Mr . Hardie presented to the Torn Board an alternate suggestion as
discussed it the PP' meeting Dec . 11 , 1978 : that a non - residential
✓ oad running parallel to Triphammer Rd . , beginning at Peruville Pd .
ald ending at the Cayuga Heights/9te , 13 exchange , be considered .
There would 1 e no driveways and cluster developments would be
e ncouraged .
Mr . Munson suggested discussing this with Frank Liguori , County
Planner .
Mr . Bement pointed out that the Planning Board is merely suggesting
an alternative , one that the P13 feels is feasible and
realistic . It should also be considered that it is
more efficient to move traffic north via Rte . 13 than
the Esty Hill/Lake Shore Dr . route .
Mrn Nagely - Why are they changing the Warren Rd . curve ?
Mrs . Miller - The proposed change has been in the planning stage for
• almost 10 years in order to add 800 ' to the airport
runway . The study was undertaken with Appalachian funds .
II . Town/Village boundaries - re ; zoning - D . Hardie
A joint meeting with the Village Planning Board has been planned for
January 22 , 1979 , to discuss the matter .
III . '.'rater District -- extension of
Mrs . McElwee - A low-key survey of the Lakeview/Sperry Lane area has
been undertaken . The tax map for that area has been
divided and given to 1 ? individuals who are surveying
the people in their map portion . The data is to be turned
over to Tori Miller who will compile the information
and report to the Town Board what areas might be
eligible and at what cost . The informationshould be
available by spring .
IV . Finkeldey Major Subdivision -- B . Bement
A . Background information
B . Would like the TB to consider it as a mutual problem .
C . Discussion
Mr . Munson - Mr . Sharpsteen , Highway Superintendent , reported to
him that he had been approached by Mr . Finkeldey for
assistance with his road . Mr . Sharpsteen replied that
until Mr . Finkeldey went througb. ' the PB he was unable to
gave assistance .
Mr . Nagely - That is the complaint ?
Mr . Bement .r He started physical development before going to the PB
and following the steps as outlined in the SRP ,
Mr . Stevens - What constitutes a major subdivision ?

Mrs . Miller - The number of lots and a public road . The plan for
a :major subdivision must be done by professional
surveyors .

Mr . Sharpsteen o Said he was told by Finkeldey that the PB had
approved the subdivision . Stated he will not look at
anything involving a subdivision without a written
go -ahead from the Planning Board .
Mr . Stevens c Did you outline for Mr . Finkeldey the steps he was
to follow ?
Mr . Bement o Yes .
Mr . Stevens - Has anyone else attempted to follow the steps for a
major subdivision ?
Mrs . Miller m Yes . Mr . Marshall Volbrecht attempted and found he
couldn/t handle it .
Mr . Stevens - ?" e need legal advice at this point .
Mr . Sharpsteen c Mr . Finkeldey has ceased work on his road because :
a ) Mr . Sharpsteen wouldn ' t assist him .
b ) He may have run out of funds .
Mr . "! illiamson - Stated that he would be happy to sit down with the
Planning Board and write a letter to Mr . Finkeldey
telling him he ' s in violation .
Mrs . Miller - Expressed her pleasure at sitting with a Town Board
that will stand behind the Planning Board .
Mr . Williamson - Suggested that the information concerning the
Finkeldey subdivison , date of letters , etc . , be compiled
and a letter of violation be sent by registered , special
delivery mail .
Mr . Sharpsteen •- Would like a letter from the Planning B and
whenever a subdivision comes before them .
Mr . Williamson - Mr . Sharpsteen should be able to depend on the
Planning Board to send him a letter of authorization
whenever they have a subdivision involving a road ,
V . Ordinance Officer c B . Bement
Mrs . McElwee m The definition of the Ordinance Officer and his
duties , as it now stands , is very ambiguous and needs
clarification .
Mr . Stevens o Planning Board members shouldn ' t have to do leg work .
This sort of work could begitimately be part of the
Ordinance Officer ' s duties .
Mr . Nagely -- Suggested the Town Board and the Planning B and
individually compile a roster of duties for the Ordinance
Officer and then compile the tro into a job
classification . Some adjustment in hours and rage
should be made - ah annual salary versus an hourly wage .
Then the job classification w/salary is completed ,
advertise the position .
Mr . Bement .n Suggested there be a criteria for job evaluation .

Officerts position at their next meeting .
Mrs . HcElvree suggested the end of January as the deadline
on this project for both. boards .
