Question : If one parcel of 3 acres , 300 ' road frontage is sold , then , another adjoining parcel of 3 acres , 300 ' road frontage is sold to the same party , and each parcel is subdivided , do we have 2 minors or 1 major subdivision ? Answer : page 3 , letter F ? illegal under state subdivision laws ? II . General Plan Guests : Frank Liguori , Commissioner , County Planning Depart . ( CPD ) Harry Missirian , assoc . planner A . Discussion - highlights of : 1 . CPD ' s concept for growth - selective communities 20 interaction between area planners could be encouraged by housing all planners in one building , each with own staff 3 . CPD can help area planners by : a ) conveying alternatives of development b ) assisting with comprehensive view of town ords . & regs . • 40 possible selective communities : a ) Warren and Farrell Rds . - destined for more growth b ) S . Lansing , Ludlowville , Myers - definite service problem 5 . CPD would encourage large lot development 6 . unless an area has a population of at least 1000 , it would be impossible monetarily to provide water and sewer services 7 . 50 year sewage study projection : unfeasible to expect sewer services in Town of Lansing during this time except possibly the Farrell and Warren Rd . area 8 . lot size - CPD would suggest minimum of 1 acre for minor subdivision , 11 acres outside developed area Example : Danby - 1 acre minimum in Nelson Rd . area , 21 acres outside Danby proper 9 . Airport - impact - major study in progress 10 . predicted county growth by end of century : 20 , 000 a ) 6% in Ithaca urban area b ) 20000 in rural areas like Lansing 11 . Myers , Ludlowville , S . Lansing - might better discourage growth if providing public services not feasible 129 foresee drop- off in multiple dwellings 139 enforcement of state codes optional at local level 149 all other towns feel lack of professional expertise at planning level 15 . CPD will assist in formulating ordinances , etc . 16 . policy decision made by LPB , and endorsed by CPB , which 11, is a direct arm of the government , is more powerful then the Health Depart . ( re : lot size ) 17 , recognizing through the 50 year study that water and sewer will not be available during that time , a court would say 4- acre not enough 18 . lateral sewers - only if Congress provides funding 19 . land must be set aside for sewage systems in mobile home parks 20 . report on Cayuga Station will be forwarded to LPB B . Recommendations 1 , discuss potential impact of selective communities on Lansing 2 . decide if Lansing has any possible selective communities 3 , when decisions made , contact CPD for further guidance re : General Plan 4 . encourage large lots and severe limitations on subdivisions III . Calender A . 9 February 1976 - regular meeting 1 , discuss selective communities and decide if Lansing has possible sites 2 , elections B . 23 February 1976 - meeting to be held at County Planning Office - CPD gill help us put down on paper some of our ideas and decisions .
