I . .Minutes from previous meetings
O ctober 13 , 1980 - T . Kick moved to accept the minutes , H . Ley
seconded , carried unanimously .
N ovember 3 , 1980 - Correction - page 1 , under II , " V . Miller questioned
the necessity of a subdivision permit the Planning Board gave to
B org - Warner which is being questioned also by the town lawyer , Mr .
W illiamson .
Correction - page 1 , under III , #3 , " A secondary source of water
may be pumped from a deep pond nearby and piped to add water to
present system .
' Deletion - page 1 , under IV „ entire section .
H . Ley moved to accept the minutes with their corrections , B . Briggs
seconded , carried unanimously .
November 10 , 1980 - Held until next meeting .
II . Armstrong Road Maple Drive
. Linda Hirvonen read the letter she wrote to the Lansing . Town Board re
mobilehomes in the area , members of the Planning Board wished to
be advised of support from the Town Board re further zoning in the
town , at least where requested .
D a Hardie . - Do we wait for the Town Board to do something about this ?
41110 V . Miller - They won ' t do anything without a recommendation from us .
L . Hirvonen - We are asking if the Town Board would like us to look
at the zoning ordinance again , not in relation to this particular
problem but to future issues .
✓ . Miller - she had attended the recent Town Board meeting , not as a
member of the Planning Board but with her own personal views .
Anti - zoners were present , she felt they misquoted D . Hardie and
she corrected that . They ( anti - zoners ) felt we were '. working with
the others as theyhad remained at the last Planning Board meeting .
The Town Boardnow understands that you cannot have a referendum on
zoning . Maybe weishould go into the neighborhoods and ask what they
want . If you don ' t want mobile homes , say so .
D . Hardie - at the dinner meeting ( on 11/ 19 / 80 ) one thing was discussed .
If we impose .what the Franklin Drive people want across Armstrong
Road , then it doesn ' t take too many of those people in a vote to
turn the whole proposition down .
L . Hirvonen - 20% ( extroardinary majority ) of landowners in the area
can pressure the Town Board to vote .
D . Hardie - I felt for townwide zoning on a very unrestricted basis ,
the town has . changed enough for us to do this .
L . Hirvonem - I questioned • Gary Evans ( at the dinner meeting ) about
the Comprehensive Plan and he told me that ordinarily a Comprehensive
Plan precedes a zoning ordinance . He said there is some law on the
books that says you .' should have a Comprehensive Plan as it shows
• good planning , but if you have gone so far as to put together a
zoning ordinance it shows that you have put a lot of effort .:into it .
AllIt can go both ways .
V . Miller - We do have a comprehensive plan we are reviewing .
D . Hardie - How can we get this thing started ? The Bush -Franklin Drive
is under motion .

Armstrong -Maple Drive : - contined .
L . Hirvonen - How can we help the neighborhoods ? Should we give ' :. them
a set of guide lines ?
D . Hardie - I would suggest a committee - a small group - Bob ( Briggs )
110 would you do it ?
B . Briggs - Yes , I 'tll talk to Lorraine Johnson about it . Some guide
lines re zoning , what : ..they are to © king for , what to expect .
✓ . Miller - Perhaps sit down with Tom Neiderkorn for a brief set of
thingsto be considered .
B . .Briggs ' :will meet with Tom Neiderkorn .
III . Finkledey Extension
D . Hardie - If we grant him an extension , should we say this is :the
last one ?
L . Hirvonen - We might makeit perfectly plain that ' : this ' as thee last one .
T . Kick - This has been going on for a long time , granting an
extension .
H . Ley Look at the area , lacking in water , road not so good . I
think we shouldtgive him an extension , no alternative .
L . Montague - Can we tell him that by the first of June that the road
is to be completed and that we must have the final plat plan in here ?
✓ . Miller - I ' m sorry that our lawyer didn ' t read this to us - he
should never have been permitted to sell any lots without the final
( plat plan ) approved . Maybe that ' s what we should point out to
him - if he is being allowed to sell lots in order to finish up ,
that this must not be permitted in the future . Must be the last
extension .
MOTION : V . Miller made the motion that Mr . Finkledey should havek :the
road completed by the first of June and that he has been allowed
to sell lots which he ordinarily would not have been , because of
4411 extenuating circumstances , and that an explanation would be
greatly appreciated , by him .
S econded by L . Hirvonen , carried unanimously .
IV . . Jay O ' Rear Subdivision
D . Hardie - Mr . O ' Rear brought in a 1 " plastic line from the line by
the road . It is adequate in volume of water but the pressure is
not , no pressure tank nearby . Peg McElwee feels that a good
solution would be to get the Town Engineer , orany engineer , to
design a water system for the subdivision .
H . Ley - Why not a pressure tank and a shallow water pump in the
basement ?
L . Hirvonen - Is the water “supply from Bolton ?
D . Hardie - Yes .
B . Briggs - I think it is a great idea for him ( Mr . O ' Rear ) to get
an engineer and figure it out . .
T . Kick - What does this have to do with the Planning Board ?
D . Hardie - Because it is a subdivision . Do we suggest to Jay ( O ' Rear )
that he get an engineer ?
MOTION : V . Miller made the motion that Mr . O ' Rear get an engineer to
design finis water system .
Seconded by H . Ley , carried unanimously .
L . Hirvonen will send a letter to Mr . O ' Rear to that effect .
•V . Morse Chain update
D . Hardie - The only thing that I know of that is a bit of a problem
41/ is that the buffer zoneis getting too close to the residential zone .
V . Miller - The buffer zone is the residential , can ' t put any buildings
in there .
Morse Chain update - continued .
D . Hardie - Can it be that it was made that way because you can go
fifty feet into the next zone ?
✓ . Miller - Yes , by not putting any buildings in it they are not
4110 violating the zone . They are going to put a drive through there .
They have been told repeatedly that if they are going to do any -
thing they will have to come to the Town Board for rezoning or
variances .
D . Hardie - The Village allowed them to put in the pond so the system
is gc .

