded carried unanimously . The letter , report and budget was sent to P . Munson . L . Hirvonen - Corresponding Secretary - A copy of the letter sent by Mr . Williamson to Arno Finkledey was put in the record . III . Committee Reports L . Montague - Subdivisions - L . Montague reported that as of this date he has not received any letters from the people involved in the Fiddlers Green Subdivision ( Arno Finkledey ) . He had talked . with Mr . Finkledey and was told that there is money in an escrow account to be released when the road is accepted by the Town . Lloyd Sharpsteen will not approve the road in its present condi - , tion as there is no top dressing or turn around completed . Things have come to a standstill . It was not certain that the escrow account was for completing the road as Mr . Finkledey is in debt with Mr . Varga and Crushed Stone . S . Cleveland felt that a second letter should be sent to Mr . Finkl ca . . dey using much stronger language . V . Miller noted that Mr , Finkle . dey had come to an agreement with the four lots that were in. question re water problems . He has had a well dug and a deed for the right of way to the well has been given to . these four lots . . MOTION : D . Hardie made a motion that V . Miller and L . Montague meet . with L . Sharpsteen and P . Munson to compose a letter to Arno Finkledey using more forceful language. , with the approval of Mr . Williamson , the Town Attorney . S . Cleveland seconded , carried unanimously . • 411 , - T . Kick - Sewer and Water - T . Kick reported that he was out of town at the last meeting . P . Munson told him that they had signed a • . contract with Morse Chain going ahead with the water district , • possibly in the first phase as far as Bean Hill . The water tower might be located at the end of the street , by the Horkys ' property R . Briggs asked if this would require an environmental impact study . D . Hardie felt that it would be necessary . - 1 - Committee Reports - continued . D . Hardie , H . Ley , S . Cleveland - Ordinance Coordination - . Ii, Ley reported that they were having problems and felt that they should see Peg McElwee - about the Town Board ' s ideas . He said that N, . Stanton was happy with what they had done .. V . Miller will get in touch with her before the next meeting and check back with the committee . IV « New Business V . Miller presented to the members a plan proposed by Lee Neville of 3041 North Triphammer Road to do a landscape study as her project under her major in Urban Planning at Cornell . V . Miller suggested to her to do the entire. South Lansing area including the Shur- - Save store , Rogues Harbor , Town Hall , ball park , retirement home , carnival grounds and the new fire hall on 34 -B . S . Cleveland heartily endorsed the idea from his experience with. Cornell students ' plans . T . Kick mentioned that , they had had one done for the proposed YMCA building and it proved to be a good plan . MOTION, : S . Cleveland made the motion that the Planning Board accept. Lee Neville ' s proposal and back her efforts to make a landscape plan for the South Lansing area . D . Hardie seconded , carried unanimously . L . Montague - Jay Orear Subdivision - Mr . Orear came to the members to present his preliminary plat . , Five copies were submitted . Mr . • Sharpsteen has accepted the road . Mr . Orear expected no changes in the preliminary plat to the final one . He indicated that con- tour lines , a stream , power line and a proposed water main had all been added to this map . Mr . Orear said that Peg McElwee recom- mended that if the Planning Board approved , the Town Board could give a motion of intent to form a water district and once he had .that construction could go ahead on the water main . L . Montague will check the map and get back to Mr . Orear regarding the sub- division regulations , before the next meeting . - Mr . Orear noted that the road was built with two feet of shale base , nine inches of surface stone and six inches final top dressing . Once the Town accepted it , they came in with more for the road . The road measures thirty - six feet wide , ditch to ditch , three .feet deep , shoulders tapering down . All of the lots have not been sold . It will be necessary to hold • a public hearing in forty -five days after the Board accepts the preliminary plat . V . Miller will follow through on this and get back to Mr . Orear . Mr . Orear felt - that there would be no objections voiced against his subdivision . Mr . Orear asked if he would need a separate water district or be part of the proposed one . . T . Kick advised him to check with Ray McElwee as he is the chairman of the Water & Sewer Committee. . V . . Miller. - The Planning Board has been requested by the Town Board to review and consider building codes . They would be administered by the State at the expense to the Town- uniess there was minimal compliance with the State codes .. This is to be done by March . She told P . Munson that there was no possible way to have building codes without zoning . The feeling was that the Board could expect cooperation from the Town Board if we worked with the building codes, - 2 - New Business - continued . George. Stewart - Jerry Smith and Lansinville Roads - ten lots for trailers in now , four unused lots . Mr . Stewart is in the process of negotiating the purchase of this trailer park presently owned by Larry Phillips . He has already contacted N . Stanton . It is a registered trailer park although it was noted that it was been iA ' existence prior to the trailer park ordinance . He would like to make the four lots into two double wide lots , one for himself and one for a rental unit . He stated that there is a wall there now and it has been approved by the Health Department . The park measures approximately 4 - 3 / 4 acres . His purchase offer is con- tingent on the approval from the Planning Board and the Health --Department . T . Kick will follow up on this proposal through N. . • Stanton . V .. 