Viola Miller ; Messrs . Paul Barron , Samuel Baughman , Frederick Edmondson , Stephen Farkas Also : Mr . Francis M . Bennett , Principal Planner , Central New York District ; Mr . Thomas Niederkorn , Planning Consultant ; Mr . James Showacre ABSENT : Miss Louise Barr The meeting was opened at 8 : 10 and turned over to Mr . Niederkorn . N iederkorn Called to the attention of the Planning Board members the fact MASTER PLAN that the Master Plan project is supposed to be completed by the middle of March . He will make a draft of all that has been done or discussed up to now and present it to Mr . Bennett , who , if questioned by the authorities , can say that he is reviewing the draft . It was decided that some of this material could be re - viewed at the regular meetings of the Planning Board as well as at the special planning meetings . B ennett Believes the Board should complete the work by the end of May in • order not to incur a penalty from the Federal government for being late . There have been some cases of default in which the entire amount of the grant was lost . N iederkorn Will need answers from the Planning Board ; in the absence of answers he will have to proceed on the basis of assumptions . It was decided that meetings should be held every Monday night between the present meeting and the middle of May . N iederkorn Will let Mr . Craig know if he does not wish to meet with the Planning Board on any given Monday evening . Craig Believes that Mr . Niederkorn should develop his ideas as they seem correct to him , and not wait on the Planning Board for every de - cision . Niederk . n Wishes to have decisions on the definition • f broad goals , and the establishment • f some kind of planning policy relative to the various items which have been under discussion . Craig The matter of the location of the sewer lines must be taken up with the Town Board . Miller Reported that she had sat in on the Town Board meeting of February • 19 , and it had seemed to her that its members were thinking in terms of the things which must be done in the Town . It also had appeared to her that the Planning Board has more rapport with the Town Board now than in any time in the past . Bennett , and get the first section of the report ready for the Town Board . Craig A few of the residents of Lansing have suggested that the Town be cut in half and nothing be done in any way except in the area south of the Peruville Road . The Town Board wishes to have a trailer ordinance written for the south end , but not for the north end . Edmondson The trailer ordinance cannot be handled in that way . Niederkorn Good planning demands that there be some restrictions . Miller Good planning can be presented to the Town Board for the approval or disapproval , and they can say which they would prefer . The Planning Board should give the Town Board and the residents of Lansing an opportunity to say what they like or do not like . Pub - lic meetings can be used to present alternatives . Niederkorn Presented a draft of Zoning Ordinance Discussion #4 , which re - flected the opinions expressed at the time of discussion of Dis - cussion #3 draft . The boundaries of the new medium intensity zone depend upon the assumption of the position of the sewer district . • Craig Called for a voice vote on whether there should be restrictions in the north end of Lansing . Result of the voice vote : Miller Yes Baughman No Edmondson Yes Craig No Farkas No Barron No Craig Stg gested mentioning in a public meeting that there will be no re - strictions in the north end of Lansing unless the residents there decide they would like to have some . The members of the Planning Board agreed to this . Craig Presented the opinion that in any area where the Planning Board intends to do something very specific and important they should do it , but leave all the other areas completely unrestricted . This was followed by a discussion as to whether the strip of land along Cayuga Lake north of Sperry Lane should or should not be re - stricted . A voice vote was unanimously in favor of no restriction . In the reading of Zoning Ordinance Discussion #4 , it was found that numbers 8 , 9 , 10 , 27 , and 37 contained points of controversy , some of which were settled during the discussion . It was finally de - cided that in general the restrictions were satisfactory , with the • changes made during the discussion . Minutes , LANSING PLANNING BOARD , February 22 , 1971 , Town Hall • 701 Planning Session , Regular Meeting , page 4 Miller Submitted a resolution letter addressed to the State Department ROUTE 13 - of Transportation concerning the need for additional warning TRIPHAMMER signs at the intersection of Route 13 and North Triphammer Road . INTERSECTION On MOTION of Mr . Edmundson , seconded by Mr . Barron , the letter was approved . Barron Announced that it has been found that the prescribed four - TRAILER corner anchoring of trailers is ineffective , and this provision ORDINANCE should be eliminated from the proposed mobile home ordinance . Members of the Planning Board discussed the fact that the placing of a skirt around the trailer foundation keeps the wind from getting under the trailer and overturning it and is far superior to the four - corner anchor method . Niederkorn The Planning Board must make decisions and then present them to the Town Board . But the preparation and presentation must be de - liberate , so as not to have any greater degree of dissention than is necessary . Members of the Planning Board agreed with this policy . Niederkorn Will send to Mr . Craig by Monday , March 1 , a series of questions relative to policies , with perhaps alternatives for each , on which he would like to have decisions ; these questions can be discussed and answered by the Planning Board at its meeting on March 1 . Craig Promised that the Board would give as many answers as possible , as quickly as possible . Miller Reviewed the Scope of Services in order to check on which of the items still remain unfinished . Craig Remarked that the Town Board does not seem to know where we stand nor what we are doing . • Miller The Planning Board should invite some of the Town Bard members to the Planning Board meetings , as well as some of the people who have been active in the past in connection with the Basic Studies . Niederkorn Inquired whether there is any particular technique for the pre - sentation of the final plan that should be observed at the time that plan is turned over to the Town . Craig There should be public meetings . Bennett It is not necessary to ask the Town Board about what they think is the most effective way of handling the presentation . The Plan - ning Board can decide this . Craig Members of the Town Board have been invited from time to time to attend Planning Board meetings , but none have ever attended . The Town Board will not really approve of any ordinance that will be presented , but now they are faced with the matter of the sewer lines and if we can strike a responsive chord with the Town Board on any •ne subject it would help . Niederkorn We could present plans which would include all the land south of the Peruville Road , and go on the assumption that the sewers will be in certain areas - - or that they will not be in those areas . • Craig The members of the Planning Board approve and agree to that method .
