LANSING PLANNING BOARD
June 28 , 1971 : Town Hall
701 Planning Session , Special Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Mrs . Viola Miller ; Messrs . Samuel
Baughmann , Frederick Edmondson
Also : Mr . Lee C . Naegely , member of the Lansing Town Board ; Mr . James C .
Showacre , resident of Lansing ; Mr . Thomas Niederkorn , Planning Con -
sultant
ABSENT : Miss Louise Barr , Mr . Paul Barron
The meeting was called to order by the chairman at 8 : 15 p . m .
and was immediately turned over to Mr . Niederkorn .
Niederkorn The chief topic of discussion for this meeting was the Zoning ZONING
Ordinance , which now runs to between 60 and 70 pages . Mr . ORDINANCE
Niederkorn feels that when the material is presented to the pub -
lic there will be opposition from the people who feel it should
be stricter , and also from those who think there should be no
controls whatsoever .
• Remarked that he has made the changes suggested in the chair -
man ' s letter to him regarding zoning limitation specifications .
In Article V , General Provisions , he has added a provision on
the alternate lot development to allow smaller lot sizes if there
if any prospect that sewers will be installed within five years .
Presented a chart of the regulations in each zone , differentiat -
ing in each case between sewered and non - sewered conditions .
Mr . Niederkorn then read through a draft of Article XIV : Special
Conditions and Special Permits , which had not been presented to
the Planning Board previously . There was a discussion of the im-
possibility of enforcing some of the sections having to do with
decorative fencing , attractive fencing , etc .
Edmondson Pointed out that the spirit of the regulations can have a good
effect , even through the regulations are not always enforceable .
It was decided that billboards should not be permitted in Lansing .
Naegely Wouldlike to see all illuminated (business ) signs turned off at
a definite , early hour in the evenings .
Craig Agrees with this , feelingthat illuminated
(business) signs should
be turned off when the business closes in the evening .

• Craig Would like to have the Master Plan and the Zoning Ordinance some -
time during the period between the 1st and the 15th of August .
Certain persons should be asked to go over them in detail . A re -
view of the Subdivision Regulations and the Trailer Ordinance
will accompany this material . Sometime between October 1st and
15th the material should be presented to the Town Board , after
there have been one or two public hearings .
Miller Feels that this will have to be done either before the election
or after it . October is a poor time , because of the elections .
The Master Plan could be given to the Town Board ; but if there
is anything on which they should take action , there is no use
giving them any material in October .
Edmondson The material can be available , and it can be withheld , or given to
the Board if that seems the right thing to do .
Craig Would like to have a volume on the desk of the Town Clerk which
would contain all relevant materials , so that reference could be
made to it very easily .
Showacre Suggested that people could be directed to such a volume .
Craig This could be the political issue in this coming election .
• Craig Asked Mr . Niederkorn what he needs from the Planning Board at
this point .
Niederkorn Replied that he needs nothing more .
Craig Announced that the next meeting of the Planning Board will be
July 12th , and that the schedule of meetings will return to two
per month .
The meeting was adjourned at 10 : 15 p . m .
