HomeMy WebLinkAbout1974-10-14 c !, LANSING PLANNING BOARD MEETING October 14 , 1974 PRESENT : Dave Hardie , Sam Baughman , William Bement , Viola Miller , Lola Winter Norman Stanton , zoning officer B . Irish representing LCA " Meeting called to order at 7 : 40PM I . Mrs . Miller presented Mr . Gary Craig of Pyramid . (John Weyer was also present ) . He presented site plans and overview . J . C . Penney is to be one department store on one end , the second department store anchoring the other end has not been disclosed yet . In between these two department stores will be 45 shops . Mr . Craig showed block structure which will compare walls of mall . Also showed samples of tile and carpets for interiors . The store front of each shop is individual responsibility of store tenant but subject to Pyramid approval . The overall size of building will be 300 feet deep , 11 - 12 , 000 feet long , about 370 , 000 square feet . The overall height will be 20 feet , with the Penney building slightly higher , about 26 or 27 feet high . Questions from floor followed presentation which ended at 8 : 20PM . Planning Board met at 8 : 25PM The first item of business was review of minutes . Lola Winter moved to accept minutes , seconded by William Bement , and passed by Board unanimously . II . Mr . William Bement present , replacing position of John Johnson . III . Board talked of changes in zoning ordinance . Mrs . Miller stated that she felt original changes were in order having been reviewed by lawyers and town attorney . She firmly believes that Ordinance should be changed to make sure permits which we granted are legal since Nemeroff court case . Mrs . Miller hopes for enabling legislation as soon as possible , that is , granting Town Board power to delegate authority if it so desires . IV . Flood Plan work : Dave Hardie and William Bement Dave Hardie reported that Town Planning Board must make an application for flood insurance program . The flood insurance at a reduced rate is available to property owners in flood hazard areas . However , no building can be placed in these areas which is not adequately anchored and " flood proof . " The area involved is down Salmon Creek Valley and all along the lake front . The Planning Board must put a land use ordinance into effect to govern v -' future use of these hazard areas . 4111The Board discussed idea of zoning hazard area - -will make such a recommendation to Town Board . A motion to make application for Flood Control Insurance and send to Town Board was made by Dave Hardie , seconded by William Bement , and passed by Board unanimously . Dave Hardie and William Bement are assigned to carry through this project . c - J, page 2 V . Mrs . Miller spoke on need for map of Lansing to be placed in Town Hall and will be working for this end . Lewis Roscoe is to go over maps on hand to select ones to be used by draftsman to create large map in total . / / There will be a speti.al meeting on October 28th . VI . No report of officers VII . Bolton Point bids were high but have been cut down substantially . VIII . Sign requests : A request for a construction sign , Stewart & Bennett , to be erected at the Morse Chain construction on Warren Road . The sign will be 4 x 8 and conforms with ordinance . A motion to grant this request , with the condition of proper set back , was made by Lola Winter , seconded by Dave Hardie , and passed by Board unanimously . A request for free standing , regular sign for Morse Chain to mark entrance to road - - size 9x4 ' 4 " . Motion was made to approve request based on acceptable lightinOy Dave Hardie , seconded by William Bement , and passed by Board unanimously . VIII . Mr . Catherwood did submit his subdivision map . Subdivision regulations ready to be gone over by Town Board . ( Lee Nagley ) IX . Meetings continue on circumferential roads in Ithaca . Anyone with ideas on project to make suggestions . What impact is this road concept having on Lansing ? Savings Bank withdrew from common entrance proposals at Triphammer . They will keep their two entrances . The problem of the light on northside of interchange is still trying to be resolved . Pyramid will approve ; Holiday Inn also ; Howard Johnson still holding back . Meeting adjourned 9 : 55PM
