Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ; Messrs . Paul Barron , Samuel Baughman , Frederick Edmondson , Stephen Farkas Also : Mr . Thomas Niederkorn , Planning Consultant ; Mrs . Barbara Blanchard , from the office of Mr . Niederkorn ; Mr . James Showacre , resident of the Town of Lansing and former chairman of the Planning Board The meeting convened at 8 : 20 p . m . Niederkorn Announced that the main subject for this meeting would be zoning , ZONING and that because of the situation in Lansing with regard to zoning some of the approaches have been changed from the usual methods . He intends to present various ideas in order to get opinions from the members of the Planning Board . The following broad concepts were present : Rural intensity - open zoning • Low development area - low intensity zone Medium intensity - High intensity There might also be special - purpose zones , as for example industry or conservation . The toals or objectives for the Planning Board would be to state their position on and give recommendations concerning the following , to the Town Board : 1 . Growth of the Town 2 . Land uses a . Does Lansing wish to have its share of growth in Tompkins County ? b . Should it be allowed to grow without any control ? c . Should growth be discouraged ? 3 . Utilities - . The types of utilities will govern the type of controls . • Mr . Niederkorn then distributed draft copies of Zoning Ordinance . Discussion #3 , dated January 25 , 1971 , as a basis for discussion . Minutes , LANSING PLANNING BOARD , January 25 , 1971 , Town Hall 701 Planning Session , Regular Meeting , page 2 • He also displayed maps and charts showing the zones as described in Zoning Ordinance Discussion #3 . It was the opinion of the Planning Board that uncontrolled strip development along Route 34 north of Peruville Road should be avoided by some sort of restriction . Discussion over an extended period of time revealed dissatisfaction and differences of opinion concerning the general concepts of the proposed zones and their uses ; no general approval resulted . Craig Inquired about provisions for multiple family dwellings . As matters now stand , all of the responsibility for multiple family housing de - cisions rests with the Health Department , and no other controls are available . Miller The usual procedure now is that the developers go ahead and build , and then the Health Department makes provisions and exceptions to accommodate the builders . Farkas Had in his possession a copy of the revised regulations of the Health Department . These revised regulations make it necessary for building plans to be shown to the Health Department , and following that , in- • stallations must be in accordance with the plans . It was the opinion of the Planning Board that mobile homes should be classified as residences , each with an independent sewage disposal system . Niederkorn Emphasized the necessity of observing the regulations of the Depart - ment if Health . The best method would be to control the frontage of any given lot . This might be 100 feet in the low intensity area ; a 25 - foot setback should also be observed . Miller Announced that the resolution which had been passed at the special meeting held January 18 , 1971 , was not legal because it had not been announced in the agenda for the meeting , and that it should therefore be considered at the next regular meeting of the Planning Board . The resolution had to do with approval of sewer plans for Lansing . A special meeting was called for Monday , February 1 , 1971 . The meeting adjourned at 11 : 05 p . m . •
