I . Minutes - Mrs . Miller moved to table discussion of the minutes to the
next meeting . Seconded by B . Bement , carried unanimously .
II . Old Business
A . Budget - Discussion began prior to the arrival of Mr . Finkeldey .
For the sake of continuity , this portion will be included with
that which follows Mr . Finkeldey ' s presentation .
III . Mr . Arno Finkeldty - Builder , subdivider
A . Statement of philosophy by Mr . Finkeldey
1 . Mr . Finkeldey wishes to " create better than average homes . "
2 . He usually builds on 5 or more acres .
3 . Mr . Finkeldey "prefers to have people understand his concept
before he/they build , so there are no misunderstandings after
the fact . "
40 He wishes to " create something beautiful and valuable , some -
thing with style and a feel for the area . "
B . Location of land to be subdivided .
1 . East and North of Beckwith property , fronting on Sperry Lane .
C . Projected division of land .
411 1 . 15 lots , each to have 5 or more acres with a few exceptions .
2 . All single family dwellings .
D . Road
1 . 3300 feet of new road , which Mr . Finkeldey hopes to deed to the
Town upon completion .
E . Category according to Subdivision Rules & Regulations .
1 . Major subdivision - anything over 4 lots , regardless of lot
size is considered a mojor subdivision .
F . Topographical description
1 . south flowing slope
2 . rock at 7 feet below surface
3 . gullys and steep slopes divide area into 3 separate layers
( a ) Mr . Finkeldey has used this natural formation as a basis
for his plan . At no point will one level impinge upon
the view of another level .
( b ) The proposed road has had to consider grade problems
because of this formation .
4 . drainage - gully at NW end of road would effectively carry
run - off
G . Lake Frontage
1 . 1873 feet frontage
20 railroad will provide lease
3 . International Salt will provide crossing rights
H . Water Supply
1 . The Health Depart , has indicated that :
( a ) provision of public water supply would be too expensive
( b ) up to and including 4 lots could be serviced by 1 well

III . Mr . Arno Finkeldey , H . Water Supply - continued
2 , Mr . Finkeldey : "Would it be possible to start a new water
• district around the Sperry Lane area ? " thus opening the door
for his development .
Mrs . Miller : Suggested discussing this with the Town Board
and presenting them with a petition for water .
3 . Unofficial sources indicate water located approximately
35 - 40 feet below the surface .
4 . Four ( 4 ) wells could possibly service the whole development .
Health Depart . didn ' t indicate that wells had to be in a
specific location .
5 . It was suggested that a private water association be considered ,
fashioned after the one presently being used by residents of
Yellow Barn Rd . in Dryden .
6 . Mr . Finkeldey will know more about the water situation in
a few weeks .
I . Road
1 . road slopes west and downhill
2 . road would end in turnaround not indicated on map
3 . Should it be necessary , the road could possibly swing around
and up to meet the original entrance from Sperry Lane ®
4 . Planning Board felt the Town might require the road to turn
around .
5 . The road is planned to fit the natural contour of the land .
Drop- offs below the proposed road would make location changes
difficult ,
6 . PB member - is there any problem involved in having the road
go beneath power lines ?
7 . Mr . Finkeldey felt his proposed road met a great many of the
requirements and that , as yet , he hadn ' t seen a better way to do it
8 . PB member - The PB has found in the past , that the Town rill
not accept a dead end road unless it has the possibility of
extending and connecting up with another road .
9 . The end of the road is the problem .
( a ) a dead - end closes off adjoining land for future development
( b ) if there was a possibility of a road along Jim Swayze ' s
land , it would leave the door open to future
development .
( c ) Mr , Finkeldey could see no topographical problem in
swinging a road up through Swayze land
( d ) It was brought out in discussion that the presence of a
cul - de - sac such as Mr . Finkeldey indicated wouldn ' t be
as great a deterrent to the acceptibility of the plan if
there was the potential for the removal of the cul - de - sac
and the extension of the road across the adjoin : nks

( e ) ::.r . Fl. nkke1eey should definitely show the turnaround at
the end of the road when he presents his map to the TB .
J . Procedure
1 . Step 1 • Major SRR Flow Chart has been completed .
2 . Step 2 - Mr , Finkeldey will submit 4 copies of his map to
Mrs . Horky and pay the $ 5 . fee . He will also arrange for
PB members to go over his property in the near future .

hiring an engineer for SRR ?

