Cogan , B , Bement GUEST : Harry Missirian , County Planning Depart . I . Comprehensive Plan - Harry Missirian. ( beginning page 60 ) A . MOTION : At the suggestion of Mr , Missirian , V . Miller moved to exclude the fisc ,s11 portion of the Comprehensive Plan from the revised edition . Seconded by P ® Wells , carried unanimously . The following are suggestions to be considered by the Planning Board in their review : 1 . Industrial development a delete Proposal 1 - sewage 2 . Policy statement - page 629 # 4 - take under consideration at a later date . 3 . page 68 , paragraph b - suggests intention to acquiree This has been controversial in the past ; the PB may wish to delete . 4 , page 689 # 2 - Mr Missirian advises some form of this be left in , 5 . page 70 , top paragraph , last line - ask Town Board if they wish this policy statement left in . 6 , page 76 - paragraph 4 - is this inconsistent ? 7 , page 10? - Lake Shore Development Plan - " there should be some strategic points publicly owned " - if PB sees meaning in it , leave it in , otherwise delete . It is a bit abstract 41/ as it is , 8 . page 108 , item 2 - specifically ? 9 . page 109 , item a - consider 10 . page 1109 paragraph 2 - donsider paragraph 3 - consider large lots rather than parks here and there . 11 . page 1119 paragraph 1 - goes along ; with para . 3 above it , 12 . page 112 , item 7 - does the PB still wish to consider this ? Mr . Missirian suggested calling Cornell & the City of Ithaca for their experiences with trails . item 8 - worth discussing with the Health Depart . 13 , page 1192 item 11 s Mr . Missirian is preparing another version of this for PB consideration_ . 14 , Fiscal Analysis - a separate brochure of this will be developed by the CPD . 15 , Base Maps a ) The PB should recheck copies for accuracy b ) A minimum number of maps will be delivered to the PB ; more will be available upon request . 16 . Section on assumptions - Mr , Missirian suggested this should be included and will send the PB some examples . B , Mr . Missirian was thanked for his work and suggestions . II . General Discussion - Comprehensive Plan A . It is fair to presume that most of the maps will be replaced with new ones . ,i B . Pictures 1 . will be used for illustration 2 . distribution should be considered - 1 - C . It should be considered that the Comprehensive Plan has a limited life time of approximately 5 to 10 years at the most . • D . H . Cogan - suggested the PB break into 2 sections to study the Comprehensive Plan , thus getting 2 points of view . E . P . Wells - suggested . the PB ask the Town Board for imput on the following : 1 . priority items 2 . areas PB thinks important 3 . advisory points F . H . Cogan - suggested PB study the CP and pull out the priorities to take to the Town Board or its representatives for input . G . P . Wells - suggested the PB set up a plan in a manner which would show priority areas of the CP first and other important areas in descending order . H . V . Miller 1 . suggested PB take the priorities to the Town Board along with their recommendations . 2 . set up criteria for recommendations . I . Study committees : 1 . Hardie , Bement , Miller 2 . Cogan , Wells , Hirvonen J . Committees should : 1 . read the original & revisions privately 2 . compare the old with the new during meetings . III . Minutes - Oct . 1978 Correction : Article VII , A , 1 " If the adjoining Village land should succeed . . . . . . . . . . . . make the zoning of the present rural area . , . . , . . , . . . Mrs . Miller moved to accept the minutes as corrected , seconded by H . Cogan9 carried unanimously by the board . TV , Ordinance Officer Report ( Oct . 109 1978 ) a B . Bement It was suggested by Mr . Bement that when we have a rough cut of the CP revisions , they be submitted to the Ordinance Officer for his suggestions . V . New Members A . Torn Kick will attend in December B .
