Viola Miller , Miss Louise Barr ; Messrs . Samuel Baughman , Frederick Edmondson ABSENT : Mr . Paul Barron The meeting was called to order by the chairman at 8 : 20 p . m . Minutes of the regular meeting of September 13 , 1971 , were ap - MINUTES proved as presented . Craig Discussed the public information meeting held at the Lansing High PUBLIC School on September 20 , 1971 , which was attended by 250 Lansing MEETING residents . The one criticism which has been heard is that there was too much discussion of the proposed park system . Other res - idents were , however , particularly interested in that aspect of the Master Plan . A number of persons who own property along the lake front are very much disturbed by the possibility of intrusion of their privacy if that land should become public property . Craig Had talked to Mr . Ntderkorn as to when the Master Plan would be re - MASTER • turned from the printer . Mr . Niederkorn would not commit himself , PLAN but will inform the Planning Board when the material is ready . Craig Mentioned that the Town will be billed in 1972 for the Planning BUDGET Consultant ' s fee , which will be in the neighborhood of $ 5 , 200 . Edmondson It is his opinion that the Town would take over the cost of the publication of the Zoning Ordinance if enacted by the Town Board . Craig Outlined the budget for 1972 as follows : Planner ' s Fee (approx . ) $5 , 200 Publication costs (newspaper ) Zoning Ordinance ( 1 page ) $585 Subdivision Ordinance ( 3 /4 page ) 430 Trailer Ordinance ( 1 / 2 page ) 295 1 , 310 Secretarial and Stenographic ( $ 10 per month ) , 120 Postage 30 Stationery 20 Publication costs ( copy services , preparatory to public hearings ) 150 Miscellaneous 100 • Total $ 6 , 930 Minutes , LANSING PLANNING BOARD , October 11 , 1971 , Town Hall , Regular Meeting , page 2 • This budget was approved by the members of the Planning Board who were present ` at the meeting . A handwritten copy was delivered im- mediately by Mr . Craig to the Town Board , which was holding a special meeting in another part of the building . Baughman Inquired whether there will be 701 meetings on the fourth Monday of 701 each month . The chairman and other members of the Planning Board MEETINGS feel that these meetings are necessary . The next one will there - fore take place on October 25 , 1971 . Craig Feels that there should be a Planning Board meeting very shortly MASTER PLAN after the publication of the Master Plan , and before any public MEETINGS presentation . Emphasized the fact that these public meetings will not be " public hearings " in a legal sense , but are only for informa - tion presentation . There must be at least one public hearing , pre - ceded by a local newspaper notice of the meeting . A legal public hearing requires expensive newspaper notice , as well as copies of the plan available for perusal by the residents . This procedure is not necessary for mere informational meetings . Only a small notice in the newspaper , such as that used for announcements of regular organizational meetings , is necessary . Miller Suggested that representative people from smaller , area groups holding neighborhood meetings be invited to attend the informational meetings . In this way , regional meetings could be used to spread • the information from district to district . Craig Asked whether people in the north end of Lansing would be interested in attending meetings . Baughman Feels that meetings of the separate interests would be preferable , since people from the north end , for example , would be willing to sit and listen if there were not members of the opposition present - - except for one or two individuals , perhaps . Suggested that one meeting of this sort be held in Lansingville and one in North Lansing . Craig Suggested that it might be well to get the farmer group together and let them see the map , and really know what is going on . The meeting was adjourned at 9 : 05 p . m . 111
