TOWN OF LANSING PLANNING BOARD
41/1 Date : 12 May 1975
Opening Time : 7 : 45 P . M .
Present : V . Miller , F . Edmondson , L . Roscoe , S . Baughman , B . Bement
L . Winter , D . Hardie
Minutes of previous meetings : F . Edmondson moved to accept them ,
Seconded by S . Baughman , carried by the board .
It was suggested that it be on record that a letter had been sent
to the Village of Lansing Planning Board inviting them to our
regular meeting 12 May 1975 .
It was also suggested that a letter be sent to Mr . Calhoun , District
Conservationist , to thank him for the aerial maps , mentioning
that they have been put together and are in use .
Introduction of guests : Mrs . Barbara Irish , Chairman , Village of
Lansing Planning Board , and other members of her board .
I . Pyramid Corp . - represented by Mr . Gary Craig
A . Pictures of newly opened Plattsburg Mall - indicative of
style and decor .
B . Presentation of proposed change in size of project - 30 , 000SF
1 . Additional space requested for second major tenant
2 . Non -retail space
3 . On -site receiving area .
4 . 10 additional employees
5 . Traffic increase negligible - trucks more densely packed ,
fewer trips necessary , with on - site receiving area .
6 . Drainage - more run- off , but less than report indicated
because total area studied , not just mall area .
7 . Appearance - approx . 95 feet on one wall will be only
change .
8 . Guarantee - lease restricts turning non-retail area
into retail - tenant would have to go 1 . to the
landlord , 2 . to municipality , and conform with all
laws or ordinances .
C . Request for clarification of ordinance concerning snack bar
and TBA ( tire , battery , auto ) areas in two major tenants
and/or permit .
1 . Penny ' s - snack bar totally contained within building..
2 . Montgomery Wards - snack bar self -contained with one
outside entrance and entrance from within .
3 . Penny ' s, - TBA air -conditioned , large overhead doors
4 . Montgomery Wards - TBA has screened 10 foot wall
5 . Opinion of Zoning Officer that no special permit is
necessary . t�

II . Wheaton ' s Sheet Metal Shop, - request by Mr . Gibbs for building
permit .

III . Zoning Officer ' s Report - N . Stanton
A . A meeting with John Barney of the ZBA was suggested , to
clarify sign issue .
IV . Officers reports
A . F . Edmondson , County Planning Board - V . Miller suggested
that the regular meeting of 9 June 1975 be set aside for
reports from county meetings .
✓ . Sub -divisions
A . It was suggested to ask present , approved sub -divisions to
file a copy with us of their approval from the Health
Depart . By knowing what the Health Depart . has approved ,
we will have a better idea of what to look for when other
sub -divisions come before the board .
B . MOTION : It was moved by F . Edmondson to have L . Roscoe and
-B-. Bement work together on how to procede . Seconded by
D . Hardie , carried by the board .
✓ I . FloodPlainOrdinance - D . Hardie and B . Bement will represent
the Planning Board at the Town Board meeting 13 May 1975 .

F . Edmondson

C . MOTION : It was moved by B . Bement to get copies made ,
seconded by F . Edmondson , carried by the board ,
VIII . Pyramid - continued discussion
A . Pertinent comments on space change .
1 . No major change in anything formally approved
2 . No parking change
3 . Suggest letter of intent for use of building
specifically non -retail - be made appendage to permit .
B . MOTION : The Planning Board has heard the request of the
Pyramid Corp . and approves in principal their request for
an additional 30 , 000SF to be used specifically for non -
✓ etail purposes as per their attached request and
drawings . Therefore , the Planning Board moves to
✓ ecommend to the Town Board that the request be accepted
with the possibility of making it in the form of a new
building permit or amended permit as they see fit , with
the aid of counsel . Motion made by F . Edmondson , seconded
by B . Bement , carried by the board .
C . MOTION : Upon further discussion of the snack bar and TBA
• areas , the Planning Board moves to find both areas , in
both Penny ' s and Montgomery Wards , within the ordinance ,

and in need of no further permits . Moved by L . Roscoe ,
seconded by L . Winter , carried by the board . •
IX . Wheaton ' s Sheet Metal Shop - further discussion
A . MOTION : The Planning Board moves to recommend acceptance
of the proposed addition to Wheaton ' s Sheet Metal Shop
page 3 - Sheaton ' s
4111 by the Zoning Board of Appeals due to the following
circumstances :
1 . Storage of vehicles will provide improved security
and will promote aesthetic quality of area .
2 . There will be no detrimental changes to the environ-
ment , i . e . no changes in water , sewage , drainage ,
traffic or traffic patterns .
The Planning Board recommends to the Town Board to approve
the proposed addition to Wheaton ' s Sheet Metal Shop
subject to the granting of a variance by the ZBA .
So moved by B . Bement , seconded by S . Baughman , carried by
the board .
