A . Planning Policy - ad hoc committees formed for special
studies and ,/ or problems .
B . Studies
1 . Economic Base Study - corridor between Ithaca and
Cortland
2 . Cross Town Study ( Ithaca ) - now defunct -
3 . Modification of Y2 - reconstruction of Warren Rd .
to accommodate increased industrial traffic - next
big project for the area .
4 . Recreation study
5 . Land - use policy study - study most pertinent to
Lansing .
a . uncontrolled sprawl - easier & cheaper to build
along highways
b . lineal movement - corridors of growth
c . selected community development - most favored
by county planners
1 . concentrate the development of sewer , water ,
andhuman services in selected areas
2 . possibility of mass transit to connect
communities
3 . Lansing land - use problems : sprawl , sub -
standard development , uncontrolled develop .
C . Functions of County Planning Board
1 . payroll for base studies
2 . to coordinate movements
3 . by law , to generate sewer agencies
II . Bicentennial plans
A . Lansing Central School - the only group at this time
to have definite projects and functions planned .
B . Ed LaVigne ( TB ) suggested that a member of the planning
board work with him to consolidate ideas on goals and
on how to operate .
C . Members of both boards agreed that any project under -
taken in the name of the bicentennial should be some -
thing practical and far - reaching over the years to come .
D . It was agreed that this would be a Town project ,
divorced from any county - wide project .
. E . Questions raised :
1 . should it be done collectively with other groups in
the town ?
2 . should it be something of benefit to the elderly of
the town ?
F . Planning board will discuss at nest regular meeting .

A . Problems
1 . methods and procedures of enforcement
2 . how to gain compliance with mobile home park
and sign ordinances and sub - division regulations .
3 . how to alert , inform and help people re : ordinances
B . Suggestions - problem #1
1 . possible changes in the ordinances to allow the
planning board to waive requirements for a
certain length of time
2 . reemphasize the respective roles of the enforce -
ment officer , planning board and board of zoning
appeals
a . enforcement officer - as name implies ; town
board employee , working in conjunction with
the planning board and board of zoning appeals
b . planning board - to aid residents in inter -
preting ordinances and complying with said
ordinances ; generating co - operation between
town government and residents
c . boardof zoning appeals - further interpreta -
tion of ordinances and variations thereon
C . Suggestions - problem #2
1 . B . Hi. 11iard ( TB ) - a meeting of trailer park owners
and planning board members
2 . D . Hardie ( PB ) - the possibility of having the
planning board set up charts of procedure for
•. review by the town board , to ensure equal treat -
ment for all
3 . reminders to land - owners with 2 or more trailers
that 3 trailers constitutes a park
4 . stress co - operation between planning board and

1 . V . Milier ( PB ) - for those with possible violations
o f ordinances , a form letter with a copy of the
pertinent ordinance and an invitation to visit and
discuss the problem with the planning board
2 . possible clarification of planning board position
in mobile home park ordinance
3 . W . McDermott ( TB ) - notify members of the bar assoc .
concerning existence of sub - division regulations
IV . Town board was asked to discuss and decide if they wish
the planning board to review the junk yard ordinance .
