Back?_ ot construction of overhead lines is out of the question because it ' s too difficult to maintain . 40 Main power poles might serve 3 or 4 lots but there must still be secondary construction to each house . 5 . Secondary construction could be underground at the owrer ' s expense ( different methods available at different rates ) . ri_rkeldgy - Stated that lm.e had contacted NYSEG and had given them a map . NYSEG responded by saying their engineers would handle the design . Montagpc e Felt that the design would take the power lines to the center of the V in the rondo B0 sEQR To According to state law , a SEQR study isn ' t necessary because the proposed subdivision is less than 50 iots . 2 . A "Short En.vi. ronmental . Assessment " forr was presented to the • members and the questions were discussed , The form ' s purpose is to give members an idea of whet they should be looking for and i ' any question receives a positive answer the project may, be significant andindicate the need for a complete environmental ssi ssment 3 . Members found some questions difficult to define and/or apply specifically to Lansing , 3 Johnson - Suggested that the questions aren ' t meant to cause a major hassle ; th.cy ' rn designed for people who aren ' t . The PB should advise the Health Depart . of its renuir°em.ents . 30 Mrs . AshMrs . Miller • :reels the only significant change in the expected letter from the Health Depart . will be a statement agreeing that the plan under consideration is a subdivision . D . Soil Conservation a D . Hardie ( see Article VII , Secte7O1 , i. temF ) 1 . Mr . Finkeldey applied to the Soil Conservation Service ( SCS ) for a study of his property . 2 . Mr . Lyle Crandall ( SCS ) recommended diverting and/or holding the runoff with a dyke , to be dispersed gradually through c gully ° 30 The SCS will file a report with their data projected on maps provided b4' `"!r . Finkeldey ° 40 The report should then be studied by the Town Engineer , Tom Miller MOTION : It has been suggested that the SCS be employed by Mr . " inkeldey to provide adeginte drainage maps for his property and surround ing property as effected by drainage , and to include locations for easements if necessary . The Planning Board will then check with Town Engineer Tom Miller to see if he ' s used these maps and finds them satisfactory . So moved by V . Miller , seconded by T . Kick , carried unanimously . E o DEC o VoMiller Since the subdivision is under 100 acres , Drr" consideration is not required ° F , Wetlands o Under DEC ; rot applicable , G . Mineral Plights Mr . F4nkeldeyhas indicated that he will make it clear to prospective buyers that mineral rights exist and may be purchased from International Salt Co , . This information will also be included in the abstract ° H o Performance Bond 1 . The Town Board could request 4) performance bond to see that the job is completed should something happen tc Mr . Finkeldey , 2 , The cost of 4' performance bond is 1 % of the job . 3 . Mr . Wells feels it might be unfair to require a performance bond because of the cost and time involved , but doesn ' t think it should be left unconsidered . I . Town Engineer report ( after SCS report ` J o Further Discussion lo - Mrs ° Miller There appears to be alot of feeling that electric wires should be underground if it ' s possible to do so . 2 ®. Finkeldey - The required sequence of installation is extremely costly . Primary service lines must be installed to the end of the lower level rather than lot by lot . 30 After informal discussion 'among the PB members it was deter - mined that the members ere committed to the subdivision subject to modifications by other agencies being consulted ° - 2 .Finkeldey - Further Discussion continued 40 PB members want a legal opinion before a final committment is made . D0Hardie will consult Mr .
