M . - Dale Congdon minor sub - divisions A . Locations 1 . Four parcels on Rte . 34 , north of Buck Rd . bound by Rte . 34 on the west , Davis on the other 3 sides . 2 . Four parcels on Searles Rd . , west of Rte . 34 , bound by Searles Rd . on the south , Reeves ; Davis and Rager/Zifchock on the other 3 sides . • B . Public notice from the Ithaca Journal read by F . Edmonde son . C . Surveyed maps submitted as sketch plans . 1 . Note made that all members of the board have either walked or viewed the area . D . Discussion from the floor : 1 . Ms . S . Zifchock presented the board with a petition in protest to sub - division #2 ( see above ) , signed by 19 residents of Searles Rd . , citing the follow - ing objections : a . increase in population in an agricultural area b . drilling of new wells could effect present wells , which has happened in the area c . increase in drainage will effect the surround - ing properties d . existing road cannot handle the additional traffic , and residents on the road have a petition on file at the Town Hall rejecting any widening or re - surfacing of the road e , additional pollution f . effect on the ecology Also suggested was a no - growth or slow - growth policy for the future . 2 . It was pointed out by Mrs . Miller that the Health Depart . has jurisdiction over many of these points . 3 . Mrs . Miller also noted that the planning board has 410 to approve or disapprove a sub - division according to the rules and regulations set down by higher authorities . Public Hearing ( cont . ) 4 . Discussion on misprint in new copies of sub - • division rules and regulations - p . 22 , " major " o mitted . 5 . Question : J . Lee - are pert tests made on each lot ? Answer : Not at this stage of planning - later . 6 . C . Zifchock and other residents stressed the point o f poor drainage . 70 In regard to questions from the floor , it was n oted that the planning board , the town board and the residents have neither authority nor say in what goes on the land ; it is only with land - use Tom/Ting that this can be achieved . 8 . C . Zifchock questioned whether safety signs could be placed on Searles Rd . due to the large number o f children in residence . In reply , the planning board noted that they have no jurisdiction over signs and referred the residents to the Town High - way Depart . E . Hearing closed : 9 : 00 P . M . Regular meeting reconvened at 9 : 15 P . M . V . Dale Congdon sub - division ( cont . ) A . Note taken that so far all requirements have been met , and all information received . B . S . Baughman pointed out the laxity of the Board of Health in not making a perc test on the Searles Rd . • property . C . MOTION : It was moved by B . Bement , seconded by F . Ed - mondson , to have Mrs . Miller approach Dr . Gaffney , chairman of the Depart . of Health , with the suggestion that the Health Depart . make at least one perc test in each sub - division rather than a test in one sub - division out of several , since we do have sub - division regulations and have tried to co - operate with the Health Depart . Carried by the board . D . MOTION : F . Edmondson moved to give approval to Mr . Congdon ' s sketch plans for 2 minor sub - divisions , with a strong suggestion that encouragement be given to Mr . Congdon to consult with the neighbors to east and west of his Searles Rd . property to work on good surface drainage in the area . Seconded by B . Bement , carried by the board . VI . The question of what is a sub - divis &. on and what we can do to clarify the regulations was again discussed . Members were asked to bring in suggestions on how to streamline the procedure . VII . The planning board would like to have a list of people known to have sub - divisions at present and to have on file maps of what has been approved by the Health Depart . 411 VIII . The next regular meeting of the planning board , 22 Sept . 1975 , will be held as a special meeting with members of the Town Board invited . ( 2 ) IX . The board discussed approaching the Town Board for their approval of the possibility of having a form letter rea ordinances , requesting a review of exist - ing signs or mobile home parks ( as opposed to enforce - ment ) , to be accompanied by a copy of the pertinent ordinance . X . MOTION : It was moved to approve a letter drafted by the secretary , B ® Bement , re : an additional stop sign on Milliken Station Rd . to be directed to Wm . Mobbs , Tompkins Cty . Highway Depart . , copy to the Town Board . So moved by F . Edm.ondson , seconded by L . Winter , carried by the board . XI . D . Hardie suggested obtaining literature from the Nat . Assoc . of Mobile Homes and to have it available to the public at the Town Hall . Adjourned : 10800 F . M . 411 410 ( 3 ) 110 TO : Mr . William Mobbs Tompkins County Highway Department FROM : William N . Bement , Secretary Town of Lansing Planning Board D ear Mr . Mobbs , Recently , when the planning board was touring t he northern-- part of the Town of Lansin , we - noticed a hazardous situation existing for drivers approaching Route 34B from the Milliken Station Rd . The present stop sign , because of a curve to the south of Milliken Station Rd . just as it intersects with Route 34B , is not visible to the driver coming up the hill until he is practically into the intersection . We request that a second stop sign be - placed on t he north side of the Milliken - Rte . 34B intersection which would be visible considerably fartherclown the h ill and contribute greatly to the safety of this intersection .
