I . Minutes - March 12 , 1979 - oral review by P . Wells
A . Correction - The name of the parties seeking a BZA variance
was incorrectly recorded as Pierce . It should be Pearson .
B . Amendment - In regard to Item IV , T , Mr . Wells requested that
his comment concerning Mr . Finkeldey ' s manner of business
specify that his comment was confined to the plan under
discussion and its follow through .
C . Addition - Item VI , C . Mr . Komar of NYSEG would like to
present the fill plan in detail to the Planning Board at the
May 14 , 1979 meeting .
D . MOTION - Mr . Montague moved to accept the minutes as amended
and corrected . Seconded by Mr . Bement and carried unanimously .
II . Old Business - Mr . Arno Finkeldey , subdivider
A . Myers Subdivision
• 1 . Mr . Finkeldey presented a copy of the right - of - way agreement
signed by the subdivision property owners completed in
January 1979 and recorded with the Tomp . Cty . Clerk .
2 . When the property was purchased the right - of - way was
15 ' wide , a point understood by all to preclude any
chance of acceptance as a town road .
B . Sperry Lane Subdivision
1 . Correspondence - a letter from Gary Evans ( CPD ) to
Mr . Finkeldey was presented , based upon a meeting between
the 2 men and a tour of the property .
2 . Road - Mr . Evans recommended reducing the grade going
into the turn -around and raising the level of the turn -
around with the fill stripped from the road . The
advantages to this plan would be :
a ) reduce grade
b ) create a continuous downhill . grade
3 , Mr . Finkeldey indicated that Mr . Evans ' recommendations
were acceptable to him .
4 . Other changes in sketch plan :
a ) Lots 15 & 16 have been combined .
Lots 12 & 13 "
b ) permanent turnaround at northern aspect of Lot 2
5 . Factors in regrading :
a ) how the road relates to the land around it
b ) driveway access is improved
• 6 . Mr . Finkeldey requested permission to submit 2 maps as
his Preliminary Plat , stating the impossibility of including
all details on 1 map , as his reason .

II . B , Sperry Lane Subdivision - continued
7 . The PB requested the following additions to the map :
• a ) correct contour lines
137 drainage design - to include facilities and accompanying
statement from Mr . Sharpsteen , Town Highway Super .
c ) accompanying statement of proposed deed restrictions
in compliance with Design Standards of SRR
III . Ordinance Officer ' s Report - Mr . Norm Stanton
A . Mobile Home Park Ordinance
1 . There is an unlicensed MHP on Van Ostrand Rd . consisting
of 4 mobile homes , owned by Mr . Theodore Keeney . Mr .
Keeney is proposing to increase the number to 10 . Mr .
Stanton was unable to say if the present Mobile homes
Health Depart ® approval at this time .
2 . Mr . Bement requested Mr . Hardie to reiterate to the TB
that the Ordinance Officer ' s job is to enforce , not interpret .
B . Correspondence
1 . Two letters from Mr . Stanton were submitted re :
a ) dumping of fill , etc . on Triphammer Rd ,
b ) accumulation of unlicensed cars on Triphammer Rd .
C . The PB requested that Mr . Stanton supply them with information
on septic approvals in Lansing9 information regularly supplied
by the Health Depart .
D . Mr . Bement questioned Mr . Stanton on the rationale of allowing
a minor subdivision without a PB permit, to go to the BZA for
• a variance before submitting a request to the PB ( located on
Esty Hill ) .
Mr . Stanton replied that notification of the BZA meeting was
sent to the Planning Board .
Mr . Stanton also suggested the PB mention to the Town Board
that his salary is too low for him to aid the PB .
E . Sign Ordinance
Red House Crafts , located at the Lansing Plaza , owned by Mrs .
E . Hoaglin , requests a 3 ' x 3 ' sign . According to Mr . Stanton
the sign would conform to the Ordinance .
MOTION : Since the sign requested by Mrs . Hoaglin is in
conformance with the Town of Lansing Sign Ordinance , it was
moved to recommend the acceptance of the petition . So moved
by B . Bement , seconded by L . Montague9 carried unanimously .
IV . New Business - Mr . Rocco Lucente , subdivider/developer
A . Mr . Lucente is proposing to buy and develop 8 + acres of land
on the corner of Farrell . & Warren Rds . , placing 6 apartment
buildings on the land . In order to do this , he must approach
the Board of Zoning Appeals for a variance for a non - conform-
ing use of the land . It is now zoned low- density residential ®
He is presenting his case to the PB prior to his meeting with
the BZA to gain Input and a recommendation from the PB

IV . New Business , Mr . Lucente , continued
B . Details
• 1 . Design - 6 buildings , each to have 8 one - bedroom units
2 . Frontage - 200 + ' of frontage per building
3 . Road - new road to extend existing road from Village Aparts .
exiting on Farrell Rd .
4 . Drainage - 10 ' drop from high point to low point or twice
the minimum slopn for dre. nage
5 . Septic - each building provided with own system . Mound
system proposed - two 1000 gallon tanks + one 300 gallon tank
6 . Water - testholes of between 130 ' and 280 ' have been dug ,
delivering 12 - 40 gallons per minute . Some sulphur noted ,
to be corrected " with A 1000 gallon holding tank .
7 . Neighborhood - 168 apartment units presently in same area .
C . Discussion
P . Wells - WWhy did the Health Depart . deny Mr . Kulakosky a building permit
just a short distance away ?
B . Bement - Eft would be advantageous to combine driveways , having as few
as possible exit onto Warren Rd .
S.Egan - Can you give us some indication of what you ' ll be looking for ?
B . Bement -This development might dictate where a future sewage line in
the Town might be placed .
R . Lucente - The Health Depart . indicated they might require a one well
system if further development is proposed , for the sake of
chlorination . For economy ' s sake he would prefer not to do
411 it that way , bu + has a contingency plan if required .
D . Hardie -The PB may look at number of driveways ( traffic safety ) .
B . Bement - It might be hard to justify putting 48 living units in an
area designed for 6 .
L . Montague - It seems like a high concentration of people in a small area .
P . Wells There appears to be a lack of land characteristics to
suppprt this concentration .
S . Egan - Could you make a recommendation contingent upon certain things ?
B . Bement - Yes
R . Lucente - You have to establish multiple dwelling areas somewhere and
this is already established .
S . E an - Requested a copy of the Planning Board ' s recommendation
should the BZA request it .
Mr . Lucente thanked the PB for their time ,
V . Further Discussion
A . Mobile Home Park Ordinance
The Board agreed to send a memo to the Ordinance Officer with
a copy to the Town Board stating that since the present 4 units
of the Keeney Perk have been in known violation for 8 months ,
. the Board connot entertain discussion on a 10 unit park until
the present one is brought into compliance .

V . Further Discussion - continued
B . Finkeldey subdivision
1m Compliance with Step 5 of the SRR Flow Chart must be
done by April 23 , 1979 , i . e . recommended changes to
Plat Plan with Plan and fee submitted 5 days prior to the
above date , to the Town Clerk .
2 . Mr . Wells suggested that the builder and engineer be
requested to be present at the Public Hearing .
VI . Town Board
Tt was suggested that the Town Board be asked to appoint one of
their members to work with a PB member to draw up guidelines for
the administration section of '- 'tee SRP , to tre satisfaction of
both boards .
