LANSING PLANNING BOARD MEETING
December 16 , 1974
Present : Viola Miller , Lola Winter , Lewis Roscoe , Dave Hardie ,
William Bement , Sam Baughman , Fred Edmondson
Also present : Norman Stanton , Zoning Officer
MEETING CALLED TO ORDER 7 : 35PM by Viola Miller , Chairman
Announcements :
1 . At the last Planning Board meeting there was discussion of possible
means of taking care of Flood Plan . As quickly as possible something
must be done . A recommendation from the Planning Board that :
flood plain requirements necessary to comply to regulations
set down by Federal Government be incorporated in zoning
ordinance as another zone
This recommendation will be made by Viola Miller to Town Board .
2 . Announcement was made that typing of zoning ordinance will be postponed .
II . Mr . Craig , representing Pyramid Mall , submitted applications for
approval of two tentative signs :
1 . sign , entrance type , 6 ' x 15 ' long , neon internally lit letters
that will be raised two or three inches from sign , to be located
at entrance off Triphammer
sign , entrance type , to be located at Graham Road West , one sign ,
one entrance .
2 . Also wants tenant signs on side of building and Pyramid to have •
control of them .
• Mr . Craig used visual aids of other shopping centers to demonstrate location
of signs .
After a discussion period by the Board , Mr . Roscoe made a motion to " recommend
variance be granted because there is overall design control that successfully
satisfies the intent of sign ordinance agreed by Planning Board . "
The motion was seconded by . Sam Baughman and carried unanimously .

Mrs . Miller told Mr . Craig that the Planning Board had found it very
good to work with him .

Mr . T . G . Miller , Engineer , discussed the extension of sanitary sewer system

in the south end of the Town of Lansing .
He showed study area maps ; handed out an engineering planning study , and read
all the conclusions of the study on page 7 . ( attached )
Mr . Miller suggested the Planning Board have a public informational meeting .
of residents and Area A on the map , which is the basic area , can be combined
with any other area . These things will be resolved in this type of meeting .
V . Mr . McDermott from Town Board was present . He said that the Town Board
would set up a meeting and let the Planning Board know about it regarding
subdivisions regulations . . . tentative date , January 23 , 1975 .
VI . Mr . Stanton announced that a sign for Stone Travel Agency , small mall ,
was issued contingent on approval by Planning Board . The sign complies with
zoning ordinance . It will be put on side of building .
Mr . Hardie made a motion that the sign be accepted . The motion was seconded
by Mr . Bement , and carried by the Board unanimously .
2 . Mr . Stanton reported that first sign of Pyramid Mall should be on premises
and another Pyramid sign on Catherwood Road . A " recommendation that variance
be granted as shown in request on a contingency basis of buying land for one
and getting an easement for other " was made into a motion . Seconded by Roscoe .
Carried unanimously . •
3 . Mobile Home Park . 8 trailers . cgigg701011gAiwW, tie downs can be obtained
at a minimum cost of $150 . After some discussion of this trailer Park by the
Board , a motion was made that Mr . Stanton get a written statement of approval
from the Health Department for this trailer park .
Seconded by Mr . Bement and carried unanimously .
Mr . Roscoe made a motion that application be approved if park is conforming
with ordinance . Seconded by Mr . Baughman . Carried unanimously by Board .

THE PROPOSED PLAN
After reviewing the financial aspects of constructing all
collecting mains as shown on the master plan by study areas , the
Lansing water and sewer advisory committee , upon recommendation of
the engineer , agreed that construction of some of . the proposed
sewers should be deferred so that present costs could be reduced .
This means that a few existing houses within the study area will
not be benefitted at the present time under the proposed plan .
CONCLUSIONS
1 . To sewer " core Area A , " the estimated maximum and minimum
costs to the homeowner . of $ 167 and $ 151 per year appear very favorcble
and financially feasible .
2 . To sewer the entire study area by the proposed plan , the
estimated maximum and minimum costs to the homeowner of $ 2_ ` and $ 241 • er
year are less favorable and the financial feasibility less certain ,
particularly in light of the present economic situation . However , it
can be seen that the cost for " going it alone " in Areas B , C , and D is
much higher yet . As a comparison , the total cost to the average home -
owner in Lansing Sewer District No . 2 was estimated at $ 159 per year
in the Spring of 1971 when the District was formed . With inflation
in construction costs , a comparable estimate for 1975 would range between
$ 220 and $ 240 per year.
3 . To sewer either Area A or the entire study area , the effect
411 on present total costs to residents of existing Sewer Districts 1 and 2
for their share of the cost of interceptors and trunk mains appears very
minor varying from a minimum of $ 7 per year less to $ 10 more depending
on the extent of County Sewer District participation .
