HomeMy WebLinkAbout1972-06-12 Minutes LANSING PLANNING BOARD June 12 , 1972 : 791 North Triphammer Road Regular Meeting PRESENT : Mr . Peter H . Craig , Chairman ; Mrs . Viola Miller , Miss Louise Barr ; Mr . Frederick Edmondson ABSENT : Messrs . Paul Barron , Samuel Baughman , Robert Wyatt The Planning Board ' s regular meeting place in the Town Hall having been assigned to Assessment Review , and all other available space in the Town Hall being in use , members of the Planning Board were forced to find another place in which to hold their meeting , and repaired to the home of Planning Board member Louise Barr , at 791 North Triphammer Road . Due to the delay caused by this unexpected change in meeting plans , the m eeting was not opened until 8 : 45 p . m . Craig Had received a telephone call from Mr . Howell , the Town Board Super- ZONING visor , shortly before Memorial Day . Mr . Howell reported that the Town Board was not interested in part -Town zoning ; that they had had two or three meetings in which they had talked over the matter . In the interim , there has been a fair amount of pressure and sub - SOUTH stantial progress toward the formation of a separate village in the LANSING south end of Lansing . The petition for a referendum will probably VILLAGE be presented to the Town Board at its meeting on Tuesday evening , • June 13 , 1972 . About ten residents of the south end of Lansing have met with the Town Board to present their viewpoint . The Town Board did not react openly , but it was clear they were very irritated about having a village formed andAlso by having a referendum , but recognized that there is not anything that can be done to stop it . The problem now is , what the Planning Board would do . One option PLANNING would be for its members to resign . BOARD OPTIONS Miller Has also considered this option , but still feels that the Planning Board should remain intact because the composition of the Town Board may change in a year and a half ; and since the Planning Board serves the entire Town it would be a disservice to the Town to have the Town Board put seven new members on the Planning Board , as these new mem- bers would know nothing about what had gone on previously . Also , the Planning Board should try to perfect a zoning ordinance for the Town . The Planning Board is the Zoning Commission ; this Commission has never been dissolved . She therefore is not going to resign . Edmondson Agrees with Mrs . Miller ' s reasoning . Emphasized that the primary work of the continuing Planning Board would be a zoning ordinance . Five years of progress would be lost if the present Planning Board members were to resign . If a village were incorporated , there might be definite changes in the Town Board , but the Planning Board could remain constant . Barr Also feels that the Planning Board should remain intact . Minutes , LANSING PLANNING BOARD , June 12 , 1972 , 791 North Triphammer Road , Regular Meeting page 2 Craig Wishes the Planning Board to perfect a town -wide zoning ordinance , ZONING including the Salmon Creek area and the Lake Shore in the north end ORDINANCE of Lansing , and particularly the south end of the Town . The pro - posed village probably will be formed and if this happens it will need a zoning ordinance ; one written for the entire Town of Lansing could be used for the south end . Edmonds . Sees no inconsistency in this procedure . The Planning Board would get more credit by trying to help in this way than by giving up now . The normal meeting sessions this summer could be used to prepare this ordinance as to firm boundaries , and possibly with Mr . Nieder - korn ' s help the ordinance could move on from there . Craig Agreed that this might work , and even if the Town Board might not vote any money to pay Mr . Niederkorn , the Planning Board budget might have enough money in it for this purpose . Edmondson Feels that Mr . Niederkorn is so interested in this matter that he would do everything he could , and at a nominal fee . Craig Stated that Mr . Wyatt feels the Planning Board should stay together , and would very likely be willing to remain on the Board . Does not know for sure about Mr . Baughman and Mr . Barron , but hopes they also will remain . Craig Stated the consensus - - that the next move would be to perfect a Illr zoning ordinance as quickly as possible . Mr . Wyatt will be asked to provide a treasurer ' s report for the next meeting , which will be a regular 701 meeting on June 26 , 1972 . The Planning Board will de - cide on public meetings ; two or three should be held in the south end of Town in order to get that area settled , and later there will be meetings for the north end . Miller One very important meeting will be in the area around Farrell Road and Hillcrest . Craig Will deliver a talk in that area Thursday evening , June 14 , at the request of some of the residents in the Hillcrest Road area . Edmonds . The Planning Board should get full copies of the zoning ordinance out to a number of people ; for this purpose additional copies will have to be made up . Craig Will find out if Mr . Niederkorn still has the mimeograph stencilsIfor this ordinance , and believes a total of 100 additional copies should be made . The Planning Board should make its own distribution of these copies , and answer questions about the ordinance . Questions in the south end of Town could be settled quickly . Craig Inquired whether the Planning Board wishes to send any further PLANNING memorandum to the Town Board . He himself is inclined not to write BOARD • them any further letters . ACTION Edmondson Feels that the Planning Board should continue to write to the Town Board , as this will not in any way hurt the Planning Board . Minutes , LANSING PLANNING BOARD , June 12 , 1972 , 791 North Triphammer Road , Regular Meeting page 3 Miller Believes that the Planning Board should continue to remind the Town �_ - Board of all the matters presented to them over the years , and the small amount of response elicited from them . Edmondson This could be wonderful ammunition . Craig Asked what a current memorandum should state ; possibly that the Planning Board takes Mr . Howell ' s telephone message as the answer of the Town Board that the Planning Board is not to do any partial . zoning for the Town . Edme dson It should also state the Planning Board is going to continue to perfect a zoning ordinance for the entire Town of Lansing . Craig Has been asked by a newspaper reporter if the Planning Board would like to have any newspaper releases . Miller Feels this would be a good idea , as people could thereby know that the Planning Board will stand united , to work for the people of Lansing - - that they have been doing this for five years , and will continue to do so . Craig Will write up something for reporter Jeff Frank of the Ithaca Journal , as a number of residents in the south end of Lansing have asked what has been done , and what is being proposed . itMiller The newspaper story should reiterate that there are copies of the Master Plan available for all to read . Edmondson Will telephone Mr . Baughman and tell him the consensus of this present meeting . Craig Will issue a release as his own opinion . The letter from the Plannin g Board to the Town Board will be ready for presentation to the Town Board at its meeting on June 13 , 1972 . Miller The letter should state that the Planning Board is getting no feed - back whatsoever fromthe County Planning Board , since the Town Board representative to the County Planning Board isnot giving the Planning Board any information at all concerning activities of the County Planning Board . Inasmuch as the County is taking over so much in the Town , it is important that the Lansing Planning Board be kept well informed .
