I . NYSEG report, m Reclamation of land excavated for Cayuga. Station
A . Slides
1 . 4 slides of the Ford Hill fly-ash site which has been
landscaped , planted and will now be allowed to grow wild .
2 . Davis Rd , fly-ash site - reclamation completed .
3 . Milliken site - new fly-ash site
( a ) drainage pond to collect surface water
( b ) drainage ditch encircling fly-ash
( c ) drainage pipes underneath fly-ash
( d ) test wells at different points around site to test for
leeching
( e ) an employee is on the site daily
4 . Cayuga Station excavation site
50 Artistes rendering of completed project .
6 . Artistes rendering of topographical study of landscaping .
70 Artist ' s rendering of proposed shrubbery placement .
• B . Discussion •
1 . Possible public uses of the site .
20 Road into site will be covered and vegetated °
3 . Fill for the site will come from areas that were built up
during excavation .
4 . NYSEG agreed during Article VIII proceedings to return the
spot to its original state if the project was denied .
5 . Too costly to fill with fly- a. sh .
6 . Concrete pads will be broken up .
7 . Schedule
( a ) August 1979 - work to begin
( b ) Spring 1980 = final planting
8 . DEC will be reviewing permits the week of June 18 , 1979 .
9 . Proposed cost of project - $ 1 , 000 , 000 .
10 . Test spots planted July 1978 with various depths of topsoil .
They will be using 4 " topsoil for grass , 12 " for trees .
11 . Terracing will be masked by landscaping .
II . Unfinished Business
A,c' Chairman Hardie asked Secretary Bement to write an official
letter to Mr . Churchill regarding Planning Board action on his
subdivision and advising him that his plan must be signed by
the PB and filed with the County Clerk .
Be Chairman Hardie will ask Mre Wells to order a subscription to
411 the Public Record Bulletin for the PB . •

F . Performance Bond
V . Miller - How can the Town legally demand a performance bond when
they ( Town ) haven ' t agreed to take over the road ? •
T . Kick - Feels Town will take over the care of the road even if
there ' s only 1 resident . ( Mrs . Miller felt the TB had
previously indicated more than 1 resident was necessary . )
G . Soil Conservation Service
1 . The SCS will make recommendations but won ' t design .
2 . The SCS recommendations must be included on the
engineers drainage map .
H . Town Engineer - Tom Miller
1 . Mr . Miller ' s approval must be given before the PB can give
approval .
2 . The PB will invite Mr . Miller to report to them at his
convenience .
IV . Clerk of the Board for Subdivision Rules & Regu .ations
A . Duties
1 . Deal with subdivider and inspection officer on a 1 to 1
basis .
2 . Keep file of requests .
B . Lorne Montague agreed to accept the position
C . MOTION : It was moved to appoint Lorne Montague for an indefinite
period , as Clerk for Subdivision Rules & Pegs , to work with
this board , developers , the Inspection Officer and Town
Board , and that the Town Clerk will be so notified . So Moved
by V . Miller , seconded by B . Bement , carried unanimously .
. V . Ordinance Officer discussion tabled . •
✓ I . The legal opinion asked: for at the last meeting was in regard
to the performance bond , and this information will be obtained
from the Town Engineer .
✓ II . Comprehensive Plan
V . Miller - Suggested that a general plan be compiled soon for
presentation to the Town Board ; concentrate on areas , not
the wording .
✓ III . Subdivision Rules & Regs
MOTION : Mrs . Miller moved to invite torr, t�ca&coAso( n to give
a verbal review of Major subdivisions . Seconded by L . Montague ,
carried unanimously .
IX . MOTION : It was moved to advise the Dick Wilson Realty Co . that
their sign advertising the Horky property , which reads
"Commercial Division , " is misleading , in that the land is
located in a zoned area . So moved by B . Bement , seconded by
V . Miller , carried unanimously .
X . Minutes
T . Kick moved that the minutes for April 9 , 23 and May 14 , 21 ,
be accepted . , Seconded by B . Bement , carried unanimously .

III . Finkeldey ( Fiddler ' s Green ) major subdivision
A . Power lines - L . Montague
1 . Public Service Commission ( PSC ) requires underground
service for a subdivision over 5 lots . 411
2 . NYSEG feels Mr . Finkeldey ' s project must be classified as
a subdivision and not a rural extension .
3 . By filing certain variances , Mr . Finkeldey may qualify
for overhead service ,
4 . Distribution footage - 3 , 459 feet , 720 ' covered by utility .
5 . Approx . cost - $ 20 , 515 . However , the builder must cover
all costs at the time of installation , bringing the total
to $ 26 , 000 . . NYSEG will issue a rebate for covered costs
as each home is built .
6 . The above figures are only estimates . Actual figures
will depend on what type of soil , rock , etc . is found
below the surface .
7 . Discussion
Mrs . Miller - The PSC removes this from Planning Board jurisdiction .
Mr . Montague - The size of the subdivision may influence the variances .
He personally has no objections to overhead service .
Mr . Bement - Suggested PB accept the PSC decision .
MOTION : Since the Town of Lansing Subdivision Rules & Regulations
make no specific provisions for wiring , and since the Public
Service Commission includes wiring in subdivisions in their
regulations , and since Mr . Finkeldey must deal with the PSC
in regard to this , the Planning Board moved to accept the
decision of the Public Service Commission on this matter .
So moved by B . Bement , seconded by T . Kick , carried unanimous1111
B . Soil Conservation Service ( SCS ) - D , Hardie
1 . All information was submitted to the SCS .
2 . SCS made recommendations without realizing there are 3
culverts along the upper road section .
3 . Mr . Finkeldey spent 4 hours walking the terrain with an
SCS representative .
4 . SCS recommendations are :
( a ) lateral dykes along swale or straw bales laterally
placed along swale
( b ) stone - lined gullies or similar lateral dyke arrange -
ment along other 2 gullies
( c ) seeding
5 . Mr . Finkeldey said he feels he will be able to comply
with all recommendations .
C . Health Department
1 . Test holes have been dug .
2 . Septic systems - The HD will submit specifications for
septic systems and handle each lot individually .
D . Water
1 . The Health Depart . can ' t guarantee water and can ' t drill
a large number of test holes .
2 . Chemical tests will be performed on available water .
3 . The filed subdivision plan will note that all potential
buyers will be responsible for their own water .
• 4 . Mr . Finkeldey said that there will be no community wells , 411
only individual ones .
E . Mineral Rights - Information regarding mineral rights will be
included in the subdivision filing .
