Fiddlers ' Green subdivision ( Finkeldey ) A . Power Lines - L0Montague The Public Service Commission ( PSC ) has established that if the Planning Board states that the land in question is indeed a sub - division , underground service , at the developers expense , is required . If the PB states that it is not a subdivision , the plot is eligible for rural extension status and NYSEG will pay for underground installation of power lines . Since the PB has extablished that Mr . Finkeldey ' s land is a subdivision , Mre Finkeldey will have to apply for variances if he wishes overhead power service installed . B . Drainage maps Maps drawn by George Schlecht , engineer , with recommendations by Tom Miller , Town Engineer , were submitted . ( 1 ) Map 1 - Drainage Plan Culverts , easements and right - of - ways defined . Mr ° Bement moved to ask Mr . Miller for clarification of • his suggestions to move the cul - de - sac at the end of the road 3501 east and installation of a culvert at the end of the road rather than a ditch . Mr . Bement withdrew his motion for lack of a second . ( 2 ) Culvert discussion - George Schlecht , engineer Culvert # 1 - OK #2 - size OK , headwall height increased #3 - OK # 4 a OK ; it ' s purpose to limit length of ditch on the other side of the road . Mr . Schlecht felt that to build a ditch between lot 12 , 13 and 14 , as suggested by Mr . Miller , would promote chanalizationo His suggestion would be to install the culvert and adopt a wait -and - see attitude toward construction of the ditch . The size of the culvert would allow construction of the ditch if it ' s needed in\ the future . # 5 v OK0 If the ditch between lots 12 , 13 and 14 is developed , this culvert really wouldn ' t be necessary ° ( 3 ) In regard to the ditch between the Swayze and Finkeldey properties , Mr . Miller recommended full development . Mr . Schlecht felt it should be developed only to the extent III necessary , to prevent the formation of a ravine where there isn ' t one at this time ° ( 1 ) II0 Executive Session III0 Fiddlers ' Green subdivision discussion m continued 111 Aa It was suggested that approval of the preliminary plat could be given with Mro Miller ' s current and subsequent recommenda - tions included © Bo Any changes made after preliminary plat approval is given must be submitted in writing , to the PB . Mre Finkeldey o Ditches would be built to SCS specifications . mr , Montague - DEC recommendations must be followed ° Mrs . Johnson ( from the floor ) - If the area in question is under 100 acres , DEC doesn ' t apply . Mr . Bement - Preliminary approval could be given based on written specifications from Mn Millers MOTION : Mrs ® Miller moved to give conditional approval to the drainage plans based upon receipt of a written agreement between George Schlecht , engineer , and Tom Miller , Town Engineer . The new drainage map must be approved and signed by Mr . Miller and include a letter identifying the set of maps . Mr . Miller will be notified that he has been given the authority to make the final approval of the maps , Seconded by P0Wells , Discussion Basically , the PB can accept the preliminary plan for the subdivision ° ire Finkeldey m Stated that he is definitely applying for approval of the preliminary plan based on the incorporated recommendations of Tom Miller and/or subsequent : recommendationse Mro Wells - We ' re on Step 9 of the flow chart . Mr . Finkeldey is directed to return to the PB for final approval at the proper time . MOTION carried unanimously ° RESOLUTION - Having completed the required steps through Step 8 of the Subdivision Rules and Pegs , the Town of Lansing Planning Board formally accepts the preliminary plat submitted by Arno Finkeldey , with the changes made by Tom Miller , Town Engineer . Any subsequent changes negotiated between Mro Schlecht and Mr . Miller will be included in this approval ° Chairman Hardie formally asked each member if , based on the information received during Steps 1 - 8 , they are re = dy to accept the Prelimin - ry Plat as submitted tonight ° Bement - Yes Miller - Yes Wells - Yes Hardie - Yes Montague - Yes IVa Comprehensive Plan - Mrs . Miller Mrso Miller outlined her thoughts for a memo on this subject to the Town Board for their use in "executive session at this timed " Mr . Bement - Would like to see a positive committment to planning ( 2 ) from the Town Board before spending any more time on the Comprehensive Plan . Would specifically like a concensus of opinion from TB members . 1110 MOTION : L . Montague moved to have Mrs . Miller draft a memo , in the manner outlined , for submission to the TB . Seconded by P . Wells , carried with one aystention . V . Public Record Bulletin - Lansing transactions are being noted . The Clerk of the Board for SRR will bring them to the attention of the Ordinance Officer . Adjourned : 10 : 00 P . M . • 111 ( 3 )
