PRESENT : TOWN PLANNING BOARD: D.Hardie , V.Miller, H. Cogan , L.Montague , T.Kick VILLAGE PLANNING BOARD: Valerie Jyrisco , Ward Bauder, George Rolleston, Derwood Burns ALSO: Gary Evans, Planning Depart. Barbara Irish, Village Ordinance Officer I. Introduction of both boards and welcome by Mr. Hardie II. Common Problems A. Zonint & Develor.ment V.Miller(T) - If our zoning is similar along our common borders , wouldn 't that settle the worry of leap frog development? B. Irish(V) - There are quite a few differences between the two zoning ordinances. For example lot size and the types of things allowed in the different density areas. Refer to Table 6 of the Village Zoning Ordinance. W.Bauder(V) - Two basic differences between the Town & Village are : 1 ) traffic is generated in the Village 2) incompatible zoning ordinances which could encourage leap-frog development on Triphammer Rd. and Lake Shore Dr. G.Evans(CPD)- One of the main concerns of the CPD is the pattern of intensity of development.. V.Miller(T) - At the time the Town regulations were written( ' 71 - ' 73) there was the possibility of sewerage which would allow for smaller lots. G.Evans(CPD)- The Villa e has a list of criteria for special permits (see Table 65, . Look carefully at the influence you can assert with special permits. B. Irish(V) - The Village allows more types of farming with special permits than does the Town. D.Burns(V) - Will you (the Town) be looking at the airport hazard area in your review? Does that conflict with medium density? V.Miller(T) - No. Not at this time. B. Warren and Benson Rds. vs. Triphammer Rd. development Mr. Hardie presented to the Village an alternate suggestion to traffic problems in this area ; that of a corridor road running parallel to Triphammer Rd. (see minutes Nov.&Dec . 178) W.Bauder(V) - This plan is based on the assumption that most of the traffic is through traffic , but is it? V..J0.risco(V)_ Why would this be better than improving Warren Rd. ? I ( 1 ) r V.Miller(T) - Warren & Benson Rds. are definitely residential areas and we can assume that they will remain that way. We 're objecting to the idea that we 're discussing doing to the residents of Warren and Benson what has already been done to the residents of Triphammer ( I.E . traffic and development) - the very things that caused a Village to be born. In addition, we have the fact that the airport runway has to be enlarged. It 's difficult to see how taking a residential area. and throwing more traffic into it is going to solve the problem. W.Bauder(V) - We have to assume that the thru traffic is the problem. V.Miller(T) - People living North of Triphammer are the ones we feel will use the corridor road. n,Evans(CPD)- Origin and destination of traffic are the questions now. D.Burns(V) - Seems like a by-pass around Pyramid Mall would be good regardless of whether the corridor is extended. D.Hardie(T) - Could the CPD and the County Highway Depart. set up mechanical counters? V.Miller(T) - It 's very expensive to get counts. A fairly accurate method is to use volunteers to count cars and note the direction they're traveling. G.Evans(CPD)- There are some traffic counts available with direction traveling, etc . T.Kick(T) - If they were done before Pyramid they may not be relevant now. D.Burns(V) - Could we get students to update this data? G.Rolleston(V)- There has been such rapid change since Pyramid that we would want data verification. D.Hardie(T) - Do you think we could get the cooperation of the people who use Triphammer? (to use a different road) T.Kick(T) - You have to teach people where you want them to go. W.Bauder(V) - Are back-door entrances to the malls a good idea? or should they be avoided because they put traffic into other residential areas? D.Burns(V) - Could the 2 boards get together on the problems and work with the County Planning Depart. ? We should be looking at the whole area rather than just the area within our respective boundaries. W.Bauder(V) - Triphammer(residents) has already been made to pay, why make Warren Rd. (residents) pay again? V_. Jyrisco (V)- Since Warren Rd. is non-residential in the area where it meets Rte. 13 , would it help to improve the intersection rather than construct a whole new road? V.Miller(T) - That project is already in the