PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller

The meeting was called to order by the chairman at 8 : 35 p . m .
Craig Announced that the purpose of the meeting was to discuss the matter
of the sewer district , and outlined fourchoices in this connection :
1 . No action . Continue to contract for Sewers 1 and 2 and
not join the County Sewer Agency .
2 . Minimal action ; Join the County Sewer Agency but leave
sewer districts as they are ; adding no others .
3 . More intensive action . Twin Glens interceptor with only
the area that it can reach being sewered in the future .
4 . Extending the interceptor line to the Gulf and including
all territory south of Asbury Road as outlined by
the O ' Brien - Geer report .
• Barr Reported briefly on the meeting held by the Town Board on March 26 ,
to which a representative group of people from the north end of the
proposed district had been invited , to present sewer plans for the
area . The reaction of those present seemed to be negative because
of too high costs for service .
Discussion of the report by Board members seemed to indicate the
need for further study of possible cost apportionment formulas .
Craig Asked for discussion of Proposition one . It was the general con -
sensus of the Board members that it was not realistic , and there
was a negative vote . Members concurred that Lansing does need
sewers . Economic feasibility is the question that must be answered
before size can be determined . Contracting is not always satisfactory .
Edmondson Feels that while it is tempting to detach the Town from the sewer
district , it is better to participate to the degree which can be done
economically . In contract negotiations it is possible to become
fouled up , and renegotiations can be requested on a legal basis .
The Town would then be subject to the vagaries of Cayuga Heights .
He has not changed his opinion since he formed it initially .
Craig Asked for a vote on Lansing ' s joining the County Sewer Agency . Mr .
Barron wished to abstain ; Mr . Baughman felt that Lansing would join ,
• regardless of what the Planning Board might think ; all other Board
members voted affirmatively .

• Craig Then asked for discussion of Proposition two . The Board ' s decision
on this was to join the County Sewer Agency , but to consider a larger
district than present Districts 1 and 2 .
This was followed by a discussion of costs . It was evident that more
complete figures are needed , as those supplied by Miss Barr , as given
t o those attending the Town Board meeting , do not seem to covelall
the possible ways of forming the proposed possible districts .
Craig Asked for the Board ' s reaction to Propositions 3 and 4 .
Miller Has come to the conclusion that she would like to have a large dis -
trict , but would not like the interceptor to be built right now all
the way to the end , but only as increased density calls for its ex-
t ension . Also would like to see the two districts dissolved in favor
o f one large district . More lines could be built as needed , on a
pay - as -you - go basis . Traced the development of real estate in Lansin ;_, ,
and the possibilities for the future .
Baughman Inquired what the effect would be of having a large sewer district
but a short trunkline .
Farkas If the Planning Board wants stage development instead of strip de -
velopment , he would favor starting with a short sewer line and expand -
• ing it later as needed . This would make it economically feasible , and
would prevent the formation of a number of small districts .
Craig If someone is already hooked up , he will object to paying for an ex-
tension of the line . What mechanism do you use to enforce this ?
Edmondson We know that there will be development in Lansing within the limits
only of the County Health Department regulations unless sewers are
provided ; hence they should be provided . It does not seem possible
to initiate any other mechanism for adjustment of costs without some
sort of discrimination . Lansing should have broad opportunity for
development rather than restriction because of lack of sewers . He
too feels there should be a large sewer district .
Craig Inquired whether the Board approves of Proposition 4 .
Edmondson Is in favor of it , but feels that the Planning Board has no means of
establishing the limitations which would evolve as this goes forward .
Feels that it is impossible to anticipate what would happen . There
will be gradual stage development , because of Lyman Fisher ' s , Cather -
wood ' s , and Begeacres tracts .
Craig Called for a voice vote on whether Proposition 4 is appropriate .

• Craig Asked for opinions as to running the trunk line to Twin Glens .
Miller Favors this ; the trunk line to be established in a large district ,
with the understanding that it will eventually go all the way out ,
but in phases as this becomes economically feasible . The trunk
line must be large enough to handle future capacity . There must be
a big district and big district planning .
Barr Is not so much in favor of this .
Edmondson Favors it .
Farkas Also favors it .
Barron Is in favor
Baughman Is not sure .
The following resolution was drafted , to be discussed among members of
the Board and finally discussed at the next meeting .
Resolved , That the Lansing Planning Board is in favor of the
following principles :
• a . Of being associated with the County Sewer Agency ;
b . Of establishing the largest possible sewer zone in
the Town of Lansing ;
c . That a cost apportionment should be devised so that
those not receiving sewer service pay only nominal
or minimal fee ;
d . That the interceptor sewer not be developed beyond Twin
Glens at this time .
e . That the interceptor sewer and associated trunks should
be developed according to need and economic feasi -
bility .
The regular meeting of the Planning Board will be on Monday , April 12 ,
at 8 : 00 p . m .
The meeting was adjourned at 10 : 20 p . m .

RESOLUTION DRAFT
Resolved , That the Lansing Planning Board is in favor of the
following principles :
a . Of being associated with the County Sewer Agency ;
b . Of establishing the largest possible sewer zone in
the Town of Lansing ;
c . That a cost apportionment should be devised so that
those not receiving sewer service pay only nominal
• or minimal fee .
d . That the interceptor sewer not be developed beyond
Twin Glens at this time .
e . That the interceptor sewer and associated trunks should
be developed according to need and economic feasibility .