43rd Annual Planning and Zoning Institute Copies of the program were distributed to the members of the Board . V . Miller would like to see the Planning Board represented there . VI . T . Niederkorn - General Plan Revision - 9 / 11 / 81 The plan was distributed to the members f or . their reading and com- ments . T . Niederkorn described briefly his aims on this plan . L . Hirvonen Page 1 , paragraph 2 - Institutional - Should this include the state school on 34 ? T . Niederkorn - Yes . There may be more that should be added . There is a big piece of property for sale at the Center . L . Hirvonen - Page 2 - first sentence - " but expansion should not be of a magnitude which would contradict the Town policy on 'commercial development . " Does the Town have a policy ? T . Niederkorn. - We are developing one now . L . Hirvonen felt that the Board of Zoning Appeals could read the Master Plan very literally and have some special permits refused . She felt that all special permits should go to the Planning Board and V . Miller agreed with her . T . Niederkorn stated that if the special permits were refused by the Planning Board they could then be taken to court . D . Hardie would like to see drawings for pro - posed projects brought into the Planning Board . T . Niederkorn said that special permits required public hearings and it would ' not be good for the Board to be saddled with that . He felt that : the Board should have a strong policy saying no to certain things . S . Cleveland would like to see a clear cut description of agricul - • tural lands in the Town , a description of the same identified as such on the map . L . Montague was not sure what NYSE& G ' s intentions were with re - gard to their property around Milliken Station . T . Niederkorn suggested that perhaps Harris Dates could make a proposal to NYSE& G. on that . He thought that the " proposed business " might be too strong wording . R . Briggs - Page 5 - last paragraph - " occasional sup - port facility that housing development can justify such as a convenience retail or service store and possibly a small industrial .activity . " He asked T . Niederkorn what the difference was between commercial and industrial . T . Niederkorn replied that commercial generally meant sales . Small industrial would be about ten to twelve people employed . R . Briggs also noted that strip development was not noted . D . -3 - .u- • T . Niederkorn - General Plan Revision - 9 / 11 / 81 continued . Hardie suggested a policy statement saying that strip develop- ment makes land unavailable for future development in back . T . Niederkorn will consider putting this in under " Housing . " R . Briggs - Page 6 - 2nd paragraph - " This land use category widens on its northern end to include Armstrong Road , Armstrong Drive and Asbury Drive . " Armstrong Drive was corrected to read Horvath Drive . ✓ . Miller felt that the Board should consider the possibility of . the 80 acres listed as institutional to be moved into housing . • She thought the Board should consider the Village , what may or may not happen . The area South of Cherry Road , she felt could stay in housing and residential . The Northern part of the 80 acred could then be industrial . Something to consider , she noted , high or . moderate density on Warren Road which is in the water district , already have apartments there , more proposed , located generally near industry . She would like to propose that the land North of Hillcrest to be light industrial like Morse Chain. . The question of a possible cross road between Cherry Road and Hillcrest was also brought up for consideration . D . Hardie wanted to know if T . Niederkorn would define ideas on conservation . T . hiederkorn replied that it was difficult to define because of the varying physical differences in the areas . D . Hardie wanted an addition to the plan to include the future growth of park areas . L . Hirvonen pointed out that the Town. B oard objected to any more park lands to maintain , too costly . 1111 V . Miller stated that if purchased now and held as agricultural land , areas could be sold and set aside for park in the future . T . Niederkorn felt that it could be put in the plan , not necessar - ily for the immediate development . D . Hardie suggested that we. might recognize today ' s problems of the Town Board and make note of it . The area South of Cherry Road was discussed again . Services were already there . Good spot for housing , possibly no industry . ✓ . Miller pointed out that Cornell will be looking for a place to grow . Possibly there ? She also said that the Town was counting • • on. industry . T . Kick stressed that transportation for industry . was very poor in the Ithaca area , no trains , bad airline schedul- • ing . T . Niederkorn wanted the Board to be careful of what they allow in. , he felt the Board should allow for a modest amount of • light industry . T . Niederkorn will return to the next meeting .
