LANSING PLANNING BOARD
March 8 , 1971 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ;
Messrs . Paul Barron , Frederick Edmondson , Stephen Farkas
Also : Mr . James Showacre , Mr . Thomas Niederkorn
ABSENT : Mr . Samuel Baughman
The meeting was opened at 8 : 10 p . m . by the Chairman , a
quorum being present .
The minutes of the special meeting of Febrtmary 22 , 1971 , were MINUTES
approved as amended by deletions .
The meeting was turned over to Mr . Niederkorn , who had with ZONING
him for inspection by members of the Planning Board the
latest revised version of the zoning boundaries for .Lansing .
The medium- density zone had been brought up to north of
• Peruville Road and wrapped around by a low- density zone and
some industrially zoned areas . Mr . Niederkorn distributed
copies of a draft of Development Policy, March 1971 , for the
Town of Lansing , which presents various alternatives , the
best of which can be presented in the final recommendation
in the Master Plan and the Zoning Ordinance .
Niederkorn One point which should be made at any public presentation is
that Lansing is still in a position to make choices by which
it can control its future development , as well as policies
related to development .
Using the zoning map and the Development Policy draft , the
Planning Board is to take from the policies what they con -
sider the best of the alternatives , then evolve a statement
presenting the Board ' s opinion . There being so much to con -
sider in the Development Policy draft , it was decided to read
it through at this meeting , after which members of the Board
would go over it carefully and discuss it at a later time .
Mr . Niederkorn will in the meantime develop a plan based upon
what he feels this Board will decide upon regarding develop -
ment policies .
Mr . Niederkorn left the meeting at 9 : 35 p . m . , and the regular
business of the Planning Board was then handled .
411 Mrs . Miller , Miss Barr , and Mr . Edmondson had no reports to REPORTS
submit for their respective committees .

• Mrs . Miller asked that members of the Planning Board MEETINGS
notify her if they will not be able to attend the every -Monday -
n ight meetings of the Board . Members agreed to follow
this suggested procedure .
Farkas Had talked with Dr . Board on March 8 and asked whether if , BOARD OF
when the Board of Health finished revising its rules a HEALTH
copy can be sent to him . Dr . Broad agreed to do this . REGULATIONS
Mention was made of the fact that the Board of Health has
been holding regular meetings .
Barron Had no report to submit . REPORTS
Craig Has been working on the Trailer Ordinance , but so far has TRAILER
not been able to meet the needs of both the north end and ORDINANCE
the south end of Lansing . He is lendeavoring to have the
ordinance ready for the meeting of the Town Board Friday ,
March 12 . The Town Board objects to having an enforcement
o fficer , wishing to make the Planning Board the primary
o fficer . They also object to road regulations , as well as .
to regulations as applied to other areas of public concern .
The map of the proposed zones wasthen inspected closely by ZONING MAP
members of the Planning Board , and the consensus was as fol -
lows :
• The conservation zone was approved as shown on the map . It
was agreed that there should be a; pre - public -hearing meeting
with the residents concerned with this particular zone .
The medium intensity zone (Ludlowville area ) : Mr . Niederkorn
should consider expanding this area southward to the lake
shore area .
The north lake shore zone was approved as shown on the map .
The low density zone was approved as mapped .
The industrial area ( proceeding south) was approved as mapped .
The low denisty zone (proceeding south ) : It was suggested
that the area from the junction of East Shore and Route 34
northward to the junction of Route 34 and Atwater Road be
designated as " convenience commercial . "
The south lake shore zone was approved as mapped .
The large medium density zone should extend north to Atwater
and Asbury Roads .
• Mr . Niederkorn is to check the westernmost boundary of the
industrial zone at the southeast corner of Lansing to be sure
that it does not include a significant section of Talandis '
land .

• It was suggested that the map show a clear indication of the
extent of the airport " free area ; "
The high density zone was approved as shown on the map ,
Upon motion of Mr . Barron , duly seconded and carried , the
meeting was adjourned , at 10 : 25 p . m ,
