V . -:-izller gave the latest report . on the Finkledey situation in the absence of L . Montague . She and L . Montague met with the Town Attorney , Mr . Williamson and as a - result of : their talk a letter was sent to Mr . Finkledey , .-,( copy enclosed for your reference ) . V . Miller and L . Montague met with Mr . Finkledey today ( 8 / 17 / 81 ) and discussed matters .. It was decided to have Mr . Finkledey contact all of the owners of the lots on the bottom part of the road , tell them that the. road is not finished and that he does not know when it will be . The :owners will then send. individual letters to ii . . Montague stating that they understand thee . situation . Mr . Jeinkledey must :a.ls.o explain to the Planning Board why he . sold lots . i4 and # 15 'separ ately : The water situation is out of the Planning Board ' s hand's . Mr : Finkledey does have a well dug on the lot behind . the • red barn , 36r deep , a pipe 13 ' downflows tothe road , gives 25 lbs . of pressure and five gallons :to the minute . This will . serve those who - want it . II .. Wilderness Lane Area D . Hardie .mentioned that he had been contacted by aprospective , . . buyer . Another lot has -been : old bordering on the lot to a Mr . Banachek . He will start building next month . III Lake Ridge, L , Hirvonen reported that .. the Health Department has been back to the area checking on the well water problem which appears to be mild now . IV . Ordinance Officer , Norm Stanton V . Miller said that N . Stanton has been working with the : Board of Zoning Appeals on changes in the Ordinances . The _BZA did not grant the larger signs that were of concern to the Planning Board . A letter has been sent out re the junk yards in Lansing . It : was followed . by asecond letter . Water District V . Miller - filled in for T Kick .who was absent . There will be a water district in the Town of Lansing . Morse Chain . has ; elected to go by themselves as their own district . The Town has .decided to . do their own study and has turned it over to N . Stanton to help work on it . Money is available for a sewer study . T . .Niderkorn showed a map- indicating a study area for sewers . He said that . the plant had sufficient capacity for the next twenty years . There is a possibility of a water tank located on Bean ' Hill Lane with a 16 " pipe going down to Norse Chain and the Cornell Research Park . The tank will be close to 1 , 200 ' , not sure how high above the ground .. There appears to be no serious sewage disposal problem , S . Cleveland - That water tank - in groundcost probably prohibitive - but we should consider the enrironment . T . Niederkorn - What you should do as a planning board is to put in an environmental impact statement . It should be in positive terms that you are working on an update of .the Master . Plan . MOTION" L . Hirvonen made a motion that a memo be sent to the proper - 1 • - Water District - continued . • authorities with regard to the placeuent of the proposed water tank on Bean Hill Lane stating the Lansing Town . tlahning Board would like to offer their assistance in its location so as to enhance the visual environ:: ient of the area , D . Hardie seconded , carried unanimously . L . Hirvonen will send the memo . VL . General Plan Update - T . Niederkorn T . Niederkorn put up a proposed Map for those members present to view while he explained his ideas . He also passed out copies of • the General Plan Update . He did not forsee too much population growth . Water coming in could influence that . Cornell ' s Research. Park could generate 3 , 000 jobs and Morse Chain could mean 1 , 000 jobs , Many of these people would want to live the . Lansing area . This could bring the possibility of large country areas ' f illing in . He stressed the need for establishing the pattern of the cOmmunity . The land uses for the southern part of the town were discussed at the last . meeting . Tonight ' s meeting centered ori the remaining areas . . 1 .. - Medium to high .. density - There is a possibility of an indus - trial area through the Bush Lane -Cherry Road section. which is now undeveloped. . Utilities are in there now .. V . Miller felt that there would be a good reaction from the Town Board . T . Niederkorn felt that it would have to be controlled indus - try - possibly light . Light industry would be bookbinding , • insurance offices , light assembly , etc . Ludloaville could possibly be a medium to high density area . # 2 . - .Medium to low density - Armstrong , Franklin , Maple , Hillorest , Sperry Lane , wherever the concentration of housing might be . Another strip would be to go along the lake including hake Ridge Point and north of Milliken Station . This would probably not include multiple housing , the lot sizes would be 3 / 4 to 1 acre in size . The area along the lake , it was noted , was mostly built up already , now dense and narrow . There could be a 500 ' strip on both sides of .Triphammer Road, could be divided into two rows of lots , also east of Triphammer Terrace to Asbury and down again . Route 34 down to the . crest of the hill probably could be developed into housing , north of Gulf Stream . : up to 34 - B around the schools , down to Myers , _ ,. alhon Creek. ,. north of Lansing Heights , all areas to ' consider, # 3 . - Lake upland area - This is not really adjacent ' to the lakeshore but does have a view , a preface to the Lakeshore . There may be more action as farthing declines . Should be preserved , very special area , great potential . The area east will remain. rural . A modification on Teeter .Load , shortened low to medium to the lakeshore upland area . The Finkledey development needs protection . # 4 . - . Conservation area - Salmon Creek Valley , 1 , 000 ' from the railroad up the hill to Milliken Station . There is a . special criteria for development re pollution and unsightliness . # 5 . - Existing or proposed parks - There are two parks in Lansing at the present time ; one in "flyers and the other at Ludlowville Falls .. A need for one in the Lucente proposed development wa & stressed . U . Hardie brought up that the Town does, not want to maintain any more parks . T . H iderkorn said that it could be possible to have ' the developer take care of the maintenance . He also suggested the possibility of a large county park on the NYSE& G property around Nut Ridge and Cuddeback Roads . - 2 - • • . General Plan Update - T . iederkorn continued . # 6 .. is, Industrial and institutional land - This includes schools , . the Town hall , county and state owned land . The projected Lansing retirLnent - none could possibly ; o in there . 11Vr7 . - Commercial land - The proposal was not against retail areas only enough to satisfy the basic needs wasthe idea .. The possibility of T,udlowville ' s historic block going back into Commercial with the addition of a good water supply was : dis - cussed . A change was. suggested in the : General Plan Update , page 3 , last line , " Strip . commercial development along major roads will be restricted • " to read -Small isolated convenience storeswill not be discouraged . " T . iviederkorn recommended that . this be allowed by special permit only so a; to have control over it . S . Cleveland felt that the fire companies and the : carnival grounds should be drawn in . He also wanted the agriculture districts to be drawn in . T . iiiederkorn will do that . . .fid . Hiller will check on the trees that were su : ___ _around the water tank located on Cherry - Road , posed to be placed H . !A discussion then followed on how to sto r ' . p . syip development . Niederkorn answered by subdivision regulations . - E ! .;ane high cost of building a home vs . the lower cost of a modular . hg.me makes it necessary for low cost housing to . be provided for . ;/Informal meetings have now been decided on for November and Decembe to talk about the Master Plan . . =-- V , Niller feels that we should send a representative of the Plannin, Board to . the Planning and Zoning Institute meetings to be held in October . See enclosed literature . .. .. 1 ,------ D . Hardie and H . Ley will continue to work with N . Stanton on the manual . The minutes from the BZA meetings might be ' helpful . V .: Miller suggested strongly that members check over the ordinances on: their own time and give them serious thought . Check on the . , penalties to make sure they are the same . Consolidate them . Work on land use so they can be reviewed and ultimately published . • T . Niderkorn will draw up a map on a smaller scale to pass out to the members via R . Briggs for their opinions . He will be present ' at the next meeting to continue this work . i . S . . Cleveland will obtain a list of the Cornell Owned lands located in : Lansing . L . Montague will contact L .
