You care all basically familiar with the efforts to further advance the concepts
of a. research-industrial park :in the Airport area. Some of you have raised
i..ss.rc:s or concerns which can best be resolved by meeting together and addressing
them jointly. Chris Smith, Morse Chain Company, has kindly made available the
Morse t`;I"ic'ai.n Conference Room at the Warren Road plant for a Joint meeting .on
Friday, January 18, 1980 at 3:00 p.m.
I am attaching a statement which briefly lists the issues and concerns. Feel
free to Ladd others if they are pertinent for this discussion. These items will
form the basis of the agenda for the meeting. my hope is that ye can -resolve-

airport area research and industrial park concept is an important element

provides the basis for understanding the importance of the park. It is clearly

and incentives which will enhance the success of the concept.

participants should be in a better position to move positively toward the

I SUES AND, CONCERNS
Attitudes
Some have expressed concern over the lack of a positive and aggressive attitude
on 'the part of some participants to assist each other and industries to accom
pli.sh objectives. This suggests a need to assist each other in overcoming the
numerous potential obstacles which are bound to arise. A positive attitude on
the part of all participants seems to be a necessary ingredient to success.

Warren road Improvements
There is a general agreement that the proposed Warren Road improvements should
be aggressively pursued. Some of the remaining issues and concerns are:
(1) The width of the required ROW, the road alignment, and the i t upon

(1) Cost of pIIsrchasing the required ROW
(3) Desirability of improving alignment of Warren Road north to Rt. 34 by
removing the jog.
Future Maintenance of Roads
(1 ) Warren Road
(2) Brown Road
(3) Wither public roads in the park complex
Rt. 13- War,°e n Road Intersection
(1) Type of intersection in the future (diamond or cloverleaf or combination) .
(2) Land set-aside for the intersection. Tax incentive on the set-aside land.

RESFARCfH-INDUSTRIAL INCENTIVES
(1) -50% exemption by Lansing (V)
(2) Participation by municipalities in strengthening and extensions of public
water, sewers, and fire water flows, assisted by federal grants..
(3) Use of IDA financing tools

(1) Rezol]ing of the Cornell University .land located at the southeast quadrant
or the Ft. 13 = Warren Road intersection.
POTENTIAL EXPANSION OF MORSE CHAIN FACILITY
(1.) Pz,,ovision of adequate public water, sewers, and fire water system to serve
land in both the village and town.
(2) More positive attitude by the municipalities to assist in obtainin-g the
necessary permits and Off-Site improvements.

PURSUING NECESSARY _ SITE IMPROVEMENTS
(1) CU to complete the basic site development plan by March 155 1980.
(2)'. preliminary and final engineering plans for and target dates for completion:
(a) Public water improvements
(b) Public sewer improvements
(c) Fire fighting water system
(3) preparing, sponsoring and submitting applications to the Farmers Nome
Administration, Economic Development Administration, and Appalachian Region
Commission for site improvement assistance. -Pre-applications should be
completed by May 1, 1980.
(4) Staff assistance by:
(a) County Highway Department
(b) County Planning Depa.rtme;,t
