Miller GUESTS: Arno Finkledey - Fiddler's Green Subdivision Harry Missirian - County Planning Board I. Fiddler's' Green Subdivision - Progress Report 1. A. Finkledey submitted a letter of work completed to date: a. Water - another well drilled b. Septic . system progress c. Road - as soon as weather improves, 1500 tons of stone to be put down. d. Telephone - cable in and buried e. Drainage System - one.new culvert is in, to change path away from Sweazey's boundary, more culverts purchased and ready to install when weather permits. f. Additional Land Purchased - a strip of land from west boundary of lake side lots to Railroad tracks and. extending 600' south. Looking into lease with Railroad - for land beyond tracks to waters edge, for future building. of docks etc. g. Lots #3,4,5,& 7 are developed with water and septic and 3 houses built. h. Electric - installation by NYSEG to be completed with inspection of 2 service entrances . Was quoted $30,000 from Mike Tonkola at NYSEG, for buried cable so decided on overhead lines . 2. Discussion of Planning Board with .Finkledey: L. Hirvonen: Have Tom Miller, Town Engineer look at the site when modifications are completed. Harry: Has the road construction been inspected by Mr. Sharpsteen? Arno: Yes Harry: Has it been approved by him to be a town road? Arno: No, not all of the stone is in yet - only 6-7" - more later. Harry: Do residents realize they are not to get services until completed? Arno: Yes, mailman delivers at- the end of road and no school buses . L. Montague-: Are you asking for an extension of the preliminary plat approval? Arno: Yes, will revise this letter to ask for extension of time in order to complete the modifications. L. Hirvonen: The board will wait for this request before any further decisions are made. 3. Discussion of P.B. after Finkledey left: Harry: He has already sold lots and is building - this approval is all very artificial . You should have already approved the final plat before a bulldozer touched the .ground. Final Plat mapsshould be given to Town Engineer to use :for inspecting progress of the developer. - D.. Hardie:. I have signed the Preliminary Plat maps. and they are on file. L. Hirvonen: Questioned if the new maps were in accordance with Final Plat requirements. D. Hardie: . Linda & Loren to check maps and see what .information is on them and if modifications are on them also. 2 II. Harry Missirian Presentation - Information on Maps and Comprehensive Plan 1. Will send rough draft copies of map text and comprehensive plan this week. 2. Water & Sewer Commission Meeting Village engineer is to give a preliminary plan to Town P.B. that was used for application to Federal Government for money. The plan goes to Water Wagon Road - northward water needs to be pumped, southward water is gravity flow. Phil Munson wants to be sure that an arrange- ment for a northward extension of water is included. 3. Lou Emmick as a Town Board Member called and wanted projected population figures for- town as they are planning for the purchase of a new $300,000 fire engine. (Harry making P.B. aware of this possibility. ) 4. How many family units are being built in town each year? 1979 - 17 occupied new units 2000 - approximately 900-1100 person increase in town P.B. must be -thinking of. future numbers to support increase in utilities for a recommendation to put in the Comp. Plan to be presented to Town Board. 5. Has refined goals and. objectives and included comments from school board. Would be very good to have future ideas of next 20 years from other service people to include in Comp. Plan. Warren Road Proposal � r d�1 a. Village is opposed to Warren Road Plan if)'in�terchange at Rt. 13 and Warren is not put in the plan. b. D.O.T. says it is not part of. the project at this time. c. Money is available from Appalachian Regional Commission for development of this road. d. Village 'concerned about Dart Drive on to Warren Rd. Harry's thoughts are: to extend Lansing North Apt. boulevard to connect with Dart Drive near Warren Rd. entrance of Apts . and near other apartment complexes west of Lansing -North to form a loop eliminating Warren Rd. usage completely by Dart Drive users . e. City concerned over Forest Hom conjestion - thoughts of a by-pass . f. County has 2 proposals to improve Warren. Road 1. Extend Warren,! Road from Hillcrest Road intersection to go between Warren and 'Hillcrest to meet Benson Road - 28 houses would be effected and the cost of a new road would not be worth it. 2. Use existing Warren Road from Hillcrest to-Asbury Rd. and build a new stetch to connect a straight line from. Warren to Benson Rd. Also to straighten the "s" curve by the airport- runway with a gradual return to existing Warren Rd. near Rt. 13. D. Hardie: Suggested connecting Armstrong Rd. to Warren Rd. Harry: It is very important for the Town Board and P.B . to decide the importance of these proposals and if they are worth thinking about. The Warren Rd. , Rt 13 interchange is proposed as a semi-cloverleaf and diamond construction. Cty. Planning Dept. would like any input from P.B. and Town Board about this imformation. 3 L. H-ir.vonen: Which plan does the Department suggest ? Harry: Probably important to stay away from Armstrong Rd. as that is a residential area, and could easily become larger. Wise to stay with a small plan first for the small demand. Need to go out on actual surveys of these areas. D. Hardie: A.S.C. has pictures of aerial view of land. Harry: Would like to see them. III . L. Hirvonen Thoughts 1. Census notation to be included at bottom of Subdivision Notice? NO decided by P.B. - Everyone must think of ways to get people to cooperate with the Census as Town $ is based on the numbers . P. Wells: N. Stanton has a part itme job helping with census. 2. V. Miller',s idea ; to'.get together with .other. Town P.B. representatives for a P.B. Seminar in Lansing. Viola will moderate the meeting. Ideas on zoning to' be the main subject. The 4th Monday .in April- is. a suggested date. To discuss at March loth meeting of P.B. 3. T. Kick moved to have a letter sent to Lansing.,-Lions informing_ them of funds that were raised for reconditioning the Grange Hall . L. Montague seconded - approved unanimousYy. Linda to send .letter. IV. Mass Mailing Report - P. Wells: -Still checking on address labels -Challenge Industry will ; address envelopes, fold letter, stuff,, seal , and run, through postage meter for $627 / 2000, pieces. Would nee& an advance of $300 for postage meter. -Thinking of using Firemen's .Directory, for addresses. -According to man. from post office it would be $40-50 for a bulk mailing permit for the P.B. -Will do more checking on permit and non-profit organization costs per leter.
