Hirvonen ABSENT : T . Kick GUEST : Harry Missirian , County Planning Depart . Malcolm Lorimer , Cornell planning student from Australia I . Minutes July 23 , Aug , 13 , 1979 - Mrs . Miller moved to accept both sets of minutes , seconded by Mr . Wells , carried unanimously . II . Budget - Mr . Hardie . The Town Board agreed to consider a compromise budget of $ 30000 for 19800 III . Ejection of Planning Board Secretary MOTION : Mrs . Miller moved to elect Linda Hirvonen secretary of the Planning Board , to complete the term of office left vacant with Mr . Bement ' s resignation . Seconded by L , Montague , carried unanimously . Mrs . Hirvonen was requested to look for a new recording secretary . IV . Subdivision Rules & Regulations - L . Montague A . Mr © Montague and Mr . Hardie met with Mr . Stanton , Ordinance • Officer , to discuss ways and means of recording subdivisions . B . Tax Maps - Mr . Montague obtained a complete set of tax maps on which to record subdivisions . C . "Public Record Bulletin " - Mr . Montague will "red - line " all Lansing transactions . He will then obtain all available infor - mation on them from the County Clerk , and , together with the Ordinance Officer , record it on the maps . D . The minor subdivision section was discussed in regard to the possibility of changing the application procedure when the transaction involves members of the immediate family . Members felt that the future ramifications of such a change far out - weighed any possible immediate advantage and declined to make the change . E . Further subdivision discussion o how to provide residents with information on subdivision rules & regs . P . Wells - Could fact sheets b9(sent with tax notices ? D . Hardie - No . . According to Tom Paine , this isn ' t allowed . p . Wells - Suggested taking tax roles and mass mailing notices that would give information about all Town ordinances , in an effort to inform people before transactions take place . ✓ . Miller - Mrs . McEiwee ( TB ) found that Subdivision Rules & Regs are , in fact , an Ordinance , by virtue of the "penalty clause . " L . Montague - Information could be sent to those *ho own more than 1 acre of land , 4110 V . Miller - If you send to one , you should send to all . D . Hardie - A fact sheet could give a short summary of each Ordinance . ✓ . Miller - It could say that if a resident is concerned or would like more information , they should contact the Ordinance Officer . ( 1 ) IV . Subdivision :, E . Discussion . . . . . continued . . . . . . . L . Montague - Felt it should be short and to the point . For example , "The Town of Lansing has regulations , ordinances , etc . You are expected to follow them . " MOTION : It was moved , seconded and carried unanimously that a brief letter , explaining Subdivision Rules & Pegs , be formulated by the Planning Board and sent to the landowners of Lansing . So moved by L . Montague , seconded by P . Wells . Members felt that copies should be distributed to the news media . Mr . Missirian ( from thefloor ) - Suggested that somewhere in the letter it should be included that help is available for anyone who needs it . IV . Guest - Mr . Harry Missirian - County Planning Depart . A . Lake Shore Development study to Mr . Malcolm Lorimer has offered to do such a study for the Town . It will deal with the interpretation of soil capabilities and limitations . 2 . The area to be studied will include the entire length of the shore area in Lansing , and will extend 3 miles inland for the entire length . 3 . MOTION : It was moved to graciously accept Mr . Lorimer ' s offer to do a study of the lake shore area within the Town of Lansing ( not to include the Village ) . So moved by P . Wells , seconded by V . Miller , carried unanimously . 4 . Mr . Lorimer will send the Board a copy of his policy state - ment for the study . • B . Assumptions - to consider for inclusion in the Policy Statement for the Comprehensive Plan 1 . Mr . Missirian passed out copies of a 13 page collection of data to be considered , studied , revised , as the assumption section of a policy statement for the Town of Lansing . 2 . When the Planning Board has made the necessary additions and/or corrections , Mr . Missirian and his staff will put it into a final form . 3 . Mrs . Miller expressed her appreciation on behalf of the Planning Board for Mr . Missirian ' s hard work in preparing the list of assumptions . V . Route 13 A . Fact and Evaluation Sheet - Mr . Missirian 1 . Describes physical characteristics and environmental impacts for the 5 alternative corridors of the B series for the improvement of NYS Rt . 13 from Warren Rd . to Cortland . 20 EMC has now come up with a resolution supporting the up- grading of the existing right - of -way . 3 . The County Planning Depart . has worked with all the farmers to eliminate all i11 effects . If one farmer involved would agree to cooperate , with the protection of the Farm Bureau behind him , plan B1 could probably be approved by 4110 DOT shortly . ( 2 ) Vo Route 13 _ 000 ° Bo Mrsa Miller ( County Planning Board , Transportation committee delegate ) 10 A prime traffic corridor is essential for economic growth of a community ° 2 . Previous Rto 13 construction had a high impact on Lansing ° At that time it was promised that Rte 13 would link up with Rto 81 and serve to channel traffics Since that was not accomplished , other roads in Lansing have had to bear the burden of traffic ° 30 It has been suggested that the present Rte 13 be upgraded as a commuters ' road , and a new corridor be built as a regional road ° 40 There must be an official consensus of all the municipalities in Tompkins County before a plan can be turned over to DOT for approval ° It is the responsibility of the County Board of Representatives to make the recommendation to DOT ° 50 Tompkins County has lost some major industries because it doesn ' t have a major traffic corridor . 6 . Groton traffic would be eliminated from Triphammer Rde because they ' d use the now Rt , 130 7m A new Rt , 13 corridor would be a limited access roads At present , Rte 13 past NYSEG has a driveway every 500 ' , there are buildings that can ' t be moved , and there isn ' t enough land to make it a 4 lana highways Co MOTION : Because the present RT013 cannot provide limited access or a wide enough righteof -way „ it is hereby resolved that the Lansing Planning Board strongly recommends the B1 corridor be pursued to provide a corridor from Rto 81 to 410 Ithaca ° It was moved , second = d and carried unanimously that the resolution prepared by Mre Hardie ( above ) be accepted ° So moved by P0Wells , seconded by LoM©nteguee VI ° New Member Ao Angelo Franco has definitely refused ° Be PoWelis suggested Robert Briggs .
