• LANSING PLANNING BOARD
June 14 , 1971 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig (Chairman) ; Miss Louise Barr , Mrs . Viola Miller ;
Messrs . Paul Barron and Frederick Edmondson
ABSENT : Mr . Samuel Baughman
The meeting was called to order by the chairman at 8 : 10 p .m .
There being no objections , the minutes of the meetings of MINUTES
April 26 , May 3 , 10 , 17 , and 24 , 1971 , were declared by the
chairman to be approved as distributed .
Miller Reported briefly on the Town Board meeting of Friday , June 11 , REPORTS
1971 . Noted that a sign ordinance written by Mr . Williamson TOWN BOARD
was accepted after review by the Board for a public hearing MEETING
at the next regular Town Board meeting . The sewer proposals
have not yet been resolved by the Town Board .
Barr Reported that with the exception of the Nichols , all of the SALMON CREEK
111 people who had attended the Salmon Creek area hearing are still AREA HEARING
on good social terms with her . She has not had any discussions
with the area people since that meeting .
Edmondson Had talked with Mr . Niederkorn , who could not be at this meet - PLANNING
ing because of prior commitments in Steuben County . CONSULTANT
Craig Had asked Mr . Niederkorn what he wants from the Planning Board
at this time , but Mr . Niederkorn needs nothing more and must
now write up the Master Plan .
Copies of the Zoning Ordinance have been distributed to members ZONING
of the Planning Board , and those present at this meeting approvedORDINANCE
it in its present form , with the exception of the following sug -
gestions and comments made by members of the Board and agreed
upon by the other members present :
Article III , No . 36 : That this read in the final sentence : The
flag , pennant , or insignias of any nation or state shall not be
construed as a " Sign . "
Article V , Section 500 , No . 3 , paragraph 2 : The Board does not
understand this statement .
Article VI (Land Use) , 601 . 2 : Delete M .
• 601 . 20 : Insert M* .
601 . 43 : Change to read : " Commercial
assembly of such things as jewelry , leather . . . . "

• Article XI , Section 1105 : The terminology "maximum open space "
be clarified to read , probably , "minimum open space . " (There were
several other places where this questionable terminology had been
used , which Mrs . Miller will discuss with Mr . Niederkorn . )
Article XVI , Section 1601 , No . 4 : A defect was noted in this
paragraph .
Article XVII , Signs : The Board suggested that illuminated signs
be allowed to function only during the time of normal business
hours .
It was the feeling of the Board that Mr . Niederkorn had been
overly generous in the sign dimensions specified by him .
Craig The sections on appeals and planned development have not yet MASTER
been received from Mr . Niederkorn , who feels that he must give PLAN
all the material to the printer by the end of June ; he expects
to have the job back from the printer by July 31 . Mr . Craig
believes that with all that Mr . Niederkorn has to accomplish in
the next two weeks , it will be impossible for him to get this
as yet unwritten material to the Planning Board before it goes
to the printer .
Miller Asked if it would not be possible for the Board to at least see
• these sections .
Craig Mr . Niederkorn is on such a tight schedule now , that it will be
impossible for him to let the Board see these sections . Even
though the Board has made a great contribution , the report which
comes out will be Mr . Niederkorn ' s report to the Board . What
the Board should then do is to take the report and its own de -
tailed recommendations to the Town Board . There may be things
in the report with which the Planning Board does not agree .
The Town Board should be informed that the report represents
the advice of the Town Planner as a consultant .
The Planning Board should send the comments that have been made ,
along with any others that may come up , to Mr . Niederkorn so
that he can get the report to the printer by the end of June .
Craig Asked for ideas on how the report should be handled after it
has been received from Mr . Niederkorn .
Miller Feels she would have to see it first .
Craig His feeling is that the Planning Board should put together in
one bundle Mr . Niederkorn ' s report , the Subdivision Regulations ,
and the Trailer Ordinance . These will be submitted to the State ,
but not necessarily in the Plan . There should be a package pre -
411 sentation of the Master Plan and the Planning Board ' s recommenda -
tions . There should be no piecemeal presentation , and the Plan -
ning Board should strive for internal consistency .

Miller At the Town Board meeting on June 11 the question was raised
• by Mr . Naegely as to the status of the Subdivision Regulations
and the Trailer Park Ordinance .
Craig Asked that the comments made this evening on the Zoning Ordinance
be put into letter form for transmittal to Mr . Niederkorn . The
Board agreed to this handling of the matter .
Miller Brought up the matter of the vacancy on the Planning Board , and PLANNING
whether the Planning Board should suggest names or let the BOARD
matter of filling the vacancy rest entirely1with the Town MEMBER
Board . It was the consensus that several names should be VACANCY
presented to the Town Board .
Edmondson Suggested that Mrs . Miller and Mr . Craig select three names
for presentation to the Town Board after ascertaining that the
persons whose names are to be presented would be willing to
serve on the Planning Board .
Craig Would select names , but will not so ascertain .
The meeting was adjourned at 9 : 40 p . m .
