Bement Guests : Steve Johnson , Lakeview resident , Jim Wright , Lansing Observer I . Finkeldey Subdivision - D ® Hardie Ao An informal meeting , to discuss the drainage situation in the proposed subdivision , was attended by Chairman Hardie ( PB ) , Tom Miller ( Town Engineer ) , Lloyd Sharpsteen ( Highway Superintendent ) , Mn LaMonte ( SCS ) , Mr . Finkeldey and his engineer George Schlecht . 1 . Mr . Miller stated that a drainage plan for a water shed of 50 acres , to include the Finkeldey property , should be provided . 2 . Mr . Finkeldey must gain easements on all parcels of land through which drainage from his property flows , said ease - ments to be included in the topographical map . 3 . The Soil Conservation Service has submitted its report which deals mainly with seeding . 4 . Mrs . Miller suggested a letter be sent to Mr . Finkeldey stating the points that need to be solidified before pre - liminary approval by the PB can be given . 5 . MOTION : Since Mr . Finkeldey is aware that he must submit a specific drainage map , as requested by the Town Engineer , it was moved , seconded and carried unanimously , that a letter be • directed to Mr . Finkeldey stating that the Planning Board is unable to take any further action on his proposed subdivision until this map has been submitted . So moved by V . Miller , seconded by LoMontague . Be NYSEG Mn Montague said that as far as he knew , Mr . Finkeldey had not approached NYSEG for any variances in regard to power lines . Co Should a special meeting be held in regard to this subdivision , public notice by advertisementrmust be given . D . It was suggested that a check list for subdivisions be compiled using material gathered during the Board ' s study of this subdivision . II . Comprehensive Plan - Pete Wells A . A written proposal on how to proceed was submitted , V . Miller - When approaching the TB with a revision , the PB should outline what it has in mind in regard to specific areas and requirements , to promote discussion . The TB has indicated it ' s desire to see the PB move ahead on this project . D . Hardie - Since there were no objections to the proposeals of Mr . Wells and Mrs . Miller , Mn Hardie asked Mrs . Miller to prepare an outline of specifics for the next meeting on July 23 , 1979 . Mr . Wells agreed with this proposal and Mrs . Miller consented • to prepare the outline . ( I• ) III . Correspondence The Dick Wilson R al Estate office replied to the letter sent • by the PB in regard to the sign on the Horky property . They stated that they are aware that the area is zoned and not open to commercial development . IV . Public Record Bulletin - is now being received , and all Lansing transactions should b e referred to the Ordinance Officer , ✓ . At this point , an area resident , Natalie Keefe of Ladoga Parkway , asked the Planning Board ' to direct her to the proper authority in order to protest the gradual diminishing of her property by well -meaning maintenance crews , Mrs . Miller said that her problem falls outside PB jurisdiction , and suggested she approach the TB . ✓ Io Ordinance Officer MOTION : It was moved , by T , Kick , seconded by V . Miller and carried unanimously , to submit the following list of points concerning the position of Ordinance Officer , to the Town Board for consideration . The Ordinance Officer should : 9 . Use form letters . ( a ) to include routine follow- up on Ordinance enforcement ( b ) to include uniform and timely enforcement ( c ) to include a simple means of reporting subdivisions to the Planning Board 2 . Utilize the services of the secretaries at the Town Hall . • 3 . Provide equal enforcement throughout the Town . 40 Determine the degree of responsibility the position should provide to the Planning Board and other boards , specifically in regard to the enforcement of Subdivision Rules & Pegs , aided by Health Depart . notifications . 50 Take initiative for spotting violations . 6 . Act not interpret . Use available sources , such as the Town Board , Planning Board or Town Attorney , for guidance and/or support if there is a question of interpretation causing inaction ° ✓ II It was suggested that a tour of Lansing be made by members of the Town Board and Planning Board . All agreed it would be beneficial , a date and time to be decided later . ✓ III ° Planning Board member It was moved , seconded and carried unanimously , to submit the the name of Lorraine Johnson to the Town Board for consideration as a member of the Planning Board: So moved by V .
