• LAND USE :. THERE ISPRESENTLY A GREAT DEMAND FOR MULTIPLE FAMILY HOUSING IN
THE ITHACA AREA AS. EXPRESSED BY AREA UNIVERSITIES AND REALTORS . THE SHORTAGE
SEEMS TO BE CAUSED BY A COMBINATION OF SMALLER FAMILY SIZES , LARGER RETIRED
AGE SEGMENT OF POPULATION , INFLATIONARY EXPENSE OF HOMES , LARGER 20 - 35 YEAR
OLD AGE. SEGMENT , TIGHT MORTGAGE POLICIES OF LENDING INSTITUTIONS , HIGH
INTEREST RATES FOR BOTH CONVENTIONAL AND COMMERCIAL . LOANS , AND MORE COMPLEX
REGULATORY PROCEEDURES AND LAWS .. THE LAND USE PROPOSED IS THEREFORE MULTIPLE
FAMILY DWELLINGS WITH 8 UNITS PER BUILDING . SIX BUILDINGS ARE PROPOSED ON
8 , 23 GROSS ACRES FOR AN OVERALL GROSS DENSITY OF 5 . 83 D .M . PER GROSS ACRE .
WITH THE MORNINGSIDE MANOR AND THE VILLAGE APARTMENTS BORDERING THE PARCEL ,
IN QUESTION ON THE SOUTH AND EAST , APARTMENT USE WOULD APPEAR TO BE THE MOST
COMPATIBLE USE OF THIS PARCEL . FARRELL ROAD AND WARREN ROAD BORDER THE PARCEL
ON THE NORTH AND WEST . THE FABICH HOME IN THE SOUTHWEST CORNER IS ALREADY
SCREENED ON THE NORTH BY A TALL LINE OF EVERGREENS . THE TWO HOMES NORTH ;
OF FARRELL ROAD ARE THE ONLY OTHER RESIDENCES AFFECTED WITH ONLY ONE OF
THESE. FACING FARRELL ROAD . NO PROPOSED RESIDENCES WILL FACE FARRELL ROAD
AND A BUFFER STRIP WILL MINIMIZE ANY NEGATIVE VISUAL EFFECT ON THE ABOVE
RESIDENCES .
TRAFFIC .: . TRAFFIC STUDIES INDICATE THAT THIS PORTION OF WARREN ROAD AND FARRELL
ROAD ARE LIGHTLY TRAVELED EVEN DURING MORNING PEAK PERIODS . THE TRAFFIC ADDED
BY THE PROPOSED DEVELOPMENT WILL NOT REQUIRE ANY IMPROVEMEN T OF EITHER WARREN
ROAD OR FARRELL ROAD TO ADEQUATELY AND SAFELY CARRY THE ADDED TRAFFIC WHICH
COULD ULTIMATELY BE 48 VEHICLES DURING PEAK HOURLY PERIODS . SEE APPENDIX A
FOR A CURRENT COUNT IN THIS AREA .
• DRAINAGE : ONCE DRAINAGE SWALES ARE DEVELOPED ALONG HIGHWAYS , LOT LINES , AND
FILL SYSTEM PERIMETERS , CASUAL WATER WILL DRAIN AS THE TOPOGRAPHY SHOWS AND
THE SURFACE . DRAINAGE WILL GREATLY IMPROVE . THE CULVERT ELEVATION AT THE
N ORTHEAST CORNER OF THE PARCEL UNDER FARRELL ROAD PROVIDES A DROP OF OVER
10 FEET IN LESS THAN 1000 FEET OF JUST IN EXCESS OF 17GRADE .
SOILS : SOILS CONSIST OF ERIE ELLERY CHANNERY SILT LOAMS AND LANGFORD CHANNERY
SILT LOAMS . IN GENERAL THE SOIL PROFILE CONSISTS OF LOAM SOILS FOR 11 TO 2
FEET BELOW THE SURFACE AT WHICH POINT A FRAGIPAN OF DENSE SILT LOAM UP TO 3
FEET THICK IS ENCOUNTERED . BENEATH THIS IS GENERALLY A SHALE LAYER . BECAUSE
PERMEABILITIES RANGE FROM . 2' TO 2' INCHES PER HOUR AND BECOUSE OF SHALLOW ROCK
D EPTHS , IT IS EXPECTED THAT FILL SYSTEMS WILL BE REQUIRED FOR PRIVATE SEWAGE
D ISPOSAL .
SEWER : UNTIL PUBLIC . SEWER WOULD' SERVE THIS AREA OF THE TOWN , PRIVATE: SEWAGE
DISPOSAL SYSTEMS ARE THE ONLY ALTERNATIVE . PRIVATE FILL SYSTEMS WILL MOST
L IKELY B E' THE ALTERNATIVE CHOSEN CONSISTING OF AN EJECTOR PUMP IN EACH
B UILDING , A SERIES OF SETTLING TANKS , A DISTRIBUTION BOXL, A LEACH FIELD ,
AN . UNDERDRAIN , AND A CHLORINATOR . THE SYSTEMS DESIGNED WILL CLOSELY
PARALLEL EXISTING SYSTEMS SERVING 8 UNIT BUILDINGS IN THE ADJACENT VILLAGE
APARTMENT COMPLEX FOR WHICH THERE IS A TEN YEAR SUCCESSFUL POINT OF REFERENCE .
IT IS ANTICIPATED THAT ANNUAL FALL TANK PUMPING WILL INSURE HIGH QUALITY
OPERATION . THE ALTERNATIVE CHOSEN WILL MEET ALL TOMPKINS COUNTY HE4LTH
DEPARTMENT REQUIREMENTS .

W ATER :.: INDIVIDUAL WELLS FOR EACH BUILDING WILL BE DRILLED WITH A SYSTEM OF
STORAGE TANKS , AERATORS , VENTS , AND SUBMERSIBLE PUMPS DEVELOPED . AGAIN ,
• SPECIFICATIONS OF THE TOMPKINS COUNTY HEALTH DEPARTMENT FOR CONSTRUCTION AND
O NGOING MAINTENANCE AND TESTING WILLBE MET .
H IGHWAYS : ALL PUBLIC ROADS WILL BE BUILT TO TOWN OF ALNSING HIGHWAY SPECIFICATIONS .
PLANTED STRIP : IT IS ANTICIPATED THAT THE EXISTING GROVE OF EVERGREENS 15
TO Z5 FEET IN HEIGHT WILL PROVIDE: THE CORE OF THE PLANTED STRIPS SHOWN ON
THE SKETCH PLANS SUBMITTED .
