HomeMy WebLinkAbout1972-04-10 Minutes LANSING PLANNING BOARD • April 10 , 1972 : Town Hall Regular Meeting PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr ; Messrs . Samuel Baughman , Frederick Edmondson , Robert Wyatt ABSENT : Mrs . Viola Miller , Mr . Paul Barron The meeting was called to order by the Chairman at 8 : 10 p . m . Approval of minutes , and reports of committees , were dispensed with , in order to discuss at length the public hearing held on Thursday , April 6 , 1972 , on a proposed zoning ordinance . Wyatt Complimented Chairman Craig on his handling of the meeting . PUBLIC HEARING Craig Feels that apparently the compromise ordinance has not been accepted by either the north or the south end of the Town of Lansing . Realized that the residents in the south end want a stronger ordinance . Baughman The only comment he had heard was that , after all , the new fire house is not so obnoxious to have in the neighborhood . • Wyatt Agreed that what is desired is a tighter ordinance . There is a big difference between the feeling now and when the ordinance was originally drawn up . The statement that the Town Board is on record as being against zoning makes it more difficult for the south end to get a zoning ordinance . Edmondson It appeared that Mrs . Miller and Mr . Craig were not strongly convinced about the proposals . Salesmanship is important in this sort of situation . The people in attendance at the meet - ing were not very well educated about zoning and the zoning ordinance . Baughman Wondered how it would be to begin such a meeting with the state - ment that it is impossible to have a separate ordinance to suit each individual resident of the Town . Wyatt Felt it was unfortunate that the heavy snow kept to many from attending the meeting . The general sentiment seems to be that a stronger ordinance is needed . Edmondson Feels it is impossible to explain the complete ordinance in four hours , but that it is necessary to explain part of it . Craig This is the reason he presented the "Land -Use Classification " • part of the ordinance , but unfortunately that was the weakest section . Minutes , LANSING PLANNING BOARD , April 10 , 1972 , Town Hall , Regular Meeting , page 2 Craig It is difficult to explain Mr . Niederkorn ' s term "intensive • use zone . " Most people who live in a residential area want stronger provisions than those provided in the ordinance , St . Joseph ' s Lane being an example of this . Edmondson It is very difficult to explain a non - conforming use within a residential zone . Craig The fundamental problem is that the Town Board will not touch a zoning ordinance which covers the entire Town . Has talked to four of the five members of the Town Board in detail since the Thursday meeting , and found that they wish to consider a part - town zoning ordinance . The question is whether this can be done legally . The members of the Town Board wish to sit down with the Planning Board in a joint session , probably Tuesday evening , April 25 . If the legality of part - town zoning can be established , the zoning ordinance must be redrafted . This must be done by a professional , and it must be defended by a professional at any meeting ; no member of the Planning Board is capable of doing either of these jobs . The Town Board must be convinced of the necessity of rehiring Thomas Niederkorn to redraft the ordinance and conduct the public meetings . The Town Board must be fully behind all such actions . Edmondson Asked whether this is acceptable to the Town Board . • Craig Could not answer this , but feels that each member of it was elected to protect the Town from town -wide zoning , and their present attitudes must be judged at the proposed joint meeting . This entire matter is to be handled in confidence between the Town Board and the Planning Board . Barr Brought up the question of why all the towns around Lansing now have zoning , and Lansing does not . Craig Emphasized the fact that Lansing is unique . The town boards in some of the other towns were elected on a basis of zoning . Craig Brought up the matter of a public meeting on the subject of a sewer district . The consensus was that the Planning Board should plan another zoning meeting after they have had an opportunity to discuss the outcome of the discussion with the Town Board . The meeting was adjourned at 8 : 40 p . m . •
