Grout , Mr . Mobbs , County Highway Depart . SUBJECT : The possible conversion of Triphammer Rd . into state highway Pte , 34 and the present Rte , 34 , Lake Shore Dr . , into a county highway . Approximately 1 mile of Triphammer Rd . is under the jurisdiction of the Village of Lansing . SPEAKER : Mr . Lucas , State Board of Transportation 411 BACKGROUND 1973 -- Federal Highway Act 1975 meeting of State Depart . of Transportation with officials of Ithaca and Tompkins County , re : ? dera1_ Aid System.. 7 ? - jur i sdict i c :- r. eal i jn :.en. t process started REALIGNMENT PPOCESS involves : 1 . a fair trade agreement - the responsibility for those roads having a high volume of traffic , covering a long distance is assumed by the State in an exchange with the county for a road with less volume and distance 2 . there is no one involved 3 . negotiations are primarily iy 'pit 7. It was projected that by the summer of 1978 the State would have an overview of how its proposal would be received ( that time has been extended ) . 2 . The State won ' t proceed _ with this negotiation until it has a resolution from the Village of Lansing . CRITERIA FOR SELECTION 1 . Triphammer Rd . is classed as a principal arterial , Lake Shore Dr . is classed as a minor arterial , 2 . Traffic counts : • 1977 - Triphammer - 11 750 vehicles per day _ Total , both ways Lake Shore . . 5 , 850 II IT 1977 - Triphammer mall area - 19 , 550 vehicles per day ( both ways ) 1 - VOLUME OF TRAFFIC IMPACT The State feels there would be little change in volume due to this . diversion , as it is primarily used by local traffic DISADVANTAGES 1 , All new entrances onto Triphammer Rdo would require a permit and be subject to review by the State , 2 , The State has no money to change existing conditions at problem points such as the intersections of Triphammer and Asbury and Triphammer and Peruville , ( At this time the County is working on installing flashing lights at these two intersections . ) 3 . Signs would be under State control - could the State order signs taken down ? 40 Would the exchange alter truck routes ? 5e Village ' s new mall light : a ) State would expect Village to complete work in progress . b ) State skeptical about back- up problem with new light , c ) State wouldn ' t remove the light once placed , 0o Any major construction in the next 10 years is doubtful . 7 . The quality of snow removal can ' t be guarantedo QUESTION & COMMENT PERIOD Mr . Nagely - The State should be aware that the corner where Triphammer meets Rte . 34 is a dangerous spot in that Town Highway trucks exit and enter shortly north of that point . Mrs . Furry - Residents are conerned that the State will impose a 55 MPH speed 1 limit on a village road . III Mr . Lucas - The State doesn ' t automatically put a 55 MPH speed limit on a village road . Mr ., Munson - The Town really has no jurisdiction except as input . ( The County has the authority over that portionrunning through the Town . ) The County is now studying a proposal to change Warren Rd . Wouldthe State consider taking over a different road , such as Warren ? ADVANTAGE 1 , Financial responsibility would be lifted . 20 More traffic means more rear and earlier replacement . POLICING 1e Would the Village benefit financially by not having to hire off- duty patrolmen to control traffic during peak or holiday times ? 20 The State Police don ' t have the staff capagilities to police the area more heavily . 3 . The Village would probably be allowed to assume the burden of they so choose , KEY QUESTION Is the State prepared to assume the responsibilities and burdens ; are they aware of the problems ? • PIVOTAL POINT made by Mr . Lucas The State has no funds to make changes ( or hire extra personnel ) . - 2 COUNTER PROPOSAL IIIA counter proposal could be submitted to the State , including questions brought up at this meeting . TRADE PACKAGE A trade package had been scheduled to go before the legislature in Sept . It is being held up by Tompkins County . Action should be taken soon . SIDE NOTE Peruville Rd . is slated to be traded by the County to the State . Municipalitie are not usually - consulted .
