II0 Minutes
April 109 1978 - BoBement moved to accept the minutes as read ,
seconded by L0Winter , carried unanimously .
III . Master Plan - Maps
Aa LoHirvonen presented the completed , data- filled maps to the PB .
Bo MOTION : It was moved by V , Miller to have the recording
secretary tabulate and key each map . In addition ( B , Bement ) ,
the recording secretary shall transfer the tabulated data to
another paper in such a way that Mr . Missirian ( CPD ) can
juxtapose the figures from the last tabulation ( 1970 ? ) and
include any observations he may have on changes or trends .
Mr , Missirian shall be notified that the PB requests his obser -
vations be directed toward the determination of trends and the
possibility of land -use controls . All material shall remain
the property of the Planning Board ; copies will be sent to

Vo Subdivision. Rules end Regulations - VoMiller
A . The Town Board may be considering asking the PB to change
Subdivision R & R to conform to County Subdivision R & R which
would eliminate minor subdivisions ,
B o Ordinance Officer doesn ' t feel it is an ordinance because there
is no penalty given or that it falls within his domain .
C . Planning Board has absolute authority re : Subdivision R & R .

D . Motion
• 1 . It was moved by V . Miller , seconded by L . Winter , to
inform the County Clerk , in writing , that no sale in-
volving a subdivision of land in Lansing may be filed
without first having the approval and signature of the
Planning Board .
2 . Discussion of the motion .
( a ) B . Bement - . . . felt PB should not have to supervise
subdividers . . . . . if County Clerk is doing her job ,
no one can subdivide without Planning Board approval .
( b ) H , Cogan - . . . if there ' s a chance someone thinks
the Subdivision R & R are unenforceable , we should
have a legal opinion . . . . .
( c ) Discussion of philosophy of PB , why we ' re working
in a certain direction , etc . . . . .
( d ) H , Cogan - 00 . suggested motion be withdrawn in
favor of a. new approacho . . . . ask Town Attorney if .
we ' re on firm legal ground and if so what steps
would he take to inform the general public ,
especially banks ?
3 . Mrs . Miller withdrew her motion .
E 0 MOTION
V . Miller moved to have the Chairman D . Hardie attend the
Town Board meeting tomorrow night , ( May 9 , 1978 ) in order to
ask the Town Attorney what steps , if any , we have to go
through to see that enforcement of the Subdivision Rules and
Regulations takes place , with a written reply by May 189 1978 .
• Seconded by L . Winter9 carried unanimously .
VI . Retirement Home - V . Miller
A . Funding is being sought for additional buildings in the
complex for town use .
B . The site adjacent to the town recreation field - off Rte . 34 -
has enough water with 3 wells for Board of Health approval .
C . Projected size
1 . 36 units - 1 bedroom
2 . 2 units - 2 bedroom
D . Formal application for funding has been made to FHA since
all questions 3 ? m to have) been answered .
