TOWN OF LANSING PLANNING BOARD
• Date : 27 October 1975
Time : 7 : 45 P . M .

I . O ' Rear sub - division - Final plat , minor sub - division
A . Water requirements reviewed ( see minutes 14 July 1975 )
B . Health Depart . requirements - written approval given
for 4 septic systems
C . Building on Rte . 34
1 . shed - like structure to north to be removed
2 . upstairs remodeled for apartment
D . Road
1 . town has indicated it will assume maintenance
when there are at least 2 homes
2 . village indicates it will grant easement to Town
for 200 ' within village
3e tee structure at base of road has ears extending
over the required 80 ' for turn around - eventual
required loop construction may be negated by
easements
4 . Question : do rural residentional zoning requires
ments for road frontage apply ?
Answer : requirement wouldn ' t apply since road is
private at this time and easements present for
• additional frontage . Once a final plat is approved
all variances are implicitly implied and build -
Ing permits issued automatically .

E . MOTION : It was moved to accept the final plat of the
O ' Rear sub - division , subject to approval of the road
by PB member F . Edmondson , with special attention
called to the O ' Rear driveway entrance . So moved by
L . Roscoe , seconded by L . Winter .
II . Bicentennial
A . In accordance with the wish of the Town Board to plan
something constructive and of use in the future , the
idea of a retirement home for the elderly was dis -
cussed .
B . The Lions club and other groups have expressed an inter -
est in joining a plan of this magnitude .
C . Mrs . Miller now serving on a committee to research the
possibility of a retirement home in Lansing .
D . MOTION : The Planning Board moved to support a bi -
centennial effort in the direction of assistance
for the elderly . So moved by B . Bement , seconded by
L . ? Roscoe .
E . L . Winter reported that she had been unable to contact
E . LaVigne ( TB ) for collaberation on town project .
. A letter will be directed to Mr . LaVigne expressing
our desire to move ahead as quickly as possible .
III . Sub- division regulations - review of T . Neiderkorn ' s
suggestions .
A . Mr . Neiderkorn ! s preference - #3 - discussed .
1 . would allow PB to waive public hearing on divisions
under 3 lots
2 . 3 to 4 lots would then be a minor sub - division
B . Enforcement aids discussed
1 . regular report of land sales
2 . letter to bar association
3 . letter of approval from PB before County Clerk
can record a transaction
C . Special meeting with T . Neiderkorn to be held at his
convenience during week of Nov . 18 , 19 , 20 to discuss
questions on sub - division regulations .
D . Question for Nr . Neiderkorns what happens when a
small part of a large parcel of land is sub - divided ,
the larger parcel subsequestly changes hands and
the new owner wishes to sub - divide ? Does the new
owner start over , with a new sub - division , or is it
still considered part of the original parcel of land ?
IV . Mobile Home Park Review Report - D . Hardie , B . Bement
A . Procedure
1 . discuss proposed changes with PB
2 . discuss with disinterested party who has a
successful park outside Lansing
3 . discuss with park owners in Lansing , individually
o r in small groups
4 . stress cooperation ; working with the people
B . Proposed changes
1 . Time limits on requirements - from 60 days to 1 yr .
2 . since there are no licensed parks in Lansing at
this time , all existing parks will be treated as
"new " parks , and therefore in violation ; for lack
o f license and/or per requirements contained in
o rdinance . V . Miller
3 . official notification of violation made to park
owners and then time allotments for completion of
requirements , with each step being reviewed by the
PB
4 . clarification of mobile home " stand "
5 . review practical tie - downs
6 . ask Health Depart . to specify what criteria they
u se ( res septic systems ) in accepting a mobile home
park location
7 . priority list for existing parks for step -by - step
completion of requirements - to avoid undue hard -
ship
C . Discussion - the planning board commends Mr . Hardie and
Mr . Bement for their work , agrees in general with
their proposeis and will cooperate and be willing to
meet with park owners at the proper time .

• Vo Mrs . Barbara Irish - chairperson , Village of Lansing
Planning Board - -Mrs . Irish spoke on the general thrust
of the village planning effort . Considerable discussion
followed as to how the efforts of the village and the town
could be made to compliment each other . Some of the points
touched on were :
A . Goals - general
B . Commercial growth - where placed in town
C . Sewer study
D . Planning aids - Cornell students , HEW
E . Zoning enforcement - high weekly fines
F . Cayuga Mall - what did town sepcify ?
G . Roads - tie - up with town
H . Sign ordinance - possibility of working together
I . Paid professional help - available funds , 701 funds
The thanks of the PB were extended to Mrs . Irish for taking the
time to be with us .
