LANSING PLANNING BOARD
• July 19 , 1971 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ;
Messrs . Paul Barron and Frederick Edmondson
Also : Mr . James Showacre
ABSENT : Mr . Samuel Baughman
The meeting was called to order by the chairman at 8 : 30 p . m .
Minutes of the meetings of June 14 and June 28 , 1971 , were MINUTES
approved as distributed .
Miller Announced having heard from a good many sources that a number REPORTS OF
of good reports had come out of the meeting on May 24 , 1971 , COMMITTEES
with residents of the Salmon Creek area .

Relations
Barr A warehouse is being constructed on Waterwagon Road ; the rumor Residential
is that Louis Shulman is the owner . Development
• Edmondson Believes that the Master Plan has gone to the printer and that Professional
the Capital Improvements study will be part of the appendix , as Relations
will also the Subdivision Regulations and the Zoning Ordinance .
Barron No changes to report . Agriculture
Miller Had learned at a recent meeting of the Town Board that it had PUBLIC
authorized the use of the land next door to the Town Hall for LAND USE
public recreation purposes , and that over the protests of even
members of the Town Board itself no preparatory work in the way
of ascertaining the depth of rock or the drainage problems the
Town Board is having baseball diamonds put on the land and making
plans for other such facilities .
Showacre Remarked that Mr . Rozicka, formerly of the Planning Board , made a
vigorous plea for proper preparatory work , as did also Mr . Bush ,
a member of the Town Board ; but these two pleas did not deter the
Board from making the authorization to proceed with the work .
Craig Suggested that inasmuch as the Trailer or Mobile Home Ordinance , MASTER PLAN
the Subdivision Regulations , the Zoning Ordinance , and the PRESENTATION
Master Plan should make up a package deal , they should be checked
for consistency and presented as a package after several public
hearings have been held , and then presented to the Town Board as
quickly as possible . This was concurred in by the members of
• the Planning Board present at this meeting .

Miller Is in favor of public hearings before any ordinances are pre -
• sented to the Town Board .
Showacre Feels that if the Planning Board delivers to the present Town Board
a final approved package , the whole matter will be shelved by the
Town Board . If , however , the package is presented as a first draft ,
the door is then left open for the Planning Board to hold further
public hearings and negotiate with the townspeople for the best
ordinances that these residents will accept ; then these ordinances
can be formally presented to the Town Board , and with an atmosphere
of this kind there will be favorable results from the Town Board .
In the meantime , that Board will have the first draft . Giving
them a final approved version will only result in burying the whole
matter .
Craig Replied that the Planning Board will get a sense of the Town Board ' s
reaction before the package is presented to them .
Craig Mentioned that at the Town Board meeting held on Friday evening , TOWN BOARD
June 16 , Board Supervisor Howell had made some comments which MEETING
were erroneous and unprincipled . Asked whether the members of
the Planning Board who were present wished to "join him as mem -
bers of the Planning Board in a letter which he intends to have
published in the July 20 issue of The Ithaca Journal .
Edmondson Feels that it would be most unwise to have the names of the
• Planning Board members , as members , affixed to such a letter .
Showacre Does not feel that the Planning Board should take such action .
Miller Pointed out that what Mr . Craig has reference to concerns the zon -
ing ordinance , on which Mr . Howell ' s comments were absolutely in-
correct and misleading .
Craig Was disgusted by Mr . Howell ' s comments , as were many others . Feels
he cannot permit these erroneous remarks to go uncorrected .
Edmondson Feels that the corrective letter should not be written over the
signature of the Planning Board , but did agree with other members
of the Planning Board that for Mr . Craig to sign as Chairman of
the Planning Board is entirely satisfactory .
Upon motion the meeting was adjourned at 8 : 50 p . m .
