WHEREAS , the southern part of Lansing has experienced much growth since
1965 and may be expected to continue this growth , and
WHEREAS the soils of the area are generally unsatisfactory for the use of
septic systems in intensive development , and
i WHEREAS there is a clearly demonstrable need for sewage service in the area ,

the Lansing Planning Board favors the development of a public sewer system
for southern Lansing .
BE IT FURTHER RESOLVED that the Lansing Planning Board supports the following
principles and practices :
A . That the pooling of local municipal resources is the only efficient ;

and economically feasible way to provide sewage disposal within the fore -
seeable future for the southern third of the Town of Lansing . The
g proposed
County Sewer Agency provides an acceptable mechanism for pooling the resources •
of the Towns of Lansing , Dryden and Ithaca , and the Village of Cayuga Heights . •
We strongly advocate Lansing ' s participation in this agency .
B . That , to assure adequate original planning and coordinated system design ,
the size of the Lansing zone under the Agency be as large as topography permits .
Specifically , the zone boundaries should be extended to or near the limits

of the natural drainage area as defined in the engineering study of O ' Brien
and Gere , February 1970 ( designated as Zone 2 in that study) .

C . That a cost apportionment system be devised such that those who are not
tincorporated in an improvement district pay nominal or minimal fees .
D . That the proposed Interceptor Sewer extending from the Railroad
Interceptor to Gulf Creek be incorporated as a significant feature of the
Sewer Master Plan , but that it not be developed beyond Twin Glens at this time .
E . That a Sewer Master Plan for the Lansing Zone be devised by consulting
engineers , and that all Improvement Districts present and future be required
to adhere to design specifications of the Master Plan , and to the regulations
of the zone as a whole .
F . That the establishment or extension ( or the imminence $ $/ ) of such
utilities will inevitably increase development pressures of many kinds in the
area served . For this reason it will be mandatory for the Town Board and
Planning Board to adopt and administer an appropriate Town Master Plan and
its associated implementing devices , subdivision and land-use regulations .
