Viola Miller , Miss Louise Barr ; Messrs . Paul Barron , Samuel Baughman , Frederick Edmondson Also : Mr . Thomas Niederkorn , Planning Consultant The meeting was called to order by the chairman at 8 : 20 p . m . Minutes of the meeting of July 19 , 1971 , were approved as pre - MINUTES sented . Craig Announced that following a discussion among Mrs . Miller , Mr . MASTER Niederkorn , and himself , a public presentation of the Master Plan PLAN has been set for September 20 , 1971 , at the Lansing High School . Feels that no matter what the Planning Board does , the Town Board will not act on the Master Plan until the first part of 1972 . Baughman Feels that the material should be turned over to the Town Board before the first public meeting . Niederkorn Stated that the public meeting will be a presentation of the Master . Plan and a very brief presentation of zoning . This will not be a legal public meeting , but merely a public information meeting . Be - fore a woning ordinance is presented , copies should be distributed and a public notice of the ordinance , as well as a public notice of the meeting itself , be placed in the Clerk ' s office . The material is not entirely complete as yet , but part of it is ready for the printer . Craig Feels that the Planning Board must endeavor to educate the public about the Master Plan , and this will mean holding a number of small group meetings . Since the Town Board will not act on this , the Planning Board will have to assume the task . When the new Board comes into office , the material can be turned over to it . All mem - bers of the Planning Board should study the entire Plan , checking it for consistency and possible changes . Baughman Feels that since the Town paid for the Master Plan , and it is al - ready overdue , it should be presented to the Town . Barron The members of the Town Board can change the report any way it sees fit . As of now , nothing is really approved by the Planning Board . It is not officially a Town plan until it is completed . Niederkorn Stated that when he gives the Plan to the Planning Board , its mem - bers can go over it and make recommendations concerning it as they • see fit . Minutes , LANSING PLANNING BOARD , September 13 , 1971 , Town Hall , Regular Meeting , page 2 • Miller The Town Board would expect whatever the Planning Board turns over to them to have the approval of the Planning Board . Niederkorn The law states that the Town Board must handle the Plan . The Plan - ning Board can make up a plan of action . Copies of the Master Plan could be sent to the Town Board and then at a public meeting of the Town the Plan could be presented to the meeting . Copies could be sent to the Town Hall and be available here . Miller Has been talking with various residents of Lansing and feels there should be a good meeting so that residents could see what the pro - fessional planner has been doing . She has informed people that there will be a public meeting , and that their reactions and sug - gestions made to the Planning Board could then be relayed to the Town Board . The residents seemed to be very receptive to this idea . Does not feel that the Master Plan should be used as a political football in the November elections , and therefore it would be well to save it for the new Town Board . The public presentations would continue until the Plan is presented to the Town Board . Niederkorn At the public meeting on September 20 he will remind the residents o f what they have seen , and then present some slides and a map , and ✓ eview the decisions and proposals . Will try to build up the mat - ter of the difference between the north end and the south end of • Lansing . Will then concentrate on the areas where there will be growth . Following this he would like to touch on the costs of some o f the projects , so that people understand that what has been dis - cussed is not for immediate action , but that some action could be taken immediately on some of the projects . Will then present the various means and controls for accomplishing the Plan . Will not go deeply into the zoning controls at this meeting . Slides will be presented at intervals during the meeting . Edmondson Suggested that if people present questions about their own proper - ties , they can be asked to take these up afterward . Miller Emphasized that the value of small neighborhood meetings lies in the possibility that those present can ask questions about their own properties . Suggested that a good article be put in the Friday paper rather than in the Saturday issue , since so many people receive their newspapers by mail and the Saturday issue would not reach them soon enough . Niederkorn Distributed and discussed the content of copies of tables 15 and 16 , Capital Improvements Program , and the Capital Improvements Schedule , emphasizing the fact that the Capital Improvements Program must be revised each year on the basis of current information and what has been accomplished in the past year . Information from these tables will be presented at the September 20 public meeting . It was decided • that the matter of the Bolton Point water supply would be made a first priority . Minutes , LANSING PLANNING BOARD , September 13 , 1971 , Town Hall , Regular Meeting , page 3 Miller Mentioned the opposition from residents to the development of county and neighborhood parks because of the increased traffic in order to gain access to the parks . It was suggested that special access roads be developed to preclude this opposition . Mentioned that Mr . Talandis is initiating an 800 -unit apartment project , which will of course make a tremendous difference in the neighborhood . Craig Suggested that the talk at the public meeting on September 20 not dwell too much on the proposed park system . Baughman Feels that too much is said in tables 15 and 16 about a park system . Edmondson Replied that Mr . Niederkorn is thinking in terms of 25 to 50 years from now , and with a reason for the broader plan . There may be some necessity to moderate the plan . Niederkorn Not much of what is in tables 15 and 16 will be discussed at any public meeting . He probably will not mention any of the projects at any public meeting . Displayed a chart showing the true value of all taxable real prop - erty in the Town of Lansing . Stressed the fact that crossing over from Cayuga Heights into Lansing is like going from day to night , the boundary between these being • the bounday between zoning and non - zoning . Miller Businesses which have come into the south end of Lansing would not have been prevented from locating there , but controlled as to loca - tion in the Town . Wishes that Mr . Niederkorn in talking to the public would stress the fact that variances are a part of zoning , and that there is nothing static about zoning . Craig Inquired whether Mr . Niederkorn would be available for a radio inter - view for some material which might be broadcast on Monday , September 20th . Niederkorn Indicated his availability for this purpose .
