I . Armstrong Road - Franklin Drive Mobile Home Controversy
D . Hardie - A lot bought for a garage and tennis court has recently
been changed . to include a double -wide modular home by the new
owner . Neighbors are upset . How do you differentiate between
mobile home and modular home ?
T . Niederkorn - There is a four step plan to differentiate . One
step is that the mobile home must be licensed by the New York
S tate law of 1972 which requires a seal on all mobile homes
re safety factors .
D . Hardie - We meet again next week , would you send us a very
d etailed list of modular vs . mobile homes ?
T . Niederkorn - Yes .
II . Borg - Warner Permit
✓ . Miller - Do our subdivision regulations only relate to resi -
d ential and not commercial development ?
T . Niederkorn - No . Your subdivision regulations only relate to

III . Morse Chain Development
1 . Conditional approval given . There was a meeting with
County Planning Board re environmental impact study and
o ther municipalities involved .
2 . Settling pond is located in. the Village of Lansing and the
✓ illage will not allow any trees to be cut down .

T . Niederkorn gave the following reasons for using these maps :
1 . To go over them and look for something unusual , trends .
1/1 2 . To get a feel from members re developing areas .
3 . To look at policy .
4 . To set up procedure for momentum .
Maps were laid out and discussed as follows :
L . Montague - very few new homes being constructed in the
northwest section of Lansing . NYSE&G ' s land , the former

site for the nuclear plant , now being leased to farmers or
put back to natural . Several burned out buildings in the
area , still not cleaned up . NYSE&G ' s fly ash dump site off
Davis Road , graded and seeded , good condition . Murphy ' s fly
ash dump site on Fenner Road , different story . Area is pre -
d ominately agricultural , land being owned or leased by
farmers .
D . Hardie and H . Ley - Land fill and town dump on Ford Hill
Road now covered , seeded and back to natural . Many new homes
have been built in this area , also several trailers brought
in . 50% of new homes being built in the woods and not on
farm land . Brookwoods Mobile Home Park is one of the nicest
in town , very cooperative . Again , area predominately agri -
cultural . Cornell apple orchard located off of Sweazey Road .
Cornell has been given 100 more acres for orchards . Several
instances of commercial buildings being turned into residen -
tial , on 34 -B .
B . Briggs - absent from meeting , maps unavailable , included
Finkledey Subdivision .
L . Hirvonen - New homes are being built in the Meyers and
Lansing Town proper . Not much change in Lansing proper .
Cayuga Crushed Stone , many trailers in that area and for a
long time . Cortland Paving has converted former fire station
for their use . Area off of Drake Road becoming junky . Mar -
shall Volbrecht had a proposed subdivision plan but couldn ' t
meet subdivision requirements so never followed through .
O rears Subdivision road now taken over by town . Rest of land
is in farming . The industry which was once on East Shore
Drite is gone - as well as the possibility of making that
area an industrial zone .
T . Kick - Mostly farms or single dwelling homes in the southern
section covered . Junky farm on Peruville Road . New homes
o ff of Hillcrest . The modular home on Armstrong in dispute
n ow fairly attractive with shrubs , etc .
V . Miller - Little change in her area covered since 1971 .
Farming now starting on once idle land . New apartment build -
ings were put in just before zoning . Very few new homes .
Land owned mostly by three or four large land Downers . . Renova -
tion is apparent on Triphammer Road , land to be used for raising
race horses . Airport is encroaching in area . Area off of
Cherry Road between Cherry and Hillcrest not good for farming ,
could be considered for industry .
II/ T . Niederkorn felt this was a worthwhile exercise , acquainting
each one with this type of tool . He took the information and
maps ; and promised to have it transferred to smaller maps . He
will also have a land use map brought up to date , redraft the
policy and send it back to the Planning Board for comments .
Trends were noted as a result of working with the maps .

L . Hirvonen suggested that T . Niederkorn might find the color
coded maps ( tax/property ) interesting , three or four years old .
Harry Missirian has them . B . Briggs will be requested to get
them for T . Niederkorn .
VI . Other Business
T . Niederkorn thought we may want to consider changing definitions
of major and minor subdivisions .
D . Hardie suggested a better route from Warren Road to Route
34 north due to increase of people from Morse Chain plant
g oing up .
✓ . Miller proposed that each one on the Planning Board start
thinking about what land use and zoning means to them as
individuals and bring their thoughts in to share .
T . Niederkorn suggested considering land use and density ,
realistic limitations , options are not great .
D . Hardie explained that board members must make decision re
Armstrong -Franklin situation and make recommendations to Town
Board by our December meeting .
111 Future Meetings :
Town Board meets on 11/ 6/ 80 and on 11/ 11 / 80 .
Board of Zoning Appeals meets on 11/ 11/ 80 to discuss Frank Horvath ,
Jr . using a steel outbuilding for commercial use on 3068 North
Triphammer Road . Also , for a variance on the rotating sign
newly installed at Bucky ' s Gas Station on Route 34 -B .
Agenda for 11/ 10/ 80 Planning Board Meeting :
1 . Residents of Armstrong and Franklin will meet to discuss their
differences on zoning . They would like no more mobile homes
allowed in their area .
2 . Borg -Warner permit - require a sketch of their twenty - one acres .
Meeting closed at 9 : 45 P . M .
