HomeMy WebLinkAbout1974-03-04 Minutes LANSING PLANNING BOARD Special Meeting 411 March 4 , 1974 PRESENT : Mrs . Viola Miller , Chairman , Lewis S . Roscoe , V . Chairman , John Johnson , Treas . , Fred Edmondson , Mr . Niederkorn , and Mr . Stanton also present : Mr . and Mrs . Cy Schmidt The meeting opened at 8 : 05PM I Miller : " The first item on agenda for tonight is the Suggested Changes for Mobile Home Park Ordinance from the residents of Myers . " A discussion of the different points , which were 10 followed . Point 1 . There is no provision in ordinance at present time for this public hearing . Mr . Edmondson made the comment that the idea of a hearing was good . Mrs . Miller pointed out that hearing delays time 45 days but action can be taken any time after hearing . Mrs . Miller asked for motion that point number 1 be accepted as a trailer park ordinance change . Mr . Roscoe made the motionthat _ it be so accepted and Mr . Edmondson seconded the motion . Passed unanimously . Point 2 : Discussion was held . Edmondson : " There is wider degree of variance in density between suburb and rural . In rural area density reduced . Good idea vary density in rural area . " The Horseheads trailer park was referred to as a • - " dandy " . Edmondson suggested that we don ' t have enough data and suggested that Tom review possibilities in our area . Point 2 was left on this statemebt . Point 3 : The fine was suggested by Mr . Roscee to be changed to $ 10 per unit per week . Mr . Edmondson moved that this _ be changed , Mr . Johnson seconddd the motion . Passed unanimously . . Point 4 : It was agreed that " if and when " be crossed out . P . 2 V h Point 5 : Discussion : minimum of 50 suggested to make money . This all dependent upon efficient use of land . Three or • more trailers are considered a park . In Article 8 . 10 . 2 Mr . Johnson moved that 5 be deleted ; seconded by Mr . Roscoe . Passed unanimously . Point 6 : Lights were discussed . It was suggested that the Horseheads ordinance should be checked . Also the phrase " subject to approval of planning board " should be added . Point 7 : Discussion . Mr . Stanton suggested change to ownership , partnership , or corporation . Mr . Roscoe questioned the relevancy of the change . Mrs . Miller suggested that could be handled either way . Parcel needs to be defined . This point was tabled . Point 8 : . ( bottom p . 5 ) It was agreed that park developer puts in screen for park area . Any individual cases subject to review by planning board . Point 0 : ( p . 6 top ) Discussion : how enforce maintenance of recreation area ? Mr . Stanton reported that Lansing has approximately 15 trailer parks . Mr . Roscoe said " Every trailer park needs recreation " . Largest trailer park is 18 on Estey Road , 16 Woods Trailers , 14 Algerine Road The chairman suggested that we table point 9 and Mr . Edmondson will check for better answer . Point . 10 = Norm - Stanton and Viola M- ller will pol4sh changes for Trailer Park ordinances . II Mr . Rhaeto Pfister Proposal for excavating fill from Botapka Land Two problems facing the construction company at the moment : Soil and fuel Soil : Will need 100 to . 200 thousand yards dirt for overpass . Places that the construction company have looked at for fill are : Savage Farm, Newfield , Going in Easterly direction - - nothing . The best outlying area is in South Lansing . The route from the Votapka Land would be Votapka Road , Graham , and onto Triphammer Road . Aft 111, Fuel : If we can find soil close in will have enough fuel . N . 3 1 y The Construction Company is willing to maintain and restore town roads and if necessary fully resurface road after the • hauling is completed but maintain as being used . " The road will be in good shape . We are using $ 40 , 000 trucks " Water or calcium will be used to control dust . " A flagman will be used on Triphammer Road when necessary " Question asked : How long willtrucks be on the roads ? Answer : 1 , 000 trucks for approximately 2 and one - half months . 1 truck hauls 14 yards of soil . They are loaded by loader , and the trucks dump from the bottom . Overall length of time 5 to 20 trucks per day for a year . " If we are lucky , we could haul the soil in 30 hard days of hauling . " Mr . Pfister then said , " We are asking for variance to come into area for one year , hopefully but ask for two years . Mr . Edmondson : " We ' ve got to have drainage slope lines normalize into existing lines . " Mr . Pfister : " Any surface excavation soils . We ' ll put back what we take off ut9bakkomx inches orck more topee soil . " Whose responsibility is it to leave the land as is ? Mr . Edmondson said that this report submitted was a good preliminary submission but want more for a final submission . Mr . Pfister asked " What do you want for final submissionx " Mr . Edmondson : " More specific details " " More specific information on grading . " Mrs . Miller suggested _ that Mr . Pfister look into builging a road to Warren , down Route 13 from Votapka farm . It was also understood that if the Construction Company hands dirt from Besemer that the Planning Board has nothing to say about it . A question from the floor . Who is ultimately responsible for all this ? ( referring to leaving land as was ) Mr . Pfister reported that they have to file an Impact Environmental Study with the State of New York The Chairman asked Mr . Pfister to get more information and come back to the Public Meeting on Monday , March 11 and he would be given some time . • p . 4 III . Miller : At the regular meeting on March 11 the developer will . • present plans . for the Pyramid Shopping Center . He will present entire plan to us . We want to be ready for questions at end and questions from the floor . There will be no statement , at this time from us . Pertinent facts that need to be answered : ' 1 . performance capabilities 2 . economic standpoint 3 . where shoppers coming from • • 4 . traffic 5 . drainage 6 . utilities 7 . level of operation to support market Mr . Edmondson " What is the feedback on the shopping center ? " - posed this question to Mrs . Miller . Mrs . Miler said that the feedback on shopping center about equal in the favoring and questioning of shopping center . . IV . Subdivision Regulations - Review . It was suggested that the chairman that ' Mr . Edmondson • and committee review the original , and the last legal information from state and what the town wants and come up with one copy . Norm Stanton volunteered to work on this committee . Nothing can be done before Monday , March 11 meeting . Hoepefully this information can be pulled together and in the hands of the Town Board before the April meeting . Meeting adjourned 10 : 45PM