4 . MOTION V . Mi_ iler moved that Chairman D . Herdie approach
Fred Edmondson9 former PB member , and ask if he would study
the Finkeldey maps go over said property with the PR , and
give his professional opinions withor without a fee .
Seconded by B . Bement , carried unanimously °
IV . Old Business
A . Budget a see attached copy
1 , Mrs . Miller feels TB will ask for revisions of zoning ordinance
and SRR and that money should be allocated for printing costs .
2 . Since the 1978 budget money has not been entirely expended ,
the PB may wish to hire the Ordinance Officer to come to some
of the meetings during the next 3 months .
3 . Mrs . Miller said the TB wishe6 to have the Zoning Ord . and
SRR revisions FAST .
4 . Mr . Cogan re : printing of Comprehensive Plan . Would prefer
to hire a community business rather than the Univ . Press .
5 . The Contractual quote doesn ' t include an allocation for
printing of rev ised ordinances . Mrs . Miller suggested raising
that figure to $ 1500 .
B . Ordinance Officer
1 . Mr . Cogan - Duties should include :
( a ) PB meetings - attendance time to be limited to a
regularly scheduled slot on the agenda
( b ) official business - licenses , etc . ( not clerical )
2 . Must have :
( a ) indication of TB ' s feeling
( b ) indication of jobs ' official status - civil servise ?
( c ) Town Attorney ' s feeling
3 . If TB approves of PB assuming responsibility for Ordinance
Officer , PB should draw up
( a ) duty roster ( job description & salary )
( b ) performance evaluation
4 . PB can ' t officially employ Ord . Officer - TB can delegate
supervision of Ord . Off . to PB .
5 . MOTION : It was moved to pass the budget with the amended
figure subject to the agreement of the TB and Town Attorney
that the Ordinance Officer comes under the jurisdiction Of
the PB . So moved by H . Cogan , seconded by V , Miller , carried
unanimously by the board .
C . New Members
1 . Tom Kick a available after Nov . 15 . Members enthusiastic .
2 . Marge Kearl - didn ' t feel she could do justice to the job
at this times but would enjoy working on the board after
another year .
3 . Loren Montague -would be delighted . Members pleased .
40 Sally Clark - yes , considered it an interesting and
challenging opportunity .
• 5 . Mary Steinhart - unavailable
The Chairman will submit the names of Tom Kick , Loren Montague ,
and Sally Clark to the TB at their meeting tomorrow night .

V . Comprehensive Plan
Help Limited has completed the typing of the revised section of the
Comprehensive Plana Mr , Cogan asked the Town Clerk ' s office to
prepare seven ( 7 ) copies for the meeting tonight , however they
cannot be found °
VL , Town Board Meeting report - BoBement
A . Letters of resignation must be turned over to the Town Board ,
Bo TB members didn ° t feel that geographical placement of residence
was the most important qualification for new members .
Co The TB felt strongly that the Comprehensive Plan should be
brought up to date and referred to as a guide .
Do As they rill be working on the budget , they requested that
a PB member not attend for the next 2 meetings .
VII , County Planning Board - V , Miller
A . Mrs . Miller has been appointed to the County Transport Commission
as an alternate
IK . PB Officers
MOTION : As the loss of two members has left the Planning Board
without a Treasurer and Vice Chairman , D , Hardie moved to have
Pete Wells assume the office of Treasurer , and Viola Miller the
office of Vice Chairman ° Seconded by B0Bement , carried unanimously
by the board °
