I . Subdivision - Fiddler ' s Green
Mr . Hardie : The approved plan was submitted to the County Clerk with a 2 page
letter from the Health Departartment . The County Clerk ' s office said the letter
could not be included .
Mrs . Miller : Suggested writing on the map that interested parties should check
with the Town Clerk for further information from the Tompkins County Health Dept .
II . Clerk , Subdivision Rules and Regulations - Lorne Montague
. Reported that he has been unable to reach the Ordinance Officer as yet .
III . Correspondence
Letter from John Carin , Principal , Ithaca High School
Re : Keeney property/ Mobile Homes
Discussion :
Mr . Missirian : How is Mr . Keeney able to sell the middle lot ?
IIIMrs . Miller : Because of the size ; it ' s well over 3 acres .
Mr . Hardie : His procedure is outside the jurisdiction of both SRR and MHPO .
Mr . Kick : When a situation falls outside the P . B . domain , there ' s no reason
for discussion .
Mrs . Miller : The people in existing mobile home parks should be protected .
The P . B . should effectively stop a bad situation from starting .

1 . In a policy statement , prepare 2 alternatives for each situation -

2 . Mrs . Miller : A policy statement must consider the possibility of
water in the Town in the next 10 - 15 years .
3 . Mr . Missirian : Assumptions are very important in a Comprehensive Plan ,

they give basic objectives .
4 . Mr . Missirian will prepare a schedule of items to consider for the
Policy Statement .
111 C . Sewer
Mr . Missirian : If the Town and Village of Lansing could agree to
participate in an engineers study of sewer capabilities and placement
of facitlities , the County might be persuaded to participate .
D . Development Guidelines
1 . Look at what you can expect if growth continues as it is now .
2 . Look at what you can expect if growth moves ahead in a controlled
manner .
E . Steps to follow
1 . Finalize maps .
2 . Finalize policy statement ( goals , objectives , assumptions )
F . Definition of Terms
Goal - desirable end to work toward
Objective - realizing the goal , we will find a way of providing it by
organizing an agency to conduct the surveys to provide the information .
Policy - we intend to spend X number of dollars to achieve these goals .
Program Level - we are going to request said agency to conduct this survey .
Assumption - feasibility study , basic objectives .
V . Budget
• A . Engineering Services
1 . Planning Board must pay for the services of the Town Engineer on the
Finkeldey Subdivision .
2 . P . B . must include engineering costs in its budget .
3 . Mr . Hardie will request a more itemized bill from Mr . Miller , Town Engineer .
B . Personnel - . Proposed Amounts
Secretarial $ 750 . 00
Expense reimbursement , travel $ 300 . 00
C . Contractual - Proposed Amounts
Printing , professional services , studies $3000 . 00
VI . Planning Board - New Member
A . It was moved , seconded and carried unanimously to recommend to the Town
Board that Linda Hirvonen be named to replace the vacancy on the P . B .
made by the resignation of Bill Bement . So moved by V . Miller , seconded by
P . Wells .
B . Chariman Hardie said that he would write a letter on behalf of the entire
board , thanking Mr . Bement for his years ofservice and his great contributions
to the Planning Board .

V I . Addendum
The maps submitted by Mr . Missirian will be passed from member to member during
the next two weeks , for study .
