The meeting was called to order at 8PM by the chairman , Mrs . Miller . Regular
I business was dispensed. with . This was an open meeting to present the matter
of the proposed shopping mall on the west side of North Triphammer Road , North
of Holiday Inn , and bordered by Oak . Crest Road . - _
ifFirst speaker was Mr . Rhaeto Pfister ; concerning his _firm ' s reasons for
having chosen the Votapka farm for this purpose , as follows :
1 . best for the public , . to come in close r
2 . there is enough fill there for the hole which must be filled

6 . Votapka and Graham roads may be damaged by the trucks , but Dalrymple
is in a position to do a complete stone-and -oil job on them if this
proves necessary
70 land usage ; the top soil will be removed and the underlying dirt
removed , and then the land will be restored to agricultural use . .
This must be none by State law . It will be reseeded to marginal
farmland , as it now is . . Dalrymple is searching for knolls and
upstrip soils ; they do not dig holes, and the land therefore mill
. not be gouged . Y

8 . Environmental protection ; sediment bands must be built , as Tvell
as straw dikes and culverts . Thisisaccording to State restrictions ,

Mrs . Rita Schmidt concerned about heavy - use of roads . :

Mrs Marshall Cohen e,_ tiressed concern that using Graham Road to haul
soil from Votapka farm disregards zoning . -
Mr , Lee Meyburg felt trucks should use major roads .

Mr . James Showacre questioned whether trucks going in opposite directions
could pass each other on smaller roads .

IV Friendly Ice Cream tenancy in Cayuga Mall is still being worked on by the -
Pianning Board
Mr . Rittenberg , representing the Mall , . presented changes in traffic safety
on a chart .
The plans were accepted and approved .
V Committee Reports : Mr . Edmondson attended Tompkins County Planning Board Meeting
VI Zoning : Mr . Stanton received one application for a sign . In discussing the
removal by Gallagher of his sign, it was the consensus of. the Board to allow
the matter to ride for the present , andcheck with Mr . Gallagher - as to what '
his plans , are for this sign .
The following standing, committees were appointed : _ - • -
Next meeting set for Tuesday , March 1.9 , 19Th , at which time Boa.r. d, will be
. wrking on subdivision regulations .
Flood Mrs . Miller pointed out that work should be done on flood plain sites .
Plain Mr . McDermott stated that the Town Board had received some correspondence
from the County which will be sent to Planning Board .
Pmid The present proposal is for a her mall within the commercial area . Any matter
that is reviewed by the Planning Board is reviewed within the provisions
of the zoning ordinance .
Mr . Seymour . Schmidt asked if the Planning Board will be considering everything
in connection with the Pyramid proposal . .
Answer : Mrs . Miller aesured him that the Board is checking everything
presented . by Pyramid .
The following ground rules were then set forth by Mrs . Miller for the next
meeting :
Pyramid would make its full presentation from beginning to end , - The
members of the Planning Board ?vou1d be permitted to ask important questions during
• this presentation . Following this , each person who wished to ask a question
should address the chair and give his name and address . Any cuestions which
could not bd answered at this meeting would be noted by the secretary and
given consideration later .
Mr . "!igins , local legal counsel for Pyramid , introduced the presentation .
'ir . Edward Hambrick , supervising design architect of the architectural firm
of Copel and-Novak, spoke firsts presented overall description of the company
as to its size andnature , shored slides , and stated the proposed mall for
Ithaca would be anchored et each end by a euality department store .
. Mr . Bruce Kenan , Pyramidarchitect , also talked about the firer , which is
Syracuse based .
Mr . John Meyer , Pyramid traffic consultant , presented foreseeable traffic
problems T

plan.ting and site . plans .

Mrr . Edmondson inquired about widening of North Triphammer Road as . shown ..
• on the proposed plan .
• Answer : County will. do nidening to satisfy increase of traffic .
Mr. . Roscoe inquired as to total capacity of parking lot .

Mr . . Rcscoe could community support shopping center of this nature?
answer : marketing studies have been conducted in thearea . market limit '
will go 30 to bo ;Hiles in either direction and has population to support it .
Br1r . Roscoe : emphasized entire environment must be considered in relation
to this shopping center .
Mrs . Pinter : source of electricity for this project ?

Mr . Roscoe interested in sewage disposal for the facility .

Resident questions :
Mrs . Louise Dart mentioned that proposed plaza in water district , but not
sewer district .
answer : possibilities of contracting for this , various proposals submitted .
Mrs . Dart : is plenty of crater available ?
answer : by completion date there should be .
Mrs . Dart : is a traffic light piann ei for Graham Road .
Ir . Meyer : affirmative .
Mrs . Rita Schmidt : estimated traffic on Oakcrest Road access .
Mr . Meyer : do riot anticipate any major amount of traffic . -
'Jr . Kenan indicatedthere are no present plane for development north of the
plaza , although Pyramid has option on that land .
Yr . Dennis O ' Connor , of Ithaca , effect upon new shorsping complex is planning .
Mr . Kenan : Pyramid ' s plans based on knowledge of Ithaca Plan and felt it
would not detract from the Ithaca Plein .
Mr . Pfister : what guarantee that shopping center -would actually be built?

Answer : Mr . Wiggins replied that Pyramid has legal responsibility to fulfill
everything presented to Planning Board .
Mr . Knight eased. Question regarding traffic lights .
Mr . Seymour Schmidt : how many cars per hour couldget through the interchange ?
Mr . Meyer : could provide figures

Mr . Lampert questioned opinion of Pyramid ' s representative that their
malls had no impact on local businesses .
• Mr . DeBoor questioned nearly zero access for Oakcrest "Road to Plaza .
Mr . Roscoe asked size of total land involved in this project .

Ivir . Sanderson remarked a lot of serious reservations about this project .
Mr . James Showacre raised questions aboutn snow removal, future access in
the Western side , and stated that the project leaves us with about 88
acres still to be developed .
Answer : Mr . Wiggins replied that all of this will be considered by various
Pyramid engineers .
Mr . Wiggins stated that IYrn1d builds , maintains , and controls the
plazas they develop
Mr . Robert Gibbs asked whether there will be anr , change in the floor
elevations throughout the mall .
