I . Minutes of 3 previous meetings postponed .
II . Ordinance Officer - Norm Stanton - sign applications
A . J & F Body Shop - 1793 E . Shore Drive
1 . size - 4 ' X8 ' = 32 sq . ft . ( ordinance allows 2 this size )
2 . 10 ' set back requirement met
3 . no lighting

2 . already 5 existing signs totaling 59 . 61sq . ft . -
ordinance specifies cannot exeed 50 sq . ft .

C . The members of the board present informally requested
approval of A and denial of B .
III . O ' Rear sub - division
A . PB member , F . Edmondson , will not approve the road as
it is now .
1 . curve too sharp
4102 . driveway almost directly in line with road
B . After consultation , Mr . Edmondson and Mr . Sharpsteen ,
Town Highway Supervisor , agreed to conditional
approval with the exception of construction , location ,
and drainage devices of the road bed which will be
reaccessed in the spring and improvements made at that
time .
C . S . Baughman brought up the fact that the PB had never
seen a copy of the Health Depart . certification and it
was decided to also make this a condition of acceptance .
IV . Lansing State School
A . A resident reported to L . Winter that effluent from the
school was emptying into the stream .
B . Members of the board agreed to investigate the situation .
C . Note was made that the State had agreed at one time to
solve the problem .
V . Question was raised about the size of the daily blasts in
the quarry by the Besemer Co . . Would it be proper for the
PB to look into this matter ?
VI . Ordinance Officer - Norm Stanton

A . Reported no contact with E . LaVigne ( TB )
B . Discussion followed on the economic feasibility of
a project supported entirely from within Lansing .
Co It was suggested that Mrs . Winter speak directly
with Wesley McDermott , Town Supervisor .

In order to provide for the general health , safety and welfare of -
the . residents of the Village of Lansing , the Planning Board adopts
• the following goals :
•
1 . To provide a balance of residential , commercial , industrial and
. recreational development in order to produce a satisfying living
and working environment , while preserving and enhancing the . .
natural _beauty of the area : .
• a . By encouraging the improvement of existing facilities within
• the residential , bommercial - and industrial areas of the Village ;
b . Ry encouraging planned . development of a variety of housing ;
c . By encouraging planned commercial development appropriate to
• the needs of the Village and coordinated with the needs of
neighboring municipalities ;
d . . By encouraging planned development of light industry in
appropriate areas ; -
e . By planning and developing adequate parks and open space areas
as places for recreation and relaxation ;
f . By encouraging visual and physical buffers to enhance existing
and new development in order to provide harmonious blending of
different land uses ; •
g . By encouraging the preservation of . those areas or structures
that may be of historical significance .
2 . To provide adequate public services at reasonable costs :
a . By planning the most efficient . and safe road system within
w the financial means of the . Village , with adequate controls
on the speed and flow of traffic ; •
. b . By encouraging the development of public etransportaion in
cooperation with neighboring municipalities ; • -
e . By encouraging the extension of public sewers , where economically
feasible , to areas of demonstrated need and by encouraging
private sewer facilities which meet Village standards where
costs of public sewer construction would be prohibitively high ;
d . By encouraging provisions for adequate fire protection and public
safety in cooperation with neighboring municipalities .
3 . To maintain an information system that will keep up with , anticipate ,
and adjust to social and economic changes in the community and
the area :
• a . By encouraging citizen participation in the planning process ;
b . By providing an active Planning Board the facilities to monitor .
changes affecting the Village .