VI . Developers Visits
D . Hardie - What ' s our thinking on their coming in ?
T . Kick - It seems to me that we have two or three major projects on
our list . I can ' t think it is as important as the Comprehensive
P lan . Let ' s put it to Led and not: think about it anymore .
D . Hardie - We have discussed it and put it aside .
B . Briggs - Let ' s table it for some time when we have more time .
MOTION : V . Miller made the motion to table the developers ' _visits for
n ow .

VII . Malone Mess on Triphammer Road
D . Hardie - Norm Stanton was to write a letter to Ken Malone and Phil
Munson was to sign it . Alex Cimaowns some of the land acr © mg -.the
✓ oad from it but he doesn ' t want to develop it until something
g ets taken care of . I brought this to Peg ' s ( ItcElwee ) attention ,
also that the next door neighbors are beginning to dump on it too .
Any comments or thoughts ?
✓ . Miller - I understand that the problem is that Ken Malone who owns
41110 the property lives in LasVeges and probably has very little money
to do anything about it . How legally can be . be forced to do some -
thing ? I. read in the want ads that old cars will be bought , some -
o ne should call on this , or someone should get the town to do ii_ .

Malone ) for permission to do it , written permission , if this is
w hat we want done , or the Town wants done . It ' s just a legal
stalemate .
H . Ley - If he doesn ' t know about this , make him aware of it , let him
know of our ideas . You just can ' t go in there and grab it .
L . Montague - I thought a letter had been sent to him .
D . Hardie - The last time I talked to Norm Stanton about this , he had
n ot done it . Maybe best thing , not done - a pleasant letter might
g et more results then a legal one .
T . Kick - I thought that when we first started to discuss : : this . that Norm
S tanton contacted the family and they said something would be done
that summer .
L . Montague - I agree with Tom .
D . Hardie - I made a report to the Town, Hoard about the Malone property .
✓ iola , you suggest that he has no money to work on .
✓ . Miller - I wouldn ' t think so .
T . Kick - It ' s an illegal dump .
D . Hardie - Suggested that Tom Kick work with Phil Munson and go down
and take a count of the vehicles .there . Tom agreed to do so .
III . . Letter of Appreciation to Connie Mabry
• D . Hardie - Suggested that a letter be sent to Connie for her past work .
MOTION : D . Hardie made the motion that the secretary write a letter
o f thanks to Connie Mabry for doing a good job .
Seconded by L . Montague , carried unanimously .

IX . Report on BZA Actions - Signs and Buildings
1 . The Munson sign requested for Route 34 was conditionally approved .
2 . The rotating sign ( Bucky ' s Garage ) on Route 34 -B was denied .
3 . The Kawasaki sign off premises , was not approved .
4 . The Frank Horvath , Jr . building on 3068 North Triphammer Road to
be used as an auto repair shop was conditionally denied .
5 . The Kawasaki place of business on Lansingville Road - he has two
lights on his sign , looks like headlights , very dangerous .
B . Briggs - I ' ve seen situations like this , looks like a car
coming at you .
D . Hardie - I suggest that if anyone here sees Norm Stanton or
anyone on the Town Board to tell them about it , very dangerous .
This has not been brought to the BZA .
L . Hirvonen - One of the things that the BZA investigated was the
little blue - . signs downtown indicating different businesses , rather
then all kinds of big signs . May be placed on state highways -
provided by state .
X . Other Business
1 . A building permit for 9 Triphammer Terrace , a house there , and a
single family dwelling on 39 Horvath Drive .
2 . Letter duly received from the County Board of Health re O ' Rear
Subdivision with reference to individual sewage permits .
3 . Bill from Credit Bureau of Ithaca for 1980 . T . Kick will check on
this . L . Montague said we weren ' t getting that much use out of it .
MOTION : L . Hirvonen made a motion that the bill for the Public
Record be paid .
Seconded by V . Miller , carried unanimously .
D . Hardie directedthe secretary to send a letter cancelling the
service .
4 . Water Commission Report .
Tom Kick gave a brief talk outlining the areas covered by the plan
and the preliminary cost figures for municipal water .
L . Hirvonen - Is there any other option - talk of a plant in Meyers
to feed the Lakeview area ?
T . Kick - One option is to build a plant , haven ' t talkedeabout the
cost .
✓ . Miller - Questioned what happens to ' our ' water with the addition
of subdivisions , plants , BOCES , etc .
T . Kick - One other option that they mentioned wasr_that somewhere
up there ( Lakeview area ) is a running well .
L . Montague - Stub Moyer ' s place had such a well .
B . Briggs - It ' s no longer good - too much pressure on the vein
did it .
D . Hardie - The thing that bothers me is ' 2one ' 2 . I don ' t know if
you are aware of it but there is a well and as you go to the
Town Park there is a grey building which houses the pump . This
feeds all of the school property , Meyers Road . Why we can ' t
sink a pipe into the ground , all gravel in there , I don ' t know .
The thing that prevents taking more water from that is . the size
of the main , there is no stand : _ pipe .
L . Montague - Does it come from the lake ?
D . Hardie - Yes .
• L . Hirvonen - A second well has been drilled , eight or nine years
• ago . Has not been used .
D . Hardie - Most of Zone 2 is in trouble , Lakeview Drive and
Finkiedey ' s . Why not go down into the lake and do something
simple ?
T . Kick - You are going to run into the same thing , a need for a

. Briggs willget in touch with Tom Neiderkorn to see if he has anything

D . Hardie reiterated that he is wide open for suggestions on future
meetings .
