Wells GUESTS: Paul Finger - County Planning Board ,Representative I. Paul Fin er's Presentation - Town of Lansing Maps for the Comprehensive Plan A. Suggested coordinated work with the Water and Sewer Commission for land feasibility. B. Maps Presented 1. Suitable Sites for Septic Systems. 2. Limitations to Structural Foundations 3. Critical Soil and Water Management Areas 4. Significant Natural Resources 5.. Agricultural Viability and Suitability - based on Howard Conklin Study 6. Land Use - present state of land useage 7. Development Intensity 8. Community Facilities 9. Historic Structures 10. Depth to Bedrock 11. Slopes 12. Soil Drainage 13. Depth to High Water Table 14. Groundwater Aquifers 15. Forest Land T. Kick: Questioned- maps #5 & 6 with regards to farm land. D. Hardie: Requested the original colored maps for P.B. to go over at a meeting to better understand their purpose and accuracy. V. Miller: Questioned some historical structures not included to be included. Paul : - Will get a copy of map text and 3 copies of maps for P.B. to use and discuss . II . T. Kick - Water and Sewer Commission Rejort The last meeting.he attended they got an update of the County's thinking before going to Village. Concerned over length of time .spent on, only asking the-Village to changepipe sizes. Concern also for information being available to residents when major community changes are being planned. Such as the possibility of a refuse steam plant at Cornell or Miliken' Sta. V. Miller: Explained the County P.B. had done some repliminary studies concerning the possibility of refuse for steam but Cornell and Miliken have already said NO, so there wasn't much need for a public hearing. III. Minutes - January 14, 1980 V. Miller moved to accept the minutes, L. Montague seconded, approved unanimously IV. Bills Tiaxon Ithaca, -Inc. --- B,. Briggs moves to pay the amount, L. Hirvonen seconded approved unanimously, T. Kick to take care of payment. 2 V. Nominating Committee Report Slate of officers for election: Chairman - Dave Hardie Vice Chairman - Loren Montague Secretary. - .Linda Hirvonen Treasurer - Tom Kick The above. nominees agreed _to the offices, with the Vice Chairman agreeing to be the Clerk of Subdivision Rules and Regulations also, until the job becomes too involved. . B.Briggs. moved .to close the nominations, T. Kick seconded. V. Miller moved for the secretary to cast one ballot for a unanimous vote. L. Hirvonen.so-moved, approved unanimously. VI. L. Montague - Subdivision Reasearch Request Asked the-P.B. for =permiss.io.n to look into only large purchses of -land where subdivisions are possi-ble... He will keep a list of. names of possible future subdivisions to refer to, wh.en same names appear again, then to notify N. Stanton to look into the transaction. L. Hirvonen: Suggested names be listed right on maps for quick reference of any developments . VII. V. Miller - County Planning Board Meeting Report A. To resolve problems between County, Village & Town 1. Overpass on Rt. . 13 at Warren Road intersection Village wants the left hand lanes taken care of. Cornell concerned with their corner property. Second possibility. is a 4 lane h.ighway to allow for easier exits and entrances on to Rt. 13. 2. Dart Road Something need to be done to change .its closeness to Warren_ Rd. & Rt. 13 L. Hirvonen: Commented that in previous minutes it -is recorded that the Lansing . P.B-. .felt Warren Road was too residential to be considered as a .major highway. B. Orear Minor Subdivision . He has combined 2 lots into 1 - 5 acre lot and wondered if he is still under Minor Subdivision R & R. He has made 4 lots into 3 lots so there is no problem. L. Hirvonen will address his concern in writing. VIII. Wilderness Road �. Hirvonen: N. Stanton is 'aware of the Ross situation. - No resident on the- road has been notif.ied .by the town attorney about not being covered by town services. Suggested N. -Stanton send a letter to Ross stating the 2 lots be is forming will fall into a Minor Subd. R.. & R. D. Hardie Lots are long. and narrow - even though 2 .acres, they can sell. but no one would be able to build, as a 200' circle cannot be inscribed- in each lot for Health Department approval . XI. Mass Mailing to Taxpayers '- Subdivision R. & R. and Ordinances I. Hirvonen: Concern for 'Sign Ordinance' - insert between the 2 Land Use Controls . 3 V. Miller: Concern that people realize subdivisions are divisions of land. D. Hardie:. Concern for'N" Stanton's availability for, residents ' questions. L. Montague to -check with P. Munson as to : 1. when Stanton .is to be at. the Town Hall , 2. authority to use Town Hall. 'Off ice phone number - in letter. 3. Also check with Tom Payne to see about using the assessment mailing machine for addressing. X. Finkledey Subdivision V, Miller:. .Should we notify him or Town Attorney? L.. Hirvonen: We send a letter now and Attorney later? V.- MiIIer: Moved for secretary to send. a -notice to Mr. Finkledey informing him �he has not conformed to the directions of the Subdivision R. & R. and *that the Town°..Board. is being so notified.of this information, and that the Chairman-.of P.B. ask the Town Board to authorize the Town Attorney to send a letter of said non-compliance also. T. Kick seconded, approved unanimously. XI . Length .of-Terms of P.B. Offices L. Hirvonen to give Jane Bush Horky a- copyof the information. XII . Correspondance- Harry- Missirian Letting P.B. know where he is with Comprehensinve Plan progress. Next meeting February 25, 1980 for map study. Adjourned at 10:15 p.m.
