Cogan GUEST SPEAKER : Harry Missirian , CPD I . Minutes Approval and discussion were tabled until next meeting . II . Correspondence A . Site Development , Plan Review ( NYS Depart . Of State ) Mrs , Miller presented her copy , newly received , to the board . B . Letter of resignation from Jerry Burke Co MOTION : Mr . Bement moved that letters of recognition and thanks be sent to both L . Winter and J , Burke ® Seconded by V . Miller , carried unanimously by the board . III . New Business - Budget A . The Torn Board has asked that the Planning Board submit an estimate for 1979 . The estimate should include the following : 1 . printing costs for ordinance revisions 2 . printing costs for Master Plan revision 3 . clerical and material costs 40 provisional amount for Ordinance Officer salary , should TB agree to this arrangement B . Discussion . 1 , recording secretary shall estimate her salary , to include possible extra duties re : Master Plan revision . 2 . Mr . Missirian will report on salaries of other part - time Ordinance Officers in the area 3 . The question of whether or not the PB could hire the Ordinance Officer for just Subdivisions or all zoning plus ordinances was raised . The Chairman will investi - gate this matter . 4 . A meeting will be held on Sept . 26 , 1978 to put the data. together , C . The Chairman asked P . Wells if he would undertake to work up some figures for the budget . Mr . Wells accepted and was duly appointed . IV . Old Business - Master Plan - Harry Missirian A . During the course of the presentation and ensuing discussion , the PB members agreed that the term Comprehensive Plan rather than Master Plan more suitably expressed the aim and purpose of the project . Henceforth it shall be referred to as the Comprehensive Plan . B . Mr . Missirian brought to the attention c$ f the board that the Lehigh Valley train tracks are being abandoned and that cities and towns have preferential rights should they wish to retain the tracks . As there is only a small segment of track in the Town of Lansing to be abandoned , the board preferred not to address itself to the matter at this time , 110 1 - IVa Master Plan cum Comprehensive Plan - continued 411 C . Mr . Missirian quoted the area of the town as encompassing 64 . 48 square miles and the village at 4 . 72 square miles . D . Mr . Missirian suggested that the new Comprehensive Plan be a concise over - view with many graphics , and with this in mind he has gone through the first 60 pages of the Plan making deletions and the following changes : 1 . page 1 - a new abstract will be prepared by the CPDD 2e Cover Letter - will be written in the guise of the PB chairman writing to ' the Town Supervisor . 3 . Table of Contents will be revised . 40 . list of Planning Board nember names rill be placed before the cover letter . ( A list of Town Board members , Planning Board members , administrative officers , etc . will be listed at the back of the Plan . ) 5 . Forward .-0 changes & deletions . 6 . Population pages 5 — 16 -- will be replaced with an introduction and tables . 7 . Statement of Problems - page 17 - changes . A completely opposite situation now exists . Map - page 45 The PB will discuss the suggestions made by Tom Neiderkorn , professional planner , G . Traffic ; speeding problems on town roads 1e post more speed signs 2 . contract lay enforcement officers for more patroling Ha Density 1 . designate medium , low and rural rather than hign , medium and low 20 differentiate the acreage for each density beginning with 1 acre Io Official Town Map 1 . a legal document Jo It vas suggested that the Planning Board might wish to con - sider making a policy statement discouraging business ventures in areas where there ' s little hope of success , when the present study has been completed . K . MOTION : It was moved and seconded to employ the agency Help Limited to type the first 60 pages of the Comprehensive Plan with the changes and deletions made by Mr . Missirian . So moved by B0Bement , seconded by P . Wells , carried unanimously by the board . V . New Planning Board Members A . The following candidates were suggested and will be asked if they would consider membership : 1 . Loren Montague 2 . Barbara Meil 3 . Sally Clark • 4o Tom. Todd The above to be called by H . Cogano - 2 - - ✓ . New PB members - continued . 5 . Marge Kearl - Mrs . Miller will call 6 . Tom Kick D , Hardie will call 7 . Mary Steinhart - B , Bement ✓ I9 Chairman D . Hard.ie will call Mr . Munson to discuss the Planning Boardes position in regard to the Ordinance Officer . ✓ II . Town Board meeting cc B , Bement will attend . ✓ II . Subdivision Rules & Regulations - Letter will be sent to Mr . Horvath IX . MOTION : B , Bement moved that the Planning Board send a letter to the County Board of Representatives commending Mr . Harry Missirian for the extensive work and guidance he has given the Planning Board . Seconded by H . Cogan , carried unanimously by the board . The Chairman entertained a motion for adjournment at 10 : 45 which met with a unanimous aye vote . 411 - 3
