A . It was moved by S . Weeks to accept the minutes of
14. Feb . 1977 , seconded by J . Burke , carried by the board .
B . B . Bement moved to accept the minutes of 28 March 1977
as corrected , seconded by J . Burke , carried by the board .
II . Old Business
A . Town Board Minutes
A round robin method of circulating the notes will be
followed so each member may read them at his leisure
and time will not be used at meetings .
III County Planning Board - S . Weeks
A . SEQR report - State Environmental Quality Review Act
1 . Development formula
a ) 1 April 1977 - local governments should have
something formulated , i . e . law , resolution ,
ordinance , etc .
411 b ) 1 June 1977 - procedures forenforcing said
law , ordinance , etc . should be developed .
c ) 1 Sept . 1977 - private segments must be
covered by said law , etc .
2 . County Health Depart . will become enforcing agent
since no building permits are required .
3 . Handbook for local governments - local governments
may use the specifics set down by the state in
this handbook , or may upgrade .
4 . Article 78 - No penalty is involved if the town
doesn ' t implement a law , but if it isn ' t done , a
citizen may bring a suit charging negligence ,
capricious action , etc .
5 . It shall be reported to the Town Board that a
member of the PB attended the SEQR meeting , and
that the PB would appreciate hearing from them re :
a ) when they make their decision and how they will
handle it .
b ) the difficulties it presents to local government .
B . Route 96 - maps outlining alternatives
1 . . All maps were studiede a a
p with regard rd to traffic flow
and displacement of residential and commercial
edifices .

411 2 . County Planners feelthat City Scheme U3 Modified
would be most favorable if it were modified to
loop west of the Station Restaurant with no right
angle turn . It has the fewest displacements -
1 residential , 8 commercial .
3 . The PB felt that much Cornell traffic flows down
Rte ® 13 and that a more northerly turn off Rte . 13
should be considered .
40 If there is no consideration of a bridge further
north , the PB will go on record as favoring the
following 2 plans :
a ) Rural - R2
b ) City - U3 Modified + modifications
IV . Land Use
Much discussion ensued as to pros , cons , feasibility ,
alternatives , methods , objectives , etc . It was generally
felt that this would not be an appropriate time to discuss
it with the TB .
