Sharpsteen Re : road design 2 . to be discussed at joint meeting of Planning Board ( PB ) and Town Board ( TB ) tomorrow night , Tues . Dec . 12 , 1978 III . Finkeldey Major Subdivision A . Discussion of situation to date for benefit of new members . B . New discussion . B . Bement - Much work has been done . . . . . at which point is Mr . Finkeldey in violation of Subdivision Rules & Regulations ( SRR ) ? V .Miller - Someone must tell him that the minute he files one sale for a parcel of land , he ' s in violation . •JHardie - Since the PB complied with their responsibilities and the TB did something else , it should be up to the TB to work out a solution . ✓ . Miller - When Mr . Finkeldey approached Mr . Sharpsteen , Town Highway Superintendent , for help with his road design , Mr . Sharpsteen should have asked if Mr . Finkeldey had a permit from the PB . B . Bement - Should we Dress the issue ( of PB control of SRR ) or should we carry on from this point and make the best of it ? P , Vfells - We should inform the Torn Supervisor , Town Highway Depart . and Town Clerk that henceforth , should they get any inquiries regarding SRR , they should refer them to the PB . V,Miller - 1 . By State law , the pB has every right to insist that Hr . Finkeldey present 'iimself and his project to the PB. . 2 , The County Health Depart . should know that Mr . Polaroid pictures be taken of the land in question . 2 . Have 2 members study the SRP in regard to this particular subdivision . 3 . Have 2 members talk with Mr . Finkeldey . 4 . Bring all the above information together. P . Wells - Suggested the PB consult : 1 . firemen 2 , snow removal. personnel 3 . County Health Depart . om . . . . . before talking with Mr . Finkeldey . ✓ . Miller 1. Suggested the PB appoint a member to serve as clerk of the board for Subdivision control . 2 . Let it be understood that the maps submitted by Mr . Finkeldey are sketch plans . T . Kick I . Questioned the reason for showing the possibility of an extension of Finkeldey ° s road through Jim :Swayze ' s land . Why shouldn ' t Mr . Finkeldey have to continue his road - on his own land ? 2 . Then we ' re saying that Mr . Finkeldey has to have a turnaround at the end of his road ? Answer : Yes V . Miller - It ' s well to get opinions of the road from people who will use it , but be sure in the meantime that each step of the SRR is followed . F . Assignments for Finkeldey road , on -- site inspection 1 . P . Wells -• will talk with Town Highway Superintendent , L0Sharpsteen 2 . D . Hardie - will consult Wendy Thompson , School Bus Driver 3 , B . Bement - will consult fire department G . Notification = Mr . Finkeldey will be notified that members of the PB will be visiting his land . IV . Agenda for Joint Meeting A . Triphammer Rd . B . Water District C . Town/Village boundaries re : zoning D . Finkeldey subdivision E . Ordinance Officer F . LOAP office ✓ . Town/Village Boundaries A meeting of this board and the village Planning Board has been scheduled for January 22 , 1979 at the Town Hall . ✓ I . Ordinance Officer B . Bement - The Town Board should be asked how they are planning • to handle the question of enforcement . It costs money to enforce regulations . - 2 •- VII . Triphammer Rd . /Lake Shore Dr . excharge V . Miller - This question was discussed as long as 12 years ago . There is also the question of diverting traffic to Warren Rd . 411 D . Hardie 1 . Mr . Hardie put before the board an alternate idea in planning : a regional , no driveway road running parallel to Triphammer , beginning at Peruville Rd . , running through The Town and Village , west of Pyramid Mall to the Cayuga Heights /Rte . 13 exchange . 2 . The plan wouldhave to be put on an official map with the land designatedfor this .purpose even though it hasn ' t been purchased so that no builder could put anything in its path . 3 , It would encourage cluster development . 4 , This would be an alternate route to Warren Rd . 5 , With this alternate plan it would be advantageous to turn Triphammer Rd . over to the State so they would have to build the new parallel road . B . Bement - Suggested a letter of recommendation to this effect be sent to the Town Board . After the PB meets with the Village PB some kind of statement Re : alternate plan should be made . ✓ . Miller - The land in question could become more valuable with a regional road . We need to get the County Commission thinking about it now . D.Hardie - Suggested it be added to the agenda for discussion with the Town Board . •VIII . LOAP - Lansing Older Adults Program - D . Hardie A . Town organization now housed in the Lansing Methodist Church . The Church feels it ( LOAP ) should be recognized as a Town function rather than a church function . B,Bement - Would there be room at the new fire station ? D . Hardie - Suggested this be put on the joint meeting agenda . IX . Comprehensive Plan Budget p , Wells - Motion a Mr . Wells moved to use the facilities for ✓ eproduction available through Mr . Bement and r'rite a check o n this years budget for an estimated amount . As no second to the motion vas heard , discussion followed . B . Bement - One would think that were the PB to excede its 1979 budget due to the expense of the Comprehensive Plan , it would be justified in asking the TB for additional funds . ✓ . Mi ller 1 . Felt it might not be right to spend money for something we haven ' t been billed for . 2 . Suggested that if we don ' t spend all our 1978 budget and the remainder reverts to the General Fund , that we would be justified in borrowing against the General Fund if we excede o ur budget in 1979 . P . Wells - Felt it should be put on record that if the printing o r reproduction of the revised CP isn ' t completed in 1978 , that the same , less expensive means of reproduction will be used in 1979 , and not a private printer , - 3 - IX , CP Budget - continued T0Kick - Felt that if the official minutes show a commitment by the 410 PB to spend certain monies in 1978 that the commitment should be honored in 19790 L .