works. G.Evans(CPD)- Warren Rd. is slated for improvement up to Morse Chain. H.Cozan(T) - Would the State help correct the Triphammer traffic problems if they took over? ( 2) ti G.Rolleston(V)- It would not be a high priority for the State. V. Jyrisco(V) - Widening Triphammer wouldn't solve many problems. Turning, cross traffic and curb cuts are real problems. W.Bauder(V) - Frontage roads would have been ideal. It ' s unfortunate they can 't be done now. D.Burns(V) - A priority should be proper "signing" on Triphammer Rd. )�. Jnrisco(V) - Where do we go from here? G.Evans(CPD) - I can convey your concerns to Frank Liguori(CPD) and ask him for suggestions as to what you should do . Since Warren Rd. doesn't seem to be a favorable answer, you could be looking at other alignments. Soil conditions will partly dictate whatever solution you decide upon. H.Co.an(T) - If cars going South and West could exit Pyramid Mall at it 's West corner , it would certainly alleviate traffic. W.Bauder(V) - I'm happy to hear that you(Town) are proposing zoning changes. Could the Village be kept posted as to the developments and vice versa? H.CoF:an(T) - Could we exchange minutes? V._JL-risco(V) - Unfortunately, the Village Planning Board gets more caught up with permits than planning. V.Miller(To - Perhaps we could have an exchange when something is pertinent. D.Burns(V) - The traffic is definitely a common ground for both boards to work together on. V. Jyrisco(V) - Extended thanks on behalf of her board. III. Election of Officers A. Mrs. Miller pointed out that standing committees are appointed by the chairman and ratified by the Board. B. Mr. Hardie would like all committees to report at the beginning of each meeting. C . Mr. Hardie asked Mrs. Miller and Mr. Bement to be the nominating committee. Mrs. Miller accepted on behalf of herself and Mr. Bement , who was absent. IV. Letters of ar.Dointment A. Letters from the Town Board have been sent to all new members. B. Mr. Cogan was appointed to another full term at the last Town Board meeting. V. Comments and Discussion pertaining to zoning and the meeting with the Village Planning Board. V.Miller - 1 . The-area off East Shore Dr. can't be totally residential. There should be an area for commercial. 2. We must require larger lot sizes in keeping with the Health( Depart. 3. Wherever there is a possibility of water and sewage we should consider smaller lots to help pay for the service(the health hazard is also minimized) . ( 3 ) J p Mrs. Miller continued 4. Consider that if you have water, can there be sewage. 5. When working on zoning, watch where you may want to put roads , intersections and set-backs throughout the Town. 6. Anything commercial or industrial must have a special permit from the PB. This is not to say that it would be refused, only that it is a requirement. 7. A hard look should be taken at the area around the airport. We have a large residential area there with a lot of acreage involved. There is little possibility of more residential around the periphery of the airport. Consider light industrial with adequate buffer zones north and south of the zones. The area North of the airport is zoned residential and it-Is doubtful'--if there will be many prople moving into that area . H.CoSan - A self-contained septic system would effect lot size . V.Miller - I asked the County Planning Board about these systems. They are aware of them but haven 't reviewed them recently and feel they might be prohibitively expensive. H. CoFan - Lot size could be contingent upon a self-contained septic system in areas away from high density zones - the North end of Town or where there 's little possibility of sewerage . We should make some provision for the technology we know is coming. D/Hardie - In terms of planning would it be possible for both the Town and Village Planning Boards to meet together? V.Miller - Basically, the boards are planning for 2 different areas - urban and rural. H.Coran - I don't think they'd be willing even if we were. V.Miller - The Village is the only apartment village in the state of N .Y . There are few property owners percentage wise. VI. County Planning Board Since Mrs. Miller will be away periodically for awhile , it' was suggested that an alternate representative be appointed. Adjourned: 10:00 P.M. ( 4 )
