TOWN OF LANSING PLANNING BOARD

I . O ' Rear sub - division
A . Letter from the Health Department presented confirming
sewage requirements .
II . Lansing Civic Association
A . Members of the board were invited to meet with the executive
board of the LCA in an informative session .
B . The LCA is concerned about the need to publicize the
ordinances and is willing to work with the board to this end .
III . Speaker , Mr . Tom Neiderkorn , professional planner
A . Sub - divisions
1 . recreation facilities required in both major and minor
2 . Mr . Neiderkorn will draw up a chart of procedure , flow
d iagram , for reproduction
3 . all ordinances valid outside zoned area
4 . sub - divisionwregulations are not an ordinance , as the
g overning body doesn ' t " adopt " a sub - division - the
Town Board gave " approval " authority to the Planning
• Board , and , therefore , a sub - division cannot be filed
w ith the County Clerk until it has Planning Board approval
C . Planning Board has authority to review a sub - division
that may have been filed preceding instigation of the
✓ egulations , but hasn ' t been developed
6 . the original owner who sells the lots is the sub - divider
7 . state law requires a public hearing on all sub - divisions ,
but the Planning Board could waive this requirement under
certain circumstances
8 . a preamble to the regulations will be developed , stating
intent and purpose
9 . said preamble could be sent to all major landowners
10 . signs could be erected to inform all who enter the
Town of Lansing that said town has certain ordinances
and regulations .
11 . roads - Planning Board must be satisfied with design ,
Town Board interested in construction - it is the
✓ esponsibility of the Planning Board to accept or reject
design
12 . major sub - preliminary plat - could require there be a
seal or some other device to show it was done by a
qualified professional - shouldn ' t be the responsibility
o f the Planning Board to do actual design
13 . is it reasonable to ask what future plans are when
someone sells a lot ? Answer : yes

• 14 . after 4 lots are sold , it ' s reasonable to ask what
future plans are , and at that time may classify as minor
15 . new owner comes in for another sub - division when land
adjoining a sub - division is sold
16 . adviseable to have a sketch plan for a 2 lot division ,
but may waive all additional requirements and give approval
17 . the Planning Board officially stated that of Mr . Neider -
ko .r_ ns suggestions , #3 is the option they wish to adopt
18 . perhaps advise adjoining landowners of projected sale if
public hearing requirements waived
19 . interested residents voiced their disapproval of the
recreation facility requirement
20 . sub - division regulations go back to what ' s stated in the
General. Plan
21 . it was suggested that the total data for a minor division
be compiled into one plan , and the same method used for
a major division
22 . wouldit be beneficial to post single lot sales on a
bulletin board in the Town Hail ?
23 . the right to require a public hearing is always reserved
24 . notify land surveyors and planners of sub - division regs .
25 . Mr . Neiderkorn will have a draft of his revisions ready
for the board ' s review by January
B . Zoning and Master Plan
1 . the board will meet with Mr . Neiderkorn after it has
reviewed the Master Plan - attempt final action by spring
2 . contact Bob Hanson concerning funding for this project
3 . policy section - revise and submit to Town Board first ,
then work on physical aspect of plan
4 . invite village to sit in on revision sessions
C . Mobil Home Park Ordinance
1 . fire - resistant skirting - required in order to decrease
combustion possibility in a high risk area
