MEMORANDUM
TO : Town Board and Planning Board
Gentlemen :
In preparation for our meeting on Monday the tenth , I enclose copies of a development
policy statement which we devised with the coaching and supervision of Tom Niederkorn .
If you question the need for such coaching and supervision , visualize for a moment
sitting down yourself to dash off a statement of development policy for the Town of
Lansing . That little dream may be enough to make your ulcer twitch , but fortunately
Tom knows , how to get the job done .
The same idea applies to the Master Plan ( Comprehensive Plan ) which is a more formal
device , recognized in State law . Tom will describe at some length the Plan he ' s
developing , and also explain its principles .
There is one question I ' d like to pose as being very important for meeting on the
10th . What is a Master Plan , and how is it used? Tom will also explain this at
length , but let me anticipate just a little :

1 . In use , the Master Plan is a general state of mind in which
all accept that certain ideas are right and hich the municipal officials
g proper for the Town . More than that , they
make decisions from day to day based very much on those ideas .
2 . In substance , a Master Plan is a formal document that describes those ideas in word ,
picture and map .
The writing of a document is extremely important . It makes one think deeply about
his basic ideas , and state them clearly . It also gives the public a chance to
understand the rationality of municipal government .
I could go on , but that should get us off the ground on the tenth of May . Eight o ' clock
at the Town Hall .
